Online slots in Virginia aren't offered by any state-licensed casino, because the 2026 bills that would have authorized online casino games died before a final vote. Real slot machines are legal at the state's approved land-based casinos, and the online slots Virginians find are on offshore sites. Here's the law, what the published RTPs mean in dollars and how jackpots really work.
Virginia licenses no online casinos, so every real money online slot site a Virginian finds is offshore.
The Virginia Lottery lists five approved land-based casino operators, from Bristol to Portsmouth.
Third-party sources publish RTPs of 93% to 97% for the RTG slots named here, so a $500 session costs $15 to $35 on average.
Slot jackpots of $2,000 or more trigger a W-2G for 2026; help is at 888-532-3500 or 1-800-MY-RESET.

Are real money online slots legal in Virginia?
No. Virginia has not authorized online casino games, and that includes online slots. The state's gambling regulator, the Virginia Lottery, licenses land-based casinos and online sportsbooks, but no online casino of any kind. The full picture of state rules sits in our guide to Virginia gambling laws, and the wider overview is on the Virginia online casinos hub.
Slot sites that take Virginians anyway are offshore. They're licensed, if at all, outside the US, and no state regulator checks their games, holds their balances or hears complaints about them. Our explainer on whether offshore casinos are legal covers the federal side: UIGEA targets payment processing, not the person placing a bet, while state law decides what's lawful for players.

Why Virginia online slots didn't arrive in 2026
Two bills, SB 118 and HB 161, would have legalized online casino games, slots included. Trade press reports that the 2026 session ended without a conference compromise between the House and Senate versions, so both died. Each carried a reenactment clause, which means even a passed bill would have needed a second vote in 2027 before anything launched.
In practice, the earliest a Virginia-licensed online slot could appear is after a 2027 vote, and nothing is settled. Until then, the only state-regulated slot spin happens on a casino floor. Bills, dates and what each one proposed are tracked on the Virginia gambling laws page.
Land-based slots in Virginia: the approved casino operators
Virginia's legal slot machines sit inside casinos approved by the Virginia Lottery. The Lottery's casino page (opens in a new tab) lists five approved operators, each shown with a date. Whether every one is open for play today isn't stated there, so check before you travel.

A state-regulated casino floor gives you something no offshore site can: a state regulator that oversees the games and handles complaints. For players in Virginia Beach, Chesapeake and Richmond, a drive to Portsmouth or Petersburg is the regulated way to play real slot machines. The minimum casino age isn't stated on the Lottery pages we rely on, so confirm it with the casino.
What software the offshore online slots Virginia players see run
Most offshore slot sites aimed at Americans run RealTime Gaming (RTG), which third-party sources say was founded in Atlanta in 1998 and later moved operations to Costa Rica. Since 2022 RTG has also traded as SpinLogic Gaming for US-facing operations, so the two names cover one game library.
Both partner casinos on this page carry RTG content. Silver Oak's own mobile page says it runs Realtime Gaming, and Decode's site describes 300+ RTG slots alongside Star Trek-branded games. Third-party counts for Decode vary widely, from 'over 1,000' to about 2,500 titles, so treat any game total as approximate.

Online slot RTP for Virginia players: published figures
RTP (return to player) is the share of all money wagered that a slot is designed to pay back over a very long run. The rest is the house edge. A 96% RTP slot keeps $4 of every $100 wagered on average, though any single session can land far above or below that. The guide to slot RTP explains why short sessions swing so much.
RTG doesn't publish RTPs on a site we could read, so the figures below come from third-party catalogs. Treat them as reported, not confirmed by the casino.

Notice the pattern: the two big-jackpot titles carry the lowest RTPs here. Part of each bet feeds the jackpot, which few players ever hit. Reviews of 777, Sweet 16 and Aztec's Millions go through each game's features.
What a slot session costs: a worked dollar example
Expected loss equals total amount wagered multiplied by the house edge. It's an average, not a prediction, but it tells you what a night of slots costs you over time.
Pick your stake and spin count. Say $1 per spin for 500 spins, which is $500 wagered in total.
Find the house edge: 100% minus the RTP. Sweet 16 at 96.25% has a 3.75% edge.
Multiply: $500 × 3.75% = $18.75 expected loss on Sweet 16.
Repeat for a lower-RTP game: Aztec's Millions at 94% gives $500 × 6% = $30, and Aladdin's Wishes at 93% gives $35.
Set a budget that covers the expected loss and a bad run on top of it, and stop when it's gone.
Volatility changes the ride, not the average. High-volatility games like Cash Bandits 2 can go long stretches without paying, then land a big feature. On a $50 budget at $1 per spin, that can mean the money is gone in 50 spins. The slot volatility guide shows how to size bets to your bankroll.
Progressive jackpots and Real Series slots explained
RTG runs two kinds of jackpot. Pooled progressives such as Aztec's Millions and Jackpot Piñatas collect a slice of bets from many casinos into one growing prize, according to Wikipedia's entry on RTG. GamesHub, a third-party source, reports RTG network jackpots often passing $1 million.
The second kind is the Real Series random jackpot. These are tiered jackpots attached to regular slots and can be won at random, whatever symbols land. They're local to one casino or a group run by the same operator, so they grow more slowly. Our explainer on Real Series jackpots and the progressive jackpots guide cover both.
Bonus money usually can't chase a progressive. Silver Oak's terms exclude progressives from bonus play, and SlotoCash's bonus terms exclude progressive jackpot slots too. Check any casino's terms before using bonus funds on a jackpot game.
Slot bonuses and free spins: the wagering cost in dollars
Offshore welcome bonuses are built for slots, and table games are often excluded or weighted lower. The catch is wagering: you must bet the bonus, and often your deposit, many times before you can cash out. While you do, the house edge works on every dollar.
Here's the math on a Decode code that LCB, a third-party listing, reports: DECODE111, 111% up to $1,111, with 25x bonus-plus-deposit wagering and a $25 minimum. A $100 deposit adds $111, so you'd need to wager $211 × 25 = $5,275. On a 96.25% RTP slot the expected loss is $5,275 × 3.75% = $197.81, which is more than the $111 bonus. Codes change, so confirm them at sign-up. More on this in Virginia casino bonuses and how wagering requirements work.
Slot myths Virginia players can drop
Slots aren't 'due'. Each spin is independent, so a machine that hasn't paid is no closer to paying. See the hot and cold slots myth.
No betting pattern changes RTP. Raising your stake after losses only raises the amount at risk.
Free spins come with conditions. Their winnings usually carry wagering and a max cashout cap.
A big published max win isn't a likely result. It's the ceiling, reached on a tiny share of spins.
Taxes on slot wins for Virginia residents
Gambling winnings are federal taxable income wherever you win them. The IRS W-2G instructions (opens in a new tab) set the 2026 reporting threshold for slot winnings at $2,000 or more, with no regular withholding on slots. Offshore casinos may not issue a W-2G, but the income is still reportable.
From tax year 2026, the 2025 federal tax law reportedly caps the gambling loss deduction at 90% of losses, and only up to your winnings. That's reported from a law-firm summary and a proposed IRS rule; check IRS guidance. Our gambling taxes guide has the detail.
Keeping slots fun: limits and help in Virginia
Slots are fast, and fast games burn through money quickly. Set a deposit limit before you start, and take breaks. If play stops feeling like entertainment, the Virginia Problem Gambling Helpline is free on 888-532-3500 by call, text or chat, listed on the Virginia Lottery's Play Responsibly page (opens in a new tab). The Lottery also runs a Voluntary Exclusion Program.
Online slots Virginia players can find, with published terms
These two RTG casinos fit a slots page best among our partners. We earn commission from them and rank partners in a commercial order, not by testing. Both are offshore and not licensed by Virginia or any US state, so check Virginia's law before you play; a dispute has no state regulator to go to. Third-party reviews report Decode refusing Maryland, New Jersey, New York and Washington, not Virginia, and Silver Oak's terms list no US states, but neither publishes a full restricted-state list. Offers are for new players, 21+ (18+ where allowed), and terms apply.
Decode Casino: $5,000 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Decode's own site advertises a $111 free chip with no terms visible; LCB, a third-party listing, reports DECODE111 at 25x bonus-plus-deposit with a $25 minimum, and a weekly withdrawal cap given as $2,500 in its listing but $5,000 in its review body. See the Decode review.
Silver Oak Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Silver Oak's own pages conflict on wagering, 30x on the offer page versus 40x for slots in the terms, with 60x on blackjack and video poker; the offer page says no max withdrawal and deposits start at $30. See the Silver Oak review.
Silver Oak is the only partner that publishes its license: Primrose Media Limited, licensed in Anjouan, per its terms and conditions (opens in a new tab). The Michigan Gaming Control Board named Silver Oak in an April 9, 2025 cease-and-desist release as an illegal offshore operator. Each casino's site may show a different package from the offer via our link, so the terms shown at sign-up are the ones that apply. For phone play, see mobile casinos in Virginia.

Frequently asked questions
Can you play online slots for real money in Virginia?
Not at any state-licensed site, because Virginia hasn't authorized online casino games. Slot sites that accept Virginians are offshore and not licensed by Virginia or any US state, so there's no state regulator behind your balance or complaints. The 2026 bills SB 118 and HB 161 died, and both carried a reenactment clause needing a 2027 vote. The Virginia gambling laws page tracks what happens next.
Where can I play slot machines legally in Virginia?
At the land-based casinos approved by the Virginia Lottery. Its casino page lists five operators: HR Bristol, Rivers Portsmouth, Caesars Virginia, Golden Eagle Corporation II and PPE Casino Resorts Petersburg. The page doesn't say which are open today, so check with the venue before you go. The Virginia online casinos hub puts these casinos in the wider legal picture, including sportsbooks and the lottery.
What RTP do online slots have?
It varies by game, and third-party catalogs report 93% to 97% for the RTG slots named on this page. 777 is listed at 97%, Sweet 16 and Storm Lords at 96.25%, Aztec's Millions at 94% and Aladdin's Wishes at 93%. RTP is a long-run average, so a single session can go well above or below it. Our RTP guide explains how to use the figure.
How much does an hour of online slots cost on average?
Multiply what you wager by the house edge. At $1 per spin for 500 spins, you wager $500; on a 96.25% RTP slot the expected loss is $18.75, and on a 94% slot it's $30. Real results swing widely around those averages, especially on high-volatility games. Budget for the expected loss plus a losing streak, and read our bankroll management guide before you start.
Are RTG slots fair?
Third-party sources say RTG games are tested by Technical Systems Testing (TST), but no US state regulator checks them at offshore casinos. That means you rely on the casino and its software provider rather than a state lab. Results come from a random number generator, so past spins don't affect future ones. See are RTG games fair for what testing does and doesn't cover.
Can I use a slot bonus on progressive jackpots?
Usually not. Silver Oak's terms exclude progressives from bonus play, and SlotoCash's bonus terms exclude progressive jackpot slots, with play on excluded games able to void bonus winnings. Other casinos set their own rules, so read the bonus terms before you spin a jackpot game with bonus funds. Our Virginia casino bonuses page walks through the main conditions.
Do I pay tax on a slot jackpot won online in Virginia?
Yes, gambling winnings are taxable federal income even when an offshore site issues no form. For 2026 the IRS sets the W-2G slot threshold at $2,000 or more, with no regular withholding on slots. From 2026 the loss deduction is reportedly capped at 90% of losses, up to winnings; check IRS guidance. The gambling taxes guide has worked examples.
Is there a Virginia slot app?
There's no state-licensed online casino app in Virginia, since online casino games aren't authorized. Offshore slot sites run in a phone browser instead: Silver Oak's mobile page describes browser play on iPhone and Android, and Decode describes instant play with no app. Browser play doesn't change the legal position or the risks. Our mobile casinos in Virginia page covers phone play in detail.
Which online slot has the highest RTP for Virginia players?
Among the RTG titles on this page, 777 has the highest reported RTP at 97%, according to third-party catalogs, followed by Sweet 16 and Storm Lords at 96.25%. RTG doesn't publish RTPs on a site we could read, so treat each figure as reported. A higher RTP lowers the average cost but doesn't stop a session from losing. Our 777 slot review covers its features, and the high RTP casinos list compares partners.
Can I play Aztec's Millions from Virginia?
Only at offshore casinos, since no Virginia-licensed site offers online slots. Aztec's Millions is an RTG pooled progressive, listed at 94% RTP with high volatility by third parties, and part of each bet feeds the shared jackpot. Bonus funds usually can't be used on it: Silver Oak and SlotoCash both exclude progressives from bonus play. Check a casino's lobby to see whether it carries the game. Read our Aztec's Millions review and what is Aztec's Millions.
What slot software does Silver Oak use for Virginia players?
Silver Oak's own mobile page says it runs Realtime Gaming, and LCB lists both RTG and SpinLogic, which are the same library under two names since 2022. The casino describes over 200 games on mobile, while LCB counts 356 slots. It's licensed in Anjouan through Primrose Media Limited, per its terms, not by Virginia. Michigan's regulator named it on April 9, 2025. See Silver Oak slots and our RTG software guide.
What is a Real Series jackpot on online slots in Virginia?
It's a random, tiered jackpot attached to some RTG slots that can land on any spin, whatever symbols appear. Unlike pooled progressives such as Aztec's Millions, Real Series jackpots are local to one casino or a group run by the same operator, so they grow more slowly. The odds of hitting one aren't published. They appear only at offshore casinos for Virginians, not at any state-licensed site. See what are Real Series jackpots and our Real Series guide.
How far does a $50 slot budget go for Virginia players?
It depends on your stake and the game's volatility. At $0.25 a spin, $50 buys 200 starting spins, a $50 turnover that costs about $1.88 on average at 96.25% RTP. At $1, it's 50 spins, and a high-volatility game like Cash Bandits 2 can take it all before a feature lands. At $5, it's just ten spins. Small wins re-staked add turnover and cost. Read what is a good bankroll and our low stakes guide.
What is the age to play slots in Virginia?
The Virginia Lottery pages we rely on don't state a minimum casino age, so confirm it with the casino before you visit. The only age they publish is 18 for the Lottery's own games. Offshore casinos set their own minimums: Silver Oak's terms set 21. Being old enough at an offshore site doesn't make it licensed by Virginia. Our gambling age by state page tracks confirmed ages, and what age to gamble online explains the rules.
