Online casinos in Florida are not legal: the state licenses no online casino, and the Florida Gaming Control Commission says unauthorized casino-style games break Chapter 849 of the Florida Statutes. The only lawful online sportsbook is the Seminole Tribe's Hard Rock Bet. Here is what Florida law says, how offshore sites fit in and where to get help.

Are online casinos legal in Florida?
No. Florida has never licensed an online casino, and its regulator is direct about it. The Florida Gaming Control Commission says unauthorized casino-style games are criminal under sections 849.08 and 849.15 of the Florida Statutes, and that covers real-money slots, blackjack and roulette offered online without state authorization.
That puts Florida outside the seven states that license real-money online casinos: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. Our hub of online casinos by state compares all of them, and the guide to states with legal online casinos explains what licensing buys players there.

We won't tell you that playing at an offshore casino is legal in Florida, because the state's regulator says the opposite about those games. We also won't tell you that you will be prosecuted; what the record shows is enforcement aimed at the operators. For the full statute-by-statute picture, see our page on Florida gambling laws.
The FGCC's "bettor beware" warning on offshore sites
Florida created the Florida Gaming Control Commission to enforce its gambling laws, and the commission has gone after offshore operators by name. On February 3, 2025, it announced cease-and-desist letters to three overseas brands and warned Floridians, in two words, "bettor beware."

The FGCC's February 2025 press release (opens in a new tab) says that only fourteen legal slot machine businesses exist in Florida and that the only lawful online sportsbook is Hard Rock Bet. Everything else offering real-money casino games or sports bets online is, in the commission's words, illegal. If you have an account with one of the named brands, our Bovada review covers its terms and the regulator actions it faces.
None of our partner casinos appears in that Florida release. Two of them, Slot Madness and SlotoCash, have been named by Michigan's regulator, as noted further down this page. Our explainer on cease-and-desist letters covers what these actions do.
How to report an illegal gambling site in Florida
The FGCC asks the public to report illegal gambling, including websites. If you think a site is operating unlawfully, or one has taken your money and stopped answering, a report puts it on the regulator's radar. It won't recover your balance, because the commission has no power over an offshore company's cashier.
Collect the site's name and web address, your username, and screenshots of any messages or balance.
Write down the dates and amounts of every deposit and withdrawal request.
File a report online at FLGaming.gov/File-a-Report.
If you prefer, call the FGCC on 850-880-3433 or email Contact@FLGaming.gov.
If you paid by card, ask your bank whether a dispute is possible; crypto payments usually can't be reversed.
Seminole casinos and Florida's 14 legal slot businesses
Florida's legal casino gambling happens in person. According to the FGCC's February 2025 release, there are fourteen legal slot machine businesses in the state: eight state-licensed pari-mutuel slot businesses and six tribal gaming locations operated by the Seminole Tribe of Florida.

Tribal casinos operate under the federal Indian Gaming Regulatory Act, which requires a compact between the tribe and the state for casino-style games. That compact is also what lets the Seminole Tribe run Hard Rock Bet.
Florida sports betting: Hard Rock Bet is the only legal app
Florida's regulator puts it simply: the only lawful online sportsbook is the Seminole Tribe of Florida's Hard Rock Bet. Offshore sportsbooks that take Florida bets are, according to the FGCC, breaking section 849.14, which makes sports wagering outside the law a felony offense.
This is where the gap between legal and offshore options is clearest. A Floridian who wants to bet on the Jaguars, Dolphins or Buccaneers has a lawful, regulated app. A Floridian who wants online slots has none. Our Florida sports betting page covers the Hard Rock Bet arrangement in more detail.
Online casinos Florida players find offshore: the risks
Offshore casinos accept Florida sign-ups without any Florida or US license. Some name a license from Curaçao, Anjouan or Costa Rica; many show none on their own sites. Florida's regulator treats their casino games as illegal, so a Florida player has no state body to turn to if something goes wrong.
Hard Rock Bet vs an offshore online casino, for a Florida player
Banks often decline card deposits to offshore casinos because gambling payments carry merchant category code 7995. Our card declines explainer covers the reasons, and the Bitcoin banking guide explains the crypto route, including why crypto payments are generally irreversible.
Third-party reviewers also report slow withdrawals, drawn-out document checks and voided bonus winnings at offshore brands, including some of our partners. Read our real money casinos in Florida page and the guide to offshore casinos' legality before you decide anything.
Sweepstakes casinos in Florida: legal gray area, active lawsuits
Sweepstakes casinos run on two currencies: Gold Coins for play with no cash value, and Sweeps Coins that can be redeemed for prizes. They say this makes them promotions rather than gambling, and several states have now banned the model outright.
Florida hasn't passed a ban. Game promotions are allowed under section 849.094 of the Florida Statutes if they comply with its rules, and the 2026 bills aimed at sweepstakes casinos died. That isn't the end of it: third-party reports say the Florida attorney general filed lawsuits against sweepstakes operators on August 19, 2026.
The Florida Lottery is the state's long-standing legal game. Whether you can buy tickets online depends on the Lottery's current offer, so check its own channels.
Paid daily fantasy contests are murkier. The FGCC's FAQ suggests they probably aren't allowed unless run through Seminole-operated or affiliated sportsbooks. A 2026 bill to authorize and regulate fantasy contests, HB 189, was laid on the table on March 11, 2026 and didn't pass. Our daily fantasy sports laws page compares Florida with other states.
Jacksonville, Miami, Tampa: one state law for every city
Florida's gambling law is statewide, so the rules for players in Jacksonville, Miami and Tampa are the same. Census Bureau estimates for 2025 put Jacksonville at about 1,017,689 people, Miami at 489,812 and Tampa at 413,554, which makes Jacksonville the state's biggest city by a wide margin.
What differs by city is access to legal, in-person gambling at the fourteen slot businesses and Seminole locations. Online, a phone in Jacksonville and a phone in Miami see the same thing: Hard Rock Bet for sports, and no state-licensed online casino. Our guides to mobile casinos in Florida and online slots in Florida look at what offshore sites offer on a phone.
Gambling taxes for Florida players
Florida doesn't levy a personal state income tax, but federal tax still applies to every win. Gambling winnings are taxable federal income whether they come from a Seminole casino, Hard Rock Bet, the Lottery or an offshore site.
The IRS instructions for Form W-2G (opens in a new tab) set the 2026 reporting threshold for slot, bingo and keno wins at $2,000 or more. Regular withholding of 24% applies to certain other wins over $5,000, but not to slots, bingo or keno. From tax year 2026, the loss deduction is reportedly capped at 90% of losses and only up to your gains; check IRS guidance.
Offshore casinos may not issue a W-2G, so the record-keeping falls on you. Our guides to gambling taxes and the W-2G form explain how to report.
Gambling age in Florida and where to get help
Florida's minimum ages vary by product and venue, and the FGCC pages cited here don't set them out in one place, so check the venue, app or Lottery retailer. Our partner offers are only for adults 21+ (18+ where allowed), and offshore casinos set their own minimum in their terms.
If gambling is costing more than you planned, help is free. The National Problem Gambling Helpline answers calls and texts at 1-800-MY-RESET (1-800-697-3738), around the clock, with chat at ncpgambling.org. The FGCC points Floridians to PlayWise (opens in a new tab), the state's problem gambling resource. Blocking apps such as Gamban and BetBlocker can shut off gambling sites on your devices.
Offshore online casinos Florida players see: offers via our links
The offers below are from offshore casinos. They are not licensed by Florida or any US state, and Florida's regulator says unauthorized online casino games are illegal under state law, so read the law before you sign up anywhere. There is no Florida regulator to complain to, no state protection for your balance, and the terms are the casino's own. We earn a commission if you join through our links, and the order is commercial, not a test result. All offers are for new players, 21+ (18+ where allowed), and terms apply. These bonuses are slot-focused; table games are often excluded or weighted lower.
Royal Ace
Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party listings disagree on the casino's own package: one shows a 250% match up to $2,500 plus 35 spins, another a 200% match up to $4,000 with 30x (bonus + deposit) wagering on slots, a max cashout of 10 times the deposit and a $30 card minimum. The terms shown at sign-up apply. Third-party reviewers report a $2,500 weekly and $5,000 monthly withdrawal cap, pending periods of 7 to 10 days and complaints about slow payouts; sources also conflict on its license (Costa Rica or none). Read the Royal Ace review.
Slot Madness
Slot Madness Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews list a 275% match with code MAD275, a $30 minimum deposit, 30x (bonus + deposit) wagering on slots and no max cashout; codes change, so check the cashier. Reported caps are $2,500 a week and $5,000 a month. The Michigan Gaming Control Board named Slot Madness as an illegal offshore operator in its August 14, 2025 release (opens in a new tab). See the Slot Madness review.
SlotoCash
SlotoCash Casino: $6,000 Welcome Bonus + 60 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Its own site shows a different five-deposit package; the casino's terms say 25x (deposit + bonus) wagering, a $20 minimum deposit per bonus, no max cashout and a $10 max bet, with slots, keno and scratch cards eligible. The banking page lists a $5,000 weekly and $20,000 monthly withdrawal limit. Michigan's regulator named SlotoCash in its October 8, 2026 cease-and-desist release (opens in a new tab). See the SlotoCash review.
Here is the cost behind a bonus. Deposit $50 with a 250% match and you get $125 in bonus funds; at 30x (bonus + deposit) you must bet $5,250. At an illustrative 4% house edge, the expected loss on that wagering is about $210, well above the $125 bonus. Our wagering requirements guide shows the method.

Frequently asked questions
What kind of online gambling is legal in Florida?
Only online sports betting through the Seminole Tribe's Hard Rock Bet is lawful in Florida. The Florida Gaming Control Commission says unauthorized casino-style games are criminal under sections 849.08 and 849.15, and that offshore sportsbooks break section 849.14. No online casino holds a Florida license. Our page on Florida gambling laws lists each statute and what the regulator has done to enforce it.
Can I play real money online casinos in Florida?
Florida licenses no real-money online casino, and its regulator calls unauthorized online casino games illegal. Offshore casinos may still accept Florida sign-ups, but they hold no state license, there's no Florida regulator to complain to and your balance has no state protection. We can't tell you it's legal to play there. Read real money casinos in Florida for the full trade-offs.
What did the FGCC do about offshore casinos?
The FGCC sent cease-and-desist letters on February 3, 2025 to the companies behind BetUS, Bovada and MyBookie, demanding they stop serving Floridians. Its press release told players "bettor beware" and named Hard Rock Bet as the only lawful online sportsbook. You can report other sites at FLGaming.gov/File-a-Report or on 850-880-3433. See our page on cease-and-desist letters.
Is Hard Rock Bet legal in Florida?
Yes, Hard Rock Bet is legal in Florida, and the FGCC calls it the only lawful online sportsbook in the state. It is run by the Seminole Tribe of Florida, which operates under a compact with the state as required by federal tribal gaming law. Hard Rock Bet is a sportsbook, not a statewide online casino. Our Florida sports betting page has more on how it works.
Has Florida passed a law banning sweepstakes casinos?
Florida has no statute banning sweepstakes casinos as of October 2026, and the 2026 bills to ban them died. Game promotions are allowed under section 849.094 if they follow its rules. Third-party reports say the Florida attorney general filed lawsuits against sweepstakes operators on August 19, 2026, so the picture may change. Follow it on our Florida sweepstakes casinos page.
How many casinos are there in Florida?
Florida has fourteen legal slot machine businesses, according to the FGCC's February 2025 release. Eight are state-licensed pari-mutuel slot businesses and six are tribal gaming locations operated by the Seminole Tribe of Florida. All of them are land-based; none is a licensed online casino. Our tribal gaming explainer covers how the Seminole locations operate under federal and state law.
Do Florida residents pay tax on gambling winnings?
Yes, Florida residents owe federal tax on gambling winnings, even though Florida has no personal state income tax. For 2026, a W-2G is issued for slot, bingo and keno wins of $2,000 or more. From tax year 2026, the loss deduction is reportedly limited to 90% of losses, only up to gains; check IRS guidance. Our page on whether you pay tax on casino winnings explains it.
Can Florida banks block casino deposits?
Yes, many US banks decline card payments coded as gambling, and offshore casino deposits from Florida are often refused. Gambling transactions use merchant category code 7995, which some issuers block or treat as a cash advance with fees. That's why offshore sites push crypto, which is fast but generally can't be reversed. Our guide to crypto casinos in Florida explains the trade-offs.
Where can I get gambling help in Florida?
Call or text 1-800-MY-RESET (1-800-697-3738), the free National Problem Gambling Helpline run by the National Council on Problem Gambling, or chat at ncpgambling.org. The FGCC also points Floridians to PlayWise for local resources. Blocking apps like Gamban and BetBlocker, and self-exclusion with any casino you use, can help too. Start with our help and support page.
Did Florida's regulator take action against Bovada?
Yes, Florida's regulator ordered Bovada's operator to stop serving Floridians. On February 3, 2025, the Florida Gaming Control Commission sent a cease-and-desist letter to Harp Media B.V., doing business as Bovada.lv, along with letters to the companies behind BetUS and MyBookie. The commission's release said the only lawful online sportsbook in Florida is Hard Rock Bet and warned players, "bettor beware." Bovada holds no Florida or US state license. Our Bovada review covers its terms, and the cease-and-desist letters explainer shows what these orders can and can't do.
Where do Florida residents report illegal gambling websites?
File a report with the Florida Gaming Control Commission online at FLGaming.gov/File-a-Report, call 850-880-3433 or email Contact@FLGaming.gov. Before you report, gather the site's name and web address, your username, screenshots of messages and balances, and the dates and amounts of every deposit and withdrawal request. A report puts the site on the regulator's radar, but the FGCC has no power over an offshore company's cashier, so it won't recover your money. If you paid by card, ask your bank about a dispute. Our guide to filing a casino complaint and can I get my money back from a casino cover other options.
Can I play online casino games through Hard Rock in Florida?
Florida's lawful online option through the Seminole Tribe's Hard Rock Bet is sports betting, not casino games. Florida's gaming commission calls Hard Rock Bet the only lawful online sportsbook in the state and says unauthorized casino-style games are criminal under sections 849.08 and 849.15. Slots and table games at Seminole venues are played in person, at the six tribal locations among Florida's fourteen legal slot businesses. That compact-based arrangement rests on the federal Indian Gaming Regulatory Act. Our Florida sports betting page explains what Hard Rock Bet covers.
Are daily fantasy sports legal in Florida?
Their status is unclear. The FGCC's FAQ suggests paid daily fantasy contests probably aren't allowed unless they run through Seminole-operated or affiliated sportsbooks. Lawmakers tried to settle the question in 2026 with HB 189, a bill to authorize and regulate fantasy contests, but it was laid on the table on March 11, 2026 and didn't pass. Until the law changes, check a contest operator's state eligibility list and the commission's guidance before paying an entry fee. Our daily fantasy sports laws page and daily fantasy guide compare Florida with other states.
What is the max cashout on Royal Ace's bonus for Florida players?
It depends on which version of the offer you get, because third-party listings disagree. One listing describes a 200% match up to $4,000 with 30x wagering on bonus plus deposit, a $30 card minimum and a max cashout of 10 times the deposit. On a $100 deposit, that would cap bonus winnings you can withdraw at $1,000. Another listing shows a 250% match up to $2,500 plus 35 spins, and the offer via our link differs again, so the terms shown at sign-up apply. Royal Ace is offshore and not licensed by Florida. Read the Royal Ace review and our max cashout rules explainer.
