NC No state-licensed online casinos

Online casinos in North Carolina

Online casinos in North Carolina are not authorized: the state licenses online sports wagering, which went live on March 11, 2024, but no online casino games. Real-money casino play happens in person at three tribal casinos. Below we cover what the Lottery Commission says about illegal wagering, the sweepstakes history, offshore risks, taxes and where to get free help.

  • The state's regulator says wagering outside the legal channels "is also illegal".
  • In-person casino play happens at two Eastern Band of Cherokee casinos and the Catawba Nation's Two Kings Casino.

Can you play online casinos in North Carolina legally?

North Carolina law does not authorize any online casino. The General Assembly legalized online sports wagering, which launched on March 11, 2024, and stopped there. Slots, blackjack and roulette for real money online have no license, no regulator and no legal operator in the state.

The regulator's language is plain. On its about page (opens in a new tab), the North Carolina State Lottery Commission, which oversees sports wagering, says: "Wagering outside these legal channels is not only unsafe—it is also illegal." We did not find a specific statute on online casino play in our sources, so we rely on that statement.

For players in Charlotte, Raleigh and Greensboro, that leaves three real choices: a licensed sportsbook app, a trip to a tribal casino, or an offshore site the state hasn't licensed. The legal detail is on our North Carolina gambling laws page.

Two gaps in that table are deliberate. We could not verify the daily fantasy position or whether lottery tickets are sold online, so we leave them open rather than guess. The national context sits on our states with legal online casinos page.

North Carolina sports betting: the one legal online option

Online sports wagering is legal and state-licensed. The Lottery Commission's site lists seven licensed operators, and third-party records give the launch date as March 11, 2024. Bettors must be 21, per the Commission's responsible gaming page (opens in a new tab).

That makes North Carolina a split market. You can place a legal mobile bet on a football game in Charlotte, but the same app cannot offer you a legal slot. Our North Carolina sports betting guide covers the licensed books, and the wider legal background is in our sports betting laws explainer and the PASPA and Murphy v NCAA page, the 2018 ruling that let states legalize sports betting.

Tribal casinos: Cherokee, Kings Mountain and the Lumbee vote

All of North Carolina's real-money casino gaming is tribal, according to third-party reporting. The Eastern Band of Cherokee Indians operates two casinos, including Harrah's Cherokee. The Catawba Nation runs Two Kings Casino in Kings Mountain, where an introductory casino is open and a full opening is expected in 2027.

A fourth tribe may follow. The Lumbee Tribal Council approved a gaming amendment to its constitution on April 16, 2026, and it was pending a vote of tribal members, according to third-party reporting. Nothing about a Lumbee casino was confirmed as of October 2026.

These casinos operate under the federal Indian Gaming Regulatory Act, which allows class III gaming such as slots only under a tribal-state compact. Their gambling age is 21 at the Eastern Band casinos, under a compact amended in 2001, per a third-party source. None of this gaming extends online. Our tribal gaming explainer covers how compacts work.

Sweepstakes casinos in North Carolina

North Carolina's sweepstakes fight started with machines, not apps. Session Law 2010-103 banned electronic sweepstakes machines; litigation delayed enforcement until January 2013, according to third-party sources.

Online dual-currency sweepstakes casinos, the Gold Coins and Sweeps Coins model, are a different question. We found no North Carolina law that bans them specifically, and a sweepstakes tracking site lists no North Carolina online ban. That is not the same as saying they are approved; the Commission's warning about wagering outside legal channels still stands.

Several states have moved against online sweepstakes, including New York, New Jersey, California and, from November 1, 2026, Oklahoma. Our North Carolina sweepstakes casinos page tracks any bill here, and our sweepstakes casino bans page lists the others.

Offshore online casinos North Carolina residents can reach

Offshore casinos do accept sign-ups from players in Charlotte, Raleigh, Greensboro and the rest of the state. None is licensed by North Carolina. Some name a foreign license, such as Silver Oak's Anjouan license, while third-party reviewers report others as licensed in Costa Rica or not licensed at all.

Here is what that means for your money. There is no North Carolina complaint desk. Your balance has no state backing. The casino's own terms decide withdrawals, bonuses and disputes, and those terms can be strict: Silver Oak's terms, for example, require disputes within three days of the wager.

Other regulators have acted against some of these brands. The Michigan Gaming Control Board named Silver Oak and Planet 7 in cease-and-desist letters on April 9, 2025 (opens in a new tab), describing them as illegal offshore operators. It later named Miami Club and Slot Madness (August 14, 2025) and SlotoCash (October 8, 2026). Royal Ace does not appear in any of those three releases. Our real money online casinos North Carolina page and the offshore casinos legality explainer go further.

Withdrawals from offshore casinos: caps, times and fees

Getting paid is where offshore play most often goes wrong, according to third-party reviewers. Silver Oak publishes its own numbers: Bitcoin, check and wire withdrawals of up to $2,500 each, a weekly limit starting at $2,500, and stated times of 7 to 10 days. Its terms add a review period of 7 to 10 business days plus payment time.

Planet 7 and Royal Ace don't have official terms in our sources, so their figures come from review sites. Third-party reviews report a $2,500 weekly cap at both, plus $5,000 a month at Royal Ace. AskGamblers instead lists EUR 2,500 per day for Planet 7, and LCB says both brands' payouts often take more than a month. Those disagreements are a reason to read the cashier terms yourself.

Put a number on it. A $10,000 win at a $2,500 weekly cap needs four separate weekly payouts, and at 7 to 10 days each that can stretch well past a month. Our fast payout casinos in North Carolina page and the withdrawal times guide go into the detail.

Deposits: why cards fail and how crypto changes the risks

Card deposits at offshore casinos are often declined by US banks. Gambling transactions carry merchant code 7995, and many issuers block it. The legal background is UIGEA's payment rules (opens in a new tab), which bar gambling businesses from accepting cards, transfers and checks for unlawful internet gambling. Our card declines guide explains the mechanics.

Crypto is the common workaround the casinos themselves list, but it carries its own costs. Payments generally can't be reversed, and prices move. The crypto casinos North Carolina page and our guide on how to deposit with Bitcoin cover both.

  1. Read the casino's banking page for minimums, maximums and fees before choosing a method.
  2. Check the weekly withdrawal cap and the minimum withdrawal for the same method.
  3. Send your ID and proof of address before your first withdrawal request.
  4. Make a small first deposit, and only spend what you've budgeted for entertainment.
  5. Keep records of every deposit and withdrawal for tax time.

Gambling age in North Carolina

Sports wagering requires bettors to be 21, according to the Commission. At the Eastern Band of Cherokee casinos the age is 21, per a third-party source on the 2001 compact amendment. We did not find a confirmed lottery age in our sources. Our gambling age by state table compares ages across the country.

Offshore sites set their own rules. Silver Oak's terms say 21, or the local age if higher, and a review site reports 21+ for Planet 7. Expect identity checks before any payout.

Gambling taxes for North Carolina players

Winnings are taxable federal income, whether they come from a Cherokee slot floor, a licensed sportsbook or an offshore site. For 2026, payers file Form W-2G for slot, bingo and keno wins of $2,000 or more, and the 24% regular withholding applies to some larger non-slot wins. See our W-2G form explainer.

From tax year 2026, the federal loss deduction is reported to be capped at 90% of your losses, and only up to your winnings; check IRS guidance. State income tax may also apply, so ask a tax professional. Our gambling taxes guide gives the full picture.

Example: what the reported 90% rule does to a losing year
ItemAmount
Winnings during 2026$4,000
Losses during 2026$6,000
90% of losses$5,400
Deduction allowed (capped at winnings)$4,000
Taxable gambling income$0

In that losing year the cap on winnings does the work, so nothing is taxed. The 90% rule bites in break-even or near break-even years, where 10% of losses can no longer offset winnings.

Frequently asked questions

Are online casinos legal in North Carolina?

No, North Carolina has not authorized online casinos. The state licenses online sports wagering only, which launched March 11, 2024 with seven operators. The Lottery Commission says wagering outside the legal channels is unsafe and illegal. Offshore casinos accept North Carolina sign-ups, but none is licensed by the state. What the law covers is set out on our North Carolina gambling laws page.

When did sports betting launch in North Carolina?

Online sports wagering launched on March 11, 2024, according to third-party records, and seven operators are licensed per the Lottery Commission. Bettors must be 21. Sportsbook apps can't offer casino games in North Carolina, because no law authorizes them. For licensed books and how they work, see our North Carolina sports betting guide, which explains the market in more detail.

Which casinos can I visit in North Carolina?

Three tribal casinos operate in the state, according to third-party reporting. The Eastern Band of Cherokee Indians runs two, including Harrah's Cherokee, and the Catawba Nation runs Two Kings Casino in Kings Mountain, with a full opening expected in 2027. The Lumbee Tribe's gaming plans were awaiting a member vote in 2026. Our tribal gaming page explains the federal rules behind them.

Does North Carolina's sweepstakes machine ban cover online sweepstakes casinos?

North Carolina banned electronic sweepstakes machines in Session Law 2010-103, but we found no law that targets online sweepstakes casinos specifically. That gap doesn't make them state-approved, and the regulator warns that wagering outside legal channels is illegal. Rules change quickly in this area, so follow our North Carolina sweepstakes casinos page for any new bill or court ruling.

Can I get in trouble for playing at offshore casinos in North Carolina?

We can't tell you how a prosecutor would act, and we won't guess. What is on record: the Lottery Commission says wagering outside the state's legal channels is illegal, and federal UIGEA targets gambling businesses that accept payments rather than players. If you're unsure, read the Commission's statement and our page on whether it is illegal to play at offshore casinos.

What is the minimum age at North Carolina sportsbooks and Cherokee casinos?

The age is 21 for sports wagering, per the Lottery Commission, and 21 at the Eastern Band of Cherokee casinos, per a third-party source on the 2001 compact amendment. We could not confirm a lottery age. Offshore casinos set their own ages; Silver Oak's terms say 21. Our gambling age by state table lists ages across the US.

How long do offshore casino withdrawals take for North Carolina players?

Expect days to weeks, not hours. Silver Oak publishes 7 to 10 days for Bitcoin, check and wire payouts, after a review period. Third-party reviewers report slow payouts at Planet 7 and Royal Ace, sometimes more than a month, and $2,500 weekly caps. Our Silver Oak withdrawals page breaks down that casino's published methods, limits and fees.

Do I pay taxes on gambling winnings in North Carolina?

Yes, gambling winnings are taxable federal income, wherever you win. For 2026, slot wins of $2,000 or more trigger a W-2G from payers that issue them, but all winnings are reportable. From 2026 the loss deduction is reported to be capped at 90% of losses; check IRS guidance. State tax may apply too. Read our page on whether you can deduct gambling losses.

Where can I get gambling help in North Carolina?

Call the North Carolina Problem Gambling Program's More Than A Game line at 877-718-5543, or text morethanagamenc to 53342. The National Problem Gambling Helpline is 1-800-MY-RESET (1-800-697-3738), with call, text and chat. Gamblers Anonymous and blocking tools like Gamban also help. Our signs of a gambling problem page can help you decide whether to reach out.

Is it legal to play online slots in North Carolina?

No North Carolina law authorizes online slots, so there's no licensed real-money slot site in the state. The General Assembly legalized online sports wagering and stopped there, and the Lottery Commission says wagering outside the state's legal channels is illegal. Real-money slots in North Carolina are played in person at the three tribal casinos, such as Harrah's Cherokee and Two Kings Casino in Kings Mountain. Offshore slot sites reach players in Charlotte and Raleigh without any state oversight. Our North Carolina online slots page covers RTP, volatility and RTG titles, and what is RTP explains the basics.

Do North Carolina sportsbook apps have casino games?

No: the seven licensed sportsbook apps can take sports bets, but North Carolina hasn't authorized online casino games, so they can't legally offer slots, blackjack or roulette to players in the state. The market that launched on March 11, 2024 covers sports wagering only, with the Lottery Commission as regulator and a minimum age of 21. If an app offers casino games to someone in Greensboro or Durham, it isn't operating under a North Carolina license. For the licensed books, see North Carolina sports betting, and for the national rules read is sports betting legal in my state.

Does Harrah's Cherokee have an online casino in North Carolina?

No, none of North Carolina's tribal casinos offers legal online casino games. Harrah's Cherokee and the Eastern Band of Cherokee Indians' second casino operate under a tribal-state compact for in-person gaming, as does the Catawba Nation's Two Kings Casino in Kings Mountain. The Indian Gaming Regulatory Act allows class III games such as slots only under such a compact, and none of this gaming extends online. The age at the Eastern Band casinos is 21, per a third-party source. Be wary of any site using a tribal casino's name online. See our Native American casinos guide and casino mirror sites explainer.

Is Silver Oak Casino legit for North Carolina players?

Silver Oak is an offshore casino with no North Carolina or US state license, though it's the only one of our partners to publish a license, from Anjouan through Primrose Media Limited. Its terms are strict in places: disputes must be raised within three days of the wager, and withdrawals face a review of 7 to 10 business days plus payment time. The Michigan Gaming Control Board named it in an April 9, 2025 cease-and-desist release. North Carolina's regulator says wagering outside legal channels is illegal. Read the Silver Oak review and who owns Silver Oak Casino for the full picture.

Can North Carolina players legally use Bitcoin casinos?

No: North Carolina authorizes no online casino, and the Lottery Commission's warning about wagering outside legal channels applies whether you pay by card or by Bitcoin. Crypto casinos that accept North Carolina players are offshore, so there's no state complaint route if a payout stalls. Crypto deposits do sidestep many card declines on merchant code 7995, but payments generally can't be reversed and prices move. Silver Oak, for example, takes Bitcoin, Litecoin and Ethereum deposits and pays out in Bitcoin, up to $2,500 per request. Our North Carolina crypto casinos page and what crypto do casinos accept explain more.
