Online casinos in Nebraska

Online casinos in Nebraska are not legal or licensed. Nebraska has five licensed racetrack casinos, but all casino play and sports betting must happen in person. Here's what the law says, how the Nebraska Racing and Gaming Commission fits in, what a 2026 petition could change, and the risks of offshore sites.

Is online casino gambling legal in Nebraska?

No. Nebraska has no online casino license, and the American Gaming Association's 2026 State of the States report lists online casinos as not legal in the state. Legal casino gaming in Nebraska exists only inside licensed racetrack casinos, under the Nebraska Racetrack Gaming Act (Neb. Rev. Stat. 9-1101 et seq.).

That act ties casino gaming to physical horse tracks. It created the licensing system the Nebraska Racing and Gaming Commission now runs, and it says nothing that would let a website offer slots or blackjack to people at home. Our Nebraska gambling laws page walks through the statute section by section.

The commission hasn't published a statement aimed at offshore casinos specifically. Its sports betting guidance does make the general rule clear: licensed sportsbooks may offer only wagers that Nebraska law permits, and online and mobile wagering are not among them. Nebraska is one of the large majority of states with no online casino licensing; see which states allow online casinos for the seven that do.

Nebraska's five licensed racetrack casinos

The commission's 2025 annual report (opens in a new tab) lists five racetrack casinos operating in Nebraska. These are the only places in the state where you can legally play slots and table games for real money, and each is regulated by the NRGC.

Tribal casino details for Nebraska aren't recorded in the official sources cited here. Tribal gaming nationally runs under the federal Indian Gaming Regulatory Act, which our tribal gaming guide explains. The age to gamble at Nebraska's casinos is 21, according to the AGA's 2026 report.

What the Nebraska Racing and Gaming Commission does

The Nebraska Racing and Gaming Commission (NRGC) licenses and regulates the racetrack casinos, their sportsbooks and horse racing. It oversees the wagers sportsbooks may offer, publishes annual reports on the industry and promotes the state's problem gambling helpline on its sports betting page (opens in a new tab).

What it can't do is regulate a website based abroad. If an offshore casino refuses a withdrawal from a player in Omaha, the NRGC has no license to suspend and no rules the site has agreed to follow.

Nebraska sports betting and the 2026 online wagering petition

Sports betting is legal in Nebraska, but only in person. The NRGC's sports betting page states that online and mobile sports wagering are not currently authorized, so bets must be placed at a licensed racetrack casino sportsbook. The minimum age is 21. The retail launch date isn't given on that page.

Change may be coming. A 2026 Online Sports Wagering Regulation Initiative (opens in a new tab) was filed with the Nebraska Secretary of State. If it reached the ballot and voters approve it at the November 3, 2026 election, it would take effect January 1, 2027. Whether it qualified for the ballot isn't confirmed in the official sources cited here, so check the Secretary of State's results after the election.

The petition covers online sports wagering only. Even if it passes, it would not create licensed online casinos in Nebraska.

Our Nebraska sports betting page will track the result, and the national picture is on our sports betting laws page.

Offshore online casinos and Nebraska players: the real risks

Search for online casinos in Nebraska and you'll mostly find offshore sites. They operate from outside the US and are not licensed or regulated by Nebraska or any other state. A few show a license from Anjouan or Curaçao; many show none, and reviewers often disagree about who runs them. Our offshore casinos legality guide explains how US law treats them.

We won't tell you it's legal for you to play at one from Nebraska, and we won't tell you you'll be charged either: Nebraska law licenses no online casinos, and the commission hasn't published a statement on players at offshore sites. What follows in practice is clearer:

Pros

  • Large match bonuses, mostly on slots
  • Crypto deposits that avoid many card declines
  • Browser play on phones without an app download

Cons

  • No Nebraska regulator to step in on a disputed payout
  • Weekly withdrawal caps, often $2,500 to $5,000
  • Bonus terms and licenses that differ between sources
  • Crypto payments generally can't be reversed

Regulators in other states have taken direct action. Michigan's Gaming Control Board, which calls these brands illegal offshore operators, ordered Slot Madness to stop serving Michigan in its August 14, 2025 release (opens in a new tab) and named SlotoCash in its October 8, 2026 release (opens in a new tab). Decode isn't named in those Michigan releases. These orders apply in Michigan, not Nebraska, but they're a fair signal of how state regulators see the sites. Our cease and desist letters page lists the actions by brand.

Omaha and Lincoln: licensed casinos nearby, nothing online

Nebraska's two big cities each have a licensed option. Omaha, home to 489,265 people in the third-party city list used here, has WarHorse Omaha; Lincoln, with 300,619, has WarHorse Lincoln. Players in Grand Island and Columbus have their own racetrack casinos too.

None of those venues can offer its games online, and no city can license an internet casino on its own. The law is the same in Omaha, Lincoln, Kearney or Scottsbluff. Crossing the state line doesn't change much either: Iowa, Kansas and South Dakota also license no online casinos.

Are sweepstakes casinos legal in Nebraska?

No Nebraska sweepstakes ban is recorded. A sweepstakes tracker listed no ban for the state in 2026, though that is a third-party source and not a ruling on whether any particular site complies with Nebraska gambling law. Sweepstakes casinos use Gold Coins for play and Sweeps Coins that can be redeemed for prizes, and they argue that a free entry route keeps them outside gambling law.

Many states disagree. Bans recorded since 2025 include New York, New Jersey, California, Connecticut, Montana, Louisiana, Maine (July 2026), Indiana, Tennessee and Oklahoma, and the list keeps growing. See sweepstakes casinos in Nebraska and our sweepstakes casino bans tracker before you treat these sites as a safe alternative.

Nebraska online casino bonuses: the terms behind the headline

Offshore welcome bonuses look large, but the published terms decide what they're worth. This table sets out what each partner shown on this page publishes, or what third parties report, and where the sources disagree.

Published welcome bonus terms for the partners on this page

Decode111% up to $1,111 (DECODE111) or 400% (EASY25CODE)25x or 35x deposit + bonus$25None reported for EASY25CODEThird-party

Here's what Slot Madness's reported terms mean in dollars, step by step:

  1. Deposit $50 with the reported 275% match and you'd get $137.50 in bonus funds, for a $187.50 balance.
  2. At 30x deposit plus bonus, you'd need to wager 30 × $187.50 = $5,625 on slots and keno.
  3. Assume, for illustration only, slots with a 4% house edge. Expected loss over $5,625 of bets is $5,625 × 0.04 = $225.
  4. That's more than the $187.50 balance, so on average the balance runs out before wagering is complete. Some players finish ahead, most don't.
  5. Check the max bet, excluded games and expiry at sign-up, because expiry for this offer isn't published.

Codes change, and the package through our link can differ from what a casino shows on its own site; the terms at sign-up are the ones that count. Read Nebraska online casino bonuses and our explainer on max cashout rules for the full picture.

Deposits and withdrawals from Nebraska

Card deposits to offshore casinos are often declined, because banks flag gambling transactions under merchant category code 7995 and UIGEA bars gambling businesses from accepting cards for unlawful internet gambling. Many Nebraska players turn to crypto instead, which brings its own risk: payments generally can't be reversed. Our card declines page explains why banks say no.

  • Slot Madness: third-party reviewers report a $2,500 weekly and $5,000 monthly withdrawal cap, a $20 minimum withdrawal and pending times of 7–10 days, with some players reporting longer.
  • SlotoCash: its banking page lists Bitcoin withdrawals of $100 to $2,500 with no fee, and a $5,000 weekly and $20,000 monthly cap.
  • Decode: third-party listings give a $100 Bitcoin minimum and a weekly cap of $2,500 in one place and $5,000 in another, so confirm in the cashier.

Expect identity checks before your first payout: a photo ID, proof of address and sometimes a selfie with the ID. Our guide on how to withdraw from an online casino covers the process.

Gambling taxes for Nebraska players

Winnings are taxable federal income, whether you hit a jackpot at WarHorse Omaha or win at an offshore site. A licensed casino issues Form W-2G when a win meets the IRS thresholds; for 2026, that's $2,000 or more on slots, bingo and keno. Offshore casinos may not issue a W-2G, but the income is still yours to report.

Losses can be deducted only up to the amount of your winnings. From the 2026 tax year, the 2025 federal tax law reportedly limits the deduction to 90% of wagering losses, so check IRS guidance before you file. Nebraska state tax treatment isn't covered by the sources cited here. See our W-2G form guide and the gambling loss deduction page.

Problem gambling help in Nebraska

Nebraska runs its own 24 Hour Helpline at 1-833-BETOVER (238-6837), which the NRGC promotes alongside its sports betting rules. The National Problem Gambling Helpline, run by NCPG, is 1-800-MY-RESET (1-800-697-3738), with call, text and chat (opens in a new tab) available around the clock, free and confidential.

If you're worried about how much you're playing, these steps help:

  1. Call or text one of the helplines above and talk it through.
  2. Set a deposit limit, cool-off or self-exclusion with any casino you use.
  3. Install blocking software such as Gamban on your phone and computer.
  4. Find a Gamblers Anonymous meeting, in person or online.
  5. In a crisis, call or text 988.

Our signs of a gambling problem checklist and the Gamban guide are good places to start.

Frequently asked questions

Are online casinos legal in Nebraska?

No, online casinos are not legal in Nebraska. The state has no online casino license, and legal casino gaming happens only at five licensed racetrack casinos under the Nebraska Racetrack Gaming Act. The AGA's 2026 report also lists online casinos as not legal there. Offshore sites that accept Nebraska players aren't licensed by any US state. See our Nebraska gambling laws guide for the statute.

Is mobile sports betting allowed in Nebraska yet?

Not yet. The Nebraska Racing and Gaming Commission says online and mobile sports wagering are not currently authorized, so bets must be placed in person at a licensed racetrack casino. A 2026 petition would allow online sports betting from January 1, 2027 if voters approve it at the November 3, 2026 election; its ballot status isn't confirmed here. Follow updates on our Nebraska sports betting page.

What casinos are in Nebraska?

Nebraska has five licensed racetrack casinos, according to the NRGC's 2025 annual report: WarHorse Lincoln, WarHorse Omaha, Harrah's Columbus, Grand Island Casino Resort and Lake Mac Casino Resort, which opened on August 19, 2025. All are in-person venues; none offers online play. Tribal casino details aren't covered by the official sources cited here. Our tribal gaming page explains the federal framework.

Is it illegal to play at offshore casinos from Nebraska?

Nebraska licenses no online casinos, and the NRGC hasn't published a statement on players at offshore sites, so we can't say either that it's legal or that players are prosecuted. Federal UIGEA targets payment processing rather than players. The practical risks are clear: no state regulator, withdrawal caps and terms the casino sets. Read is it illegal to play at offshore casinos for the national picture.

How old must you be to gamble at a Nebraska racetrack casino?

The gambling age in Nebraska is 21 for casinos and sports betting. The NRGC states 21 for sports wagering, and the AGA's 2026 report lists 21 for casino gaming. The lottery age isn't stated in the sources cited here. The partner offers on this page are also limited to adults 21 and over. Compare other states on our gambling age by state table.

Has Nebraska passed a sweepstakes casino ban?

No Nebraska ban on sweepstakes casinos is recorded, according to a third-party tracker in 2026, but that isn't the same as confirming they're legal. Many states, including Montana, New York and California, have banned dual-currency sweepstakes, and state law can change quickly. Treat these sites with care and check any brand's excluded states. See sweepstakes casinos in Nebraska for details.

Do I have to pay taxes on casino winnings in Nebraska?

Yes, gambling winnings are taxable federal income, including wins at offshore sites. For 2026, casinos issue a W-2G for slot wins of $2,000 or more, and losses are deductible only up to winnings, with a reported 90% cap from the 2026 tax year; check IRS guidance. Nebraska state tax treatment isn't covered here, so ask a tax professional. Our gambling taxes guide explains the rules.

Where can I get help for problem gambling in Nebraska?

Call the Nebraska 24 Hour Helpline at 1-833-BETOVER (238-6837), or the National Problem Gambling Helpline at 1-800-MY-RESET (1-800-697-3738), which also takes texts and chats. Both are free and confidential. Gamblers Anonymous meetings, blocking apps such as Gamban and casino self-exclusion tools can help too, and talking to someone early makes a difference. Our state problem gambling programs page lists more support.

Will Nebraska legalize online casinos?

There's no sign of it in the official sources cited here. The 2026 petition before Nebraska voters covers online sports wagering only, not casino games, and the NRGC's rules tie casino gaming to licensed racetracks. Seven states license online casinos today, and Maine's 2026 law hasn't produced a launch. Track the national picture on our states with legal online casinos page.

Can I play real money slots online in Nebraska?

Not at any Nebraska-licensed site, because the state has no online casino license and its casino law ties slots to physical racetracks. Real-money slots are legal in Nebraska only inside the five licensed racetrack casinos, such as WarHorse Omaha and Harrah's Columbus, where the NRGC oversees the games. Slot sites that accept players in Omaha or Lincoln online are offshore and not licensed by any US state, so their payout rules are whatever their terms say. Our Nebraska online slots page explains RTP and hourly cost, and how to play slots covers the basics.

Are crypto casinos legal in Nebraska?

No Nebraska law licenses them: the state has no online casino license of any kind, and a casino that takes Bitcoin is still an online casino. Crypto casinos that accept Nebraska players are offshore, so the NRGC can't step in if a withdrawal stalls. Crypto also removes the reversal option a bank card might offer, because a confirmed transfer generally can't be undone. SlotoCash, for example, lists Bitcoin withdrawals of $100 to $2,500 with no fee, while Decode's weekly cap differs by source. Our Nebraska crypto casinos page and crypto fees guide explain the costs.

Does WarHorse Casino have an online casino in Nebraska?

No: WarHorse Omaha and WarHorse Lincoln are licensed racetrack casinos, and Nebraska's law lets them offer slots, table games and sports betting only in person. The NRGC says online and mobile sports wagering aren't currently authorized either, so even their sportsbooks take bets on site only. A 2026 petition would allow online sports wagering from January 1, 2027 if voters approve it, but it wouldn't add online casino games. Be wary of any website using a Nebraska casino's name to offer online play. See Nebraska gambling laws and our casino mirror sites guide.

How long do Slot Madness withdrawals take for Nebraska players?

Third-party reviewers report pending times of 7 to 10 days at Slot Madness, with some players reporting longer waits. On top of that, reviewers report a $2,500 weekly and $5,000 monthly withdrawal cap and a $20 minimum withdrawal. At those caps, a $7,500 win would take three weeks to pay in full and would hit the monthly ceiling along the way. Verification documents usually have to clear first. No Nebraska regulator can speed up an offshore payout. Read the Slot Madness withdrawals page and our Nebraska fast payout casinos guide for more.

Is Decode Casino legit for Nebraska players?

Decode is an offshore casino with no Nebraska or US state license, and its own terms couldn't be read on its site, which makes it harder to check. Third-party reviews report a $25 minimum deposit, wagering of 25x or 35x depending on the code, and a weekly withdrawal cap that's $2,500 in one listing and $5,000 in another. It isn't named in the Michigan cease-and-desist releases that list our other partners, but that isn't a license either. Check the terms shown at sign-up. Our Decode Casino review and is Decode Casino legit cover the detail.
