Online casinos in Virginia

Online casinos in Virginia are not legal or licensed by the state: the 2026 bills that would have authorized them, SB 118 and HB 161, died without a conference deal. Virginians can bet on sports through 10 licensed online sportsbooks and buy some lottery games online, but every real money casino site they see is offshore. Here is the law, the risks and the published terms in dollars.

Key takeaways

  • Virginia licenses no online casinos; SB 118 and HB 161 died in 2026 and carry a reenactment clause, so a 2027 vote would be needed.
  • The Virginia Lottery regulates both land casinos and sports betting, with 10 licensed sports betting operators.
  • Five casino operators are approved, from HR Bristol (April 23, 2022) to PPE Casino Resorts Petersburg (January 14, 2026).
  • No sweepstakes casino ban is in force; SB 579 was continued to 2027.
  • Virginia's helpline is 888-532-3500 (call, text or chat), and the national line is 1-800-MY-RESET.

Are online casinos legal in Virginia?

No. Virginia has not authorized real money online casinos, and no state body issues licenses for them. That leaves Virginia outside the small group of states with legal online casinos: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island.

What Virginia does allow is broader than many states. Land casinos run under licenses approved by the Virginia Lottery, online sports betting is state-licensed, the Lottery sells several draw games online, and daily fantasy sports are legal. Casino games played for money over the internet are the gap.

So where does that leave offshore sites? They sit outside the Virginia system entirely. A site licensed in Costa Rica, Curaçao or Anjouan, or not licensed at all, answers to no Virginia regulator. Our Virginia gambling laws page walks through the statutes in more depth, and the offshore casinos legality guide explains how state and federal law fit together.

Why the 2026 online casino bills in Virginia stalled

Virginia came close to a decision in 2026 and then didn't make one. Two bills, SB 118 in the Senate and HB 161 in the House, would have authorized online casino gaming, but third-party coverage of the session reports that they died because the chambers never agreed a conference compromise.

Both bills also carried a reenactment clause. In plain terms, even a passed version would have needed a second vote by the General Assembly in 2027 before taking effect. Any change to the law for players in Virginia Beach, Chesapeake or Richmond is therefore a 2027 question at the earliest.

The same bills contained language banning sweepstakes casinos, and that language died with them. A separate sweepstakes bill, SB 579, was continued to 2027. Watch both threads next session; we will update this page when there's a recorded result.

The bill status above comes from third-party legislative coverage, not from the General Assembly's own records. Check the current bill pages before relying on it.

The Virginia Lottery regulates casinos and sports betting

Unusually, Virginia's lottery is also its casino and sportsbook regulator. The Virginia Lottery's casino page (opens in a new tab) lists five approved casino operators with their approval dates, which tell the story of how quickly land casinos arrived after the state allowed them.

Casino operators approved by the Virginia Lottery
OperatorApproval date
HR BristolApril 23, 2022
Rivers PortsmouthNovember 16, 2022
Caesars VirginiaMay 15, 2023
Golden Eagle Corporation IIOctober 29, 2025
PPE Casino Resorts PetersburgJanuary 14, 2026

The Lottery's list gives approval dates, not opening dates, so we don't state which properties are trading today. Approval of a land casino also doesn't extend to online casino games: none of these licenses lets an operator offer slots or blackjack over the internet to people in Virginia.

Virginia's model, with one agency for lottery, casinos and sportsbooks, is less common than a separate gaming commission. Either way, a regulator's reach stops at the businesses it licenses.

Virginia sports betting: the legal online option

Online sports betting is the one form of internet wagering Virginia licenses. The Virginia Lottery's sports betting page (opens in a new tab) records 10 licensed operators, and its monthly reporting begins on March 1, 2021, so state-licensed betting was live by 2021. The exact launch date isn't stated there.

Licensed sportsbooks come with what offshore casinos lack: a state regulator, published rules, and a complaint route. The legal background is the Supreme Court's 2018 decision in Murphy v. NCAA, which struck down the federal ban and left sports betting to the states; our page on PASPA and Murphy v NCAA covers it.

Our Virginia sports betting page goes through the market in detail. The point for this page is simpler: a sportsbook license in Virginia is not a casino license, and an operator's sportsbook app here can't legally offer its online casino games to you.

Virginia Lottery online sales and daily fantasy sports

Some lottery games are sold online through a MyGameRoom account: Mega Millions, Powerball, Millionaire for Life, Cash 5 and Pick 3, Pick 4 and Pick 5, as listed on the Lottery's responsible play page. The lottery age is 18.

Daily fantasy sports are legal in Virginia. Third-party coverage of the 2026 session reports that HB 145 passed, with a 10% tax, a $50,000 license fee and a ban on house-banked contests, but we haven't confirmed the governor's action on it. Read our explainer on daily fantasy sports laws for how fantasy contests differ from casino games in law.

Casino and sports betting ages aren't recorded in the sources we checked for Virginia. Confirm them with the operator or the Lottery before you play.

Offshore real money online casinos Virginia players see

Search for real money online casinos from Virginia and almost everything that comes back is offshore. These sites take US players, run their own terms and are licensed abroad, if at all. None is licensed by Virginia or any other US state, and that has practical results.

  • No Virginia complaint route. Virginia's regulator has no authority over an offshore casino, so a disputed withdrawal goes back to the casino itself or to a third-party review site.
  • No state protection of balances. Licensed operators in regulated states must meet rules on player funds; offshore casinos set their own.
  • Terms the casino writes. Weekly withdrawal caps, max cashout limits and verification rules come from the casino, and they can change.
  • Conflicting license claims. Third-party reviewers disagree about who runs these sites and which license, if any, applies.

The three partner casinos shown on this page illustrate that last point. Their own sites couldn't be checked for this page, so the details below come from third-party reviews and are reported, not settled.

Reported operator and license details for the casinos on this page
CasinoOperator (as reported)License (as reported)
Planet 7 CasinoBTK Ltd Casinos (AskGamblers, Blockonomi); Ace Revenue Group (LCB)Costa Rica, no number (AskGamblers); no license (LCB, Casino Guru)

Slot Madness CasinoEH Gaming Ventures Inc (AskGamblers); Primrose Media Limited (Casino Guru, esports.gg); Ace Revenue Group (LCB)Anjouan, no number (esports.gg); Costa Rica (AskGamblers); no license (Casino Guru, LCB)

Other states have acted against some of these brands. The Michigan Gaming Control Board named Planet 7 in cease-and-desist letters announced on April 9, 2025, and Slot Madness in an order announced on August 14, 2025, calling the operators illegal offshore sites; Royal Ace doesn't appear in those releases. Our page on cease-and-desist letters lists the actions, and the guide to offshore vs state-licensed casinos sets out the trade-offs side by side.

Federal law and online casinos in Virginia

Federal law sits behind the state picture but doesn't settle it. The Unlawful Internet Gambling Enforcement Act of 2006 bars gambling businesses from accepting cards, transfers and checks in connection with internet gambling that is unlawful under state or federal law. It targets the payment side and doesn't make placing a bet a federal crime for the player. See our UIGEA explainer.

The Wire Act, 18 U.S.C. § 1084, is aimed at people in the business of betting. In New Hampshire Lottery Commission v. Rosen, decided January 20, 2021, the First Circuit held that the Act covers only bets on sporting events or contests. The Wire Act page explains why the Justice Department's 2018 reading differed.

The Illegal Gambling Business Act, 18 U.S.C. § 1955, makes it a federal crime to run a gambling business that breaks state law, involves five or more people and runs for more than 30 days or takes $2,000 in a single day. Like the other two laws, it is written for operators. For players, what Virginia law says is what decides legality.

Sweepstakes casinos in Virginia: no ban yet

Sweepstakes casinos use two currencies: Gold Coins for play with no cash value, and Sweeps Coins that can be redeemed for prizes. They describe themselves as promotional games rather than gambling, a claim several states have rejected by passing bans.

Virginia isn't one of them yet. Third-party coverage reports no ban enacted: the sweepstakes language in SB 118 and HB 161 died, and SB 579 was continued to 2027. That's a contrast with states such as New York, New Jersey and California, which have passed bans; our sweepstakes casino bans tracker lists them.

No ban isn't the same as approval, and none of these sites holds a Virginia license. Our Virginia sweepstakes casinos page and the comparison of sweepstakes vs real money casinos cover how the model works and what to check.

Withdrawals, Bitcoin and caps at offshore casinos from Virginia

Card deposits to offshore casinos often fail because many US banks block gambling transactions coded MCC 7995, which is why these sites push crypto. All three casinos below are reported to take Bitcoin and cards, with a $5 minimum for Bitcoin Lightning and $30 for cards per LCB. The bigger issue is getting money out.

Reported withdrawal terms (third-party reviews, checked October 28, 2026)
CasinoWeekly capMonthly capMinimum withdrawalReported times
Planet 7$2,500 (LCB, Casino Guru); AskGamblers shows EUR 2,500 per dayNot found$50 (LCB) or $100 (Blockonomi)Pending 5–7 days (AskGamblers); LCB says often more than a month
Royal Ace$2,500$5,000 (Casino Guru)$20 (LCB)Pending 7–10 days (AskGamblers); LCB says a month or more
Slot Madness$2,500$5,000 (Casino Guru)$20 (LCB)Pending 7–10 days (AskGamblers); players report 7–10 business days (LCB)

Do the arithmetic on a large win. A $10,000 balance at a $2,500 weekly cap takes at least four weeks to withdraw, and a $5,000 monthly cap stretches it to two months. AskGamblers also reports no weekend cashouts at all three. Read our guides to weekly withdrawal limits and Bitcoin casino banking before you deposit, and see crypto casinos in Virginia for the coin-specific detail.

Gambling winnings and taxes for Virginia residents

Gambling winnings are taxable federal income wherever you win them, offshore or not. Payers file Form W-2G when winnings reach the thresholds in the IRS instructions for Forms W-2G (opens in a new tab); an offshore casino may never send one, but the income is still reportable.

Federal reporting points for 2026
RuleWhat it says
W-2G threshold for slots, bingo and keno$2,000 or more for payments made in 2026
Regular withholding24% on certain winnings, such as lotteries and 300x wagers, where winnings minus the wager exceed $5,000; not on slots, bingo or keno
Loss deductionOnly up to wagering gains; from tax year 2026 reportedly capped at 90% of losses (check IRS guidance)

A quick example of the reported 90% rule: with $5,000 of winnings and $5,000 of losses, the deduction would be $4,500, leaving $500 taxable even though you broke even. Virginia's own income tax treatment isn't covered here, so check state guidance too.

A checklist for players in Virginia Beach, Chesapeake and Richmond

Players in Virginia Beach, Chesapeake and Richmond, the state's three largest cities, face the same rules as anyone else in Virginia. If you're weighing an offshore site anyway, work through these steps first.

  1. Read Virginia's law on our gambling laws page and accept that no state regulator covers an offshore casino.
  2. Check which license the casino claims and whether third-party reviewers agree; conflicts are common.
  3. Find the weekly and monthly withdrawal caps and the max cashout on any bonus before you deposit.
  4. Set a budget you can afford to lose and a deposit limit; a gambling budget is spending money, not an investment.
  5. Complete identity verification early so a withdrawal isn't held for documents.
  6. Keep records of deposits, withdrawals and wins for tax time.
  7. Stop if gambling stops being fun, and call 888-532-3500 or 1-800-MY-RESET for help.

None of these steps makes an offshore casino safe; they reduce surprises. If a casino won't show its caps or license clearly, treat that as an answer.

Problem gambling help in Virginia

Virginia runs its own helpline. The Virginia Problem Gambling Helpline is 888-532-3500, by call, text or chat, and the Virginia Lottery's responsible play page (opens in a new tab) links to it. The state also runs a Voluntary Exclusion Program (opens in a new tab) for people who want to bar themselves from state-regulated gambling.

Nationally, the National Problem Gambling Helpline run by NCPG is 1-800-MY-RESET (1-800-697-3738), with call, text and chat; NCPG's help and treatment page (opens in a new tab) lists the options. Gamblers Anonymous meetings, and blocking tools such as Gamban and BetBlocker, help too.

Offshore casinos sit outside Virginia's exclusion program, so a state self-exclusion won't stop them. Blocking software and the casino's own limits fill that gap. Our responsible gambling hub explains each tool.

For the law in every other state, start at our online casinos by state hub; neighboring West Virginia is one of the seven states that license online casinos.

Online casinos Virginia players see, with published terms

The three casinos below are our commercial partners. We earn commission from them and rank them in an order we set commercially, not by testing. All three are offshore and not licensed by Virginia or any US state, so check Virginia's law first. Third-party reviews don't report any of them refusing Virginia players, though none publishes a full restricted-state list; confirm eligibility at sign-up. Offers are for new players, 21+ (18+ where allowed), and terms apply.

  • Planet 7 Casino: $2,750 Welcome Bonus + 45 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). LCB, a third-party listing, reports a 200% match (code WELCOME200) with 30x bonus-plus-deposit wagering on slots, a $1,000 max cashout and a $30 card or $5 Bitcoin Lightning minimum; Blockonomi also gives a $30 minimum but describes the wagering unclearly.
  • Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party sources disagree: LCB reports 200% up to $4,000, 30x on slots and 60x on blackjack and video poker, with a max cashout of 10 times the deposit, while Casino Guru reports 250% up to $2,500 plus 35 extra spins.
  • Slot Madness Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). LCB reports 275% up to $2,750 with code MAD275, a $30 minimum and 30x bonus-plus-deposit wagering on slots, with no max cashout; Casino Guru calls the 275% unlimited and lists 50 extra spins.

Each casino's own site may advertise a different package from the offer via our link, and codes change, so the terms shown at sign-up are the ones that apply. Unofficial mirror sites post other codes and payout times; we don't treat those as confirmed. Free spins and match bonuses are built for slots, and table games are often excluded or weighted lower.

Here is what the Slot Madness terms reported by LCB cost in practice. A $100 deposit at 275% adds $275, and 30x the $375 total means $11,250 of slot wagering. Sweet 16, an RTG slot reported in its lobby, has a third-party-reported RTP of 96.25%, a 3.75% house edge: the expected loss is $11,250 × 3.75% = $421.88, more than the $275 bonus. The Sweet 16 review and the guide to wagering requirements explain why the house edge usually wins over that much play.

Frequently asked questions

Are online casinos legal in Virginia?

No, Virginia doesn't license or authorize real money online casinos. The 2026 bills that would have allowed them, SB 118 and HB 161, died without a conference compromise, and both carried a reenactment clause that would have required another vote in 2027. Online sports betting, some online lottery sales and daily fantasy sports are legal, but casino games over the internet are not. Offshore sites accept Virginians without any state oversight. Our Virginia gambling laws page has the detail.

When could Virginia legalize online casinos?

The earliest realistic point is the 2027 session of the General Assembly. Both 2026 bills, SB 118 and HB 161, failed when the House and Senate couldn't agree a compromise, and their reenactment clauses meant any passed version would have needed a 2027 vote anyway. Nothing is recorded yet for 2027, so we'll update this page when a bill moves. Meanwhile, see how the seven licensing states run their markets on our states with legal online casinos page.

Does the Virginia Lottery regulate casinos and sportsbooks?

Yes. Virginia's lottery agency regulates the state's land casinos and its sports betting market as well as the lottery itself. It lists five approved casino operators, from HR Bristol, approved April 23, 2022, to PPE Casino Resorts Petersburg, approved January 14, 2026, and 10 licensed sports betting operators. It has no authority over offshore online casinos, which hold no Virginia license. Compare Virginia's setup with other states in our state regulators guide.

Can I bet on sports online in Virginia?

Yes, online sports betting is legal and licensed in Virginia. State records list 10 licensed sports betting operators, and the Lottery's monthly reports start on March 1, 2021, so legal betting was live by then. A sportsbook license doesn't cover online casino games, so those apps can't legally offer slots or blackjack to Virginians. Our Virginia sports betting page covers the market in more depth.

Has Virginia banned sweepstakes casinos?

No. Virginia hasn't banned sweepstakes casinos, but it hasn't licensed them either. Third-party coverage reports that ban language in SB 118 and HB 161 died in 2026 and that SB 579 was continued to 2027, so the question could return next session. These sites use Gold Coins and redeemable Sweeps Coins and say they aren't gambling, a claim several states have rejected. See Virginia sweepstakes casinos for the detail.

Is it safe to play at offshore casinos from Virginia?

Offshore casinos carry real risks because no Virginia regulator oversees them. There's no state complaint route, no state protection for your balance, and the casino writes its own withdrawal caps and bonus rules. Third-party reviewers report $2,500 weekly caps and slow payouts at the three casinos on this page, and Michigan has named two of them in cease-and-desist actions. Read how to spot a rogue casino before you sign up anywhere.

What is the gambling age in Virginia?

The Virginia Lottery's age is 18. The casino and sports betting ages weren't recorded in the sources checked for this page, so confirm them with the Virginia Lottery or the operator before you play. Offshore casinos set their own age rules; third-party reviews report 21+ at Planet 7, and we show offers to people aged 21+ (18+ only where allowed). Our gambling age by state table compares the states.

Do I pay tax on online casino winnings in Virginia?

Yes, gambling winnings are taxable federal income, including winnings from offshore casinos that never send a W-2G. For payments made in 2026, slot, bingo and keno winnings of $2,000 or more trigger a W-2G from payers that file one. From tax year 2026, losses are reportedly deductible only up to 90% and only against winnings, so check IRS guidance. See gambling taxes and check Virginia's own state tax rules too.

Where can I get help with gambling in Virginia?

Call, text or chat with the Virginia Problem Gambling Helpline at 888-532-3500, or the national helpline at 1-800-MY-RESET (1-800-697-3738). Virginia also runs a Voluntary Exclusion Program for state-regulated gambling, although it won't reach offshore sites. Blocking software such as Gamban covers those, and Gamblers Anonymous runs meetings. Our state problem gambling programs page lists help in every state.

Where are the casinos in Virginia?

The Virginia Lottery lists five approved casino operators: HR Bristol (approved April 23, 2022), Rivers Portsmouth (November 16, 2022), Caesars Virginia (May 15, 2023), Golden Eagle Corporation II (October 29, 2025) and PPE Casino Resorts Petersburg (January 14, 2026). The list gives approval dates rather than opening dates, so check with each property before planning a visit. None of these licenses covers online casino games; they're for in-person play only. Neighboring West Virginia does license online casinos, but those licenses cover players located inside West Virginia only. See Virginia gambling laws and online casinos in West Virginia.

Can I buy Virginia Lottery tickets online?

Yes, some Virginia Lottery games are sold online through a MyGameRoom account, for players 18 and older. The Lottery's responsible play page lists Mega Millions, Powerball, Millionaire for Life, Cash 5, and Pick 3, Pick 4 and Pick 5 as available online. That makes Virginia one of the states where the lottery, unlike casino games, has a legal internet channel. Lottery sales sit under the same agency that regulates casinos and sportsbooks, and its Voluntary Exclusion Program covers state-regulated gambling.
