This Bovada review gives US players the straight picture: Bovada is an offshore casino and sportsbook that no US state licenses, and at least nine states have sent it cease-and-desist letters. It publishes clear crypto payout times and a 20-state exclusion list, but its license claim is unusual and there is no state regulator behind your balance.
Bovada is offshore: Michigan's regulator names Harp Media B.V. of Curaçao as its operator, and no US state licenses it.
Its terms claim a license from the Union of the Comoros and the Central Reserve Authority of Western Sahara, with no license number.
Bovada's own help page excludes 19 states plus DC, including Michigan, New Jersey, Pennsylvania and New York.
Crypto payouts are the strong point: a 24–48 hour review, then up to 24 hours for Bitcoin, per Bovada's help pages.
Regulators in Michigan, Colorado, West Virginia, Mississippi, Massachusetts, Florida, Washington and Minnesota have all acted against it.
Bovada review: the short answer for US players
Bovada is a widely searched offshore gambling brand in the US, offering an online casino and a sportsbook. It is not licensed or regulated by any US state, and state regulators have been unusually active against it since 2024. That combination, a big name with a long list of official warnings, is what this review unpacks.
On the plus side, Bovada publishes things many offshore casinos hide: a named list of excluded states, crypto minimums for each coin and a clear withdrawal timeline. On the minus side, its terms name no legal entity, its license claim points to authorities few players will recognize, and if a payout dispute goes wrong there is no US regulator to take it to.
We cover each point below, with dates and sources, so you can decide for yourself. For the wider picture of how offshore brands compare with state-licensed sites, see player protections offshore vs licensed, and for every brand we've covered, the casino reviews hub.

Who runs Bovada, and what license does it claim?
Bovada's terms of service don't name the company behind the site. The clearest identification comes from the Michigan Gaming Control Board, which in its May 2024 action named Harp Media B.V., a Curaçao company, as the operator of Bovada.com and Bovada.lv. The Massachusetts Attorney General's 2024 letter refers to Harp Media B.V. and Hove Media.
On licensing, Bovada's terms state that it is "licensed and regulated by the Union of the Comoros and the Central Reserve Authority of Western Sahara". No license number is given, and neither body is a US regulator. That matters in practice: a state gaming board can audit a licensed operator, hold its funds to standards and order it to pay a disputed claim. None of that applies here.
It's also worth separating the operator's home from the license claim. A Curaçao company does not automatically hold a Curaçao gaming license, and Curaçao has been reforming its system since 2023 under a new gaming ordinance. Our explainer on the Curaçao license covers what that reform changes and how to check a license on the regulator's own register.
What "offshore" means for your money
No state regulator reviews Bovada's games, payouts or complaint handling.
No state-backed protection of player balances if the company fails or freezes an account.
The terms, including bonus rules and account closure rights, are set by the casino and can change.
Disputes are handled by Bovada's own support, with no state body to escalate to.
None of these letters is aimed at individual players; they order the operator to stop serving the state. Still, they tell you how each regulator views the site. Our guide to cease-and-desist letters explains what these orders can and can't do.
Bovada restricted states: where it won't take players
Bovada's help page lists 20 restricted US codes (19 states plus DC), and its terms of service (updated January 3, 2024) list the same set. The help page oddly lists DC twice, as "District of Colombia" and "Washington DC".

Other restricted states

Every one of the seven states that license real-money online casinos is on the list, which fits a pattern: Bovada stays out of markets with active online casino regulators. If you live in Michigan, for example, the state-licensed apps approved by the gaming board are the regulated route; see states with legal online casinos for the full list.
Several states that have acted against Bovada are not on its list in the version recorded on October 28, 2026, including Florida, Washington, Mississippi and Minnesota. A missing state is not a green light. It only means the brand hasn't added that state to its own list, while that state's regulator has said publicly that the site isn't authorized there.
Bovada casino bonus and bonus codes
Bovada's own promotions page sets out two welcome packages, each split across the first three deposits. The crypto version is larger but carries heavier wagering on the second and third parts. Codes change, so treat the ones below as a record of what was published on October 28, 2026, not a promise. Offers are for new players, 21+ (18+ where the site allows), and terms apply.

A worked dollar example
Say you deposit $1,000 in Bitcoin with the first crypto code. A 125% match adds $1,250 in bonus funds. The summary gives a 25x multiple but doesn't say whether it applies to the bonus alone or to deposit plus bonus, so here are both:
25x the bonus: $1,250 × 25 = $31,250 in total bets.
25x deposit plus bonus: $2,250 × 25 = $56,250 in total bets.
Now apply a house edge. Using an illustrative slot with a 4% edge, the expected cost of that wagering is $31,250 × 0.04 = $1,250 in the first case, and $56,250 × 0.04 = $2,250 in the second. In the first case the expected cost roughly cancels the bonus; in the second it is larger than the bonus. At 50x on deposits two and three, the numbers get worse. That is why a big headline is not the same as a valuable bonus. Our guide to wagering requirements walks through the method.
Bonus funds are usually meant for slots. Table games are often excluded or count for less, so check Bovada's full terms before you play anything else with a bonus. For how codes work in general, see casino bonus codes, and for a deeper look at this offer, our Bovada bonus guide.
Bovada withdrawals, Bitcoin and payout times
Banking is the part of Bovada that is most fully documented. Its help pages list seven crypto options for withdrawal (Bitcoin, Ethereum, Tether, Litecoin, Bitcoin Cash, Bitcoin SV and Bitcoin Lightning) and set a two-stage timeline: a review of about 24–48 hours, then the transfer itself.

About 24 hours
Two practical points. First, add the review window: a Bitcoin cashout requested on a Monday morning could take up to about three days in total if both stages run long. Second, the low $10 minimums on Litecoin and Lightning suit smaller balances, while the $75 Bitcoin minimum is relatively high. Maximum withdrawal amounts were not part of the record we checked, so look in the cashier before depositing a large sum. Our Bovada withdrawals guide goes further.
Crypto transfers can't be reversed once sent, so double-check every wallet address. If you're new to this, start with Bitcoin for casino banking or the lower-minimum Litecoin option, and read our notes on crypto fees before you move money.
Bovada games, software and mobile play
Bovada does not publish a list of its software providers in the sources we reviewed, so we can't tell you whose games it runs or quote return-to-player figures for them. Treat any third-party claim about Bovada's RTPs with caution unless it is shown in the game's own help screen.
Likewise, no native app was confirmed. Bovada is browser-based in the records we checked, so play on a phone runs through the mobile site. If a download claims to be the "Bovada app" outside an official app store listing, be wary; fake casino apps are a common route for phishing scams.
Bovada also runs a sportsbook. That side of the business sits under different federal and state rules, since the Wire Act applies to sports betting and many states now license their own sportsbooks. Our page on sports betting laws covers where online sports betting is state-licensed.
Is Bovada legit and safe for US players?
Bovada is a real business that publishes its banking rules, and it is not anonymous in the way some rogue sites are. But "legit" and "legal" are different questions. No US state licenses Bovada, and regulators in at least nine states have formally told it to stop serving their residents.
Federal law doesn't settle this for you. The UIGEA targets payment processing for unlawful internet gambling, not the act of placing a bet, so state law decides whether playing is allowed where you live. Some states, like Washington, have statutes that cover the person receiving gambling information online; others say little about players. Read your state's page before you sign up, and see our explainer on offshore casino legality.
On safety, the risk to weigh is practical rather than legal: if Bovada delays or refuses a payout, your options are its support team and public complaint sites. Our dedicated page, is Bovada legit, looks at this question in more detail.

How to check Bovada before you deposit
If you're weighing Bovada, a few minutes of checking can save you a frustrating dispute later. These steps apply to any offshore site.
Look up your state's position. Start with our state-by-state guide and note whether your regulator has named Bovada.
Read Bovada's restricted list and terms of service yourself, as both can change.
Open the bonus terms and find the wagering multiple, its base (bonus only or deposit plus bonus) and any game exclusions.
Check the cashier for withdrawal maximums and the methods open to you, not just deposit options.
Have your ID ready, as offshore casinos commonly ask for documents before the first payout; our account verification guide explains what to expect.
Set a deposit limit and a budget you can afford to lose before your first bet.
Taxes and gambling help for Bovada players
Winnings from any casino, offshore or licensed, are taxable federal income. Offshore casinos may not issue a W-2G, so keeping your own records is up to you; our guide to gambling taxes explains the rules, including the reported 90% cap on deducting losses from tax year 2026 (check current IRS guidance).
Gambling should cost only what you'd spend on any other entertainment, and the house edge means losses are likely over time. If it stops feeling that way, the National Problem Gambling Helpline (opens in a new tab) run by NCPG is free and confidential at 1-800-MY-RESET (1-800-697-3738), by call or text, with chat online. Blocking tools such as Gamban and BetBlocker, plus the steps in our self-exclusion guide, can help you take a break.
Alternatives to Bovada with an offer via our links
Bovada isn't a partner, and if you're in one of its restricted states it won't take you anyway. The casinos below are our offshore partners. Like Bovada, they are not licensed by any US state, so the same practical risks apply: no state regulator, no state protection of balances and terms set by the casino. Check your state's law before you play. We earn a commission from these links, and the order is a commercial one, not a test result.
The main differences from Bovada are that all three are slot-focused casinos running RealTime Gaming and Spinlogic games (as reported), none has a sportsbook, and their weekly withdrawal caps are tighter. Free spins and bonuses are for slots; table games are often excluded or weighted lower, so check the terms.
Royal Ace Casino
Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party listings disagree on the full terms: one lists 200% up to $4,000 with 30x (deposit plus bonus) on slots, a max cashout of 10x the deposit and minimums of $30 by card or $5 by Lightning Bitcoin, while another shows 250% up to $2,500 plus 35 spins. Reviewers report a $2,500 weekly withdrawal cap and slow payouts. The terms shown at sign-up are the ones that apply. Full details are in our Royal Ace review and the Royal Ace vs Bovada comparison.
Slot Madness Casino
Slot Madness Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews list a 275% match with code MAD275, a $30 minimum deposit, 30x (deposit plus bonus) wagering on slots and no max cashout, though one calls the match "unlimited" rather than capped at $2,750. A $2,500 weekly cap is reported. The Michigan Gaming Control Board named Slot Madness in its August 14, 2025 order to 15 illegal operators (opens in a new tab). See the Slot Madness review.
SlotoCash Casino
SlotoCash Casino: $6,000 Welcome Bonus + 60 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). The casino's own site advertises a different package, $7,777 plus 300 spins over five deposits, so the terms shown when you sign up apply. Its published terms set 25x (deposit plus bonus) wagering, a $20 minimum per bonus, no max cashout, a $10 maximum bet and slots, keno and scratch cards as eligible games. SlotoCash publishes a $5,000 weekly and $20,000 monthly withdrawal cap. Michigan's regulator named it in an October 8, 2026 cease-and-desist release (opens in a new tab). Frequently asked questions
Is Bovada legit?
Bovada is a well-known offshore brand that publishes its banking rules, but it is not licensed by any US state. Michigan's gaming board names Harp Media B.V. of Curaçao as its operator, and regulators in states including Michigan, Florida, Washington and Massachusetts have sent it cease-and-desist letters. Whether that makes it legit for you depends on how much weight you give state oversight. Our page on whether Bovada is legit covers complaints and protections, and the offshore vs state-licensed guide explains the trade-offs.
Can I legally play at Bovada from the US?
No US state licenses Bovada, and state law, not federal law, decides whether playing is allowed where you live. Bovada excludes 19 states plus DC on its own list, and several states not on that list, such as Florida and Washington, have ordered it to stop serving residents. Washington's law treats online gambling information as a felony matter. Check your state's page before signing up; our guide to whether online gambling is legal in the US sets out the federal and state layers.
Which states are on Bovada's restricted list?
Bovada's help page lists Arizona, Colorado, Connecticut, Delaware, DC, Kansas, Louisiana, Maryland, Massachusetts, Michigan, Nevada, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Tennessee, Vermont and West Virginia. That list includes all seven states that license their own online casinos. Lists change, so recheck Bovada's terms before you deposit. If you live in a licensing state, our page on states with legal online casinos shows the regulated options, and the states hub covers the rest.
How fast does Bovada pay out?
Bovada's help pages say withdrawals are reviewed for about 24–48 hours, then Bitcoin arrives within up to 24 hours and other crypto within about an hour. Voucher withdrawals take about 24 hours after review. Weekends, verification checks and blockchain congestion can add time. For a Bitcoin cashout, plan on up to about three days end to end. Our Bovada withdrawals page has the minimums by coin, and the general guide to casino withdrawal times explains what slows payouts.
What welcome packages does Bovada offer new players?
Bovada's promotions page lists a crypto package of 125% up to $1,250 on each of the first three deposits, $3,750 in total, with 25x wagering on the first and 50x on the next two. The card package is 100% up to $1,000 on each of three deposits, $3,000 in total, at 25x. It's for new players aged 21+ (18+ where allowed), and terms apply. Check the full rules first; our Bovada bonus page and the welcome bonus guide explain the math.
Which codes claim Bovada's crypto and card welcome packages?
Bovada's page listed BTCCWB1250 then BTC2NDCWB for the crypto welcome package, and CAWELCOME100 then BV2NDCWB for the card package, as recorded on October 28, 2026. Codes change without notice, so confirm them on Bovada's own promotions page before depositing, and remember wagering applies to each part. We never publish invented codes. For how codes work and why they expire, see casino bonus codes and do bonus codes expire.
What company operates Bovada?
Bovada's terms don't name a company. The Michigan Gaming Control Board identified Harp Media B.V., based in Curaçao, as the operator of Bovada.com and Bovada.lv in its May 2024 cease-and-desist letter, and the Massachusetts Attorney General's 2024 letter refers to Harp Media B.V. and Hove Media. Ownership beyond that is not published in the sources reviewed. Our guide to how to spot a rogue casino explains why a named operator matters, and the casinos hub lists other brands we cover.
Does Bovada have an app?
No native Bovada app was confirmed in the sources we reviewed, so play on a phone runs through the mobile website in your browser. Be careful with any download claiming to be an official Bovada app outside an app store listing, as fake casino apps are a known scam route. If you play on a phone, our mobile casino guide covers browser play, and the page on casino account security explains how to protect your login.
Will Bovada send me a W-2G for my winnings?
There's no published record of Bovada issuing Form W-2G, which is typical of offshore casinos, but your winnings are still taxable federal income. You're expected to report them yourself and keep records of wins and losses. From tax year 2026 the loss deduction is reported to be capped at 90% of losses, so check IRS guidance. Our page on whether offshore casinos report to the IRS and the gambling taxes guide go through the details.
Can Florida residents legally play at Bovada?
No, Florida doesn't license online casinos, and its Gaming Control Commission sent Bovada a cease-and-desist letter on February 3, 2025, alongside BetUS and MyBookie, with the warning "Bettor beware." Unauthorized casino-style games are criminal under Florida Statutes 849.08 and 849.15, and the only lawful online sportsbook is the Seminole Tribe's Hard Rock Bet. Florida isn't on Bovada's own restricted list, which shows why that list isn't a legal guide. Players in Jacksonville, Miami or Tampa should read Florida gambling laws and whether you can play online casinos in Florida.
Can I use a credit card at Bovada?
Bovada's welcome page lists a card package, 100% up to $1,000 on each of three deposits, so card deposits are offered, but the withdrawal methods in its help pages are crypto coins and a voucher. Expect to cash out in crypto even if you deposit by card. US banks often decline gambling charges coded MCC 7995, and some treat credit card gambling as a cash advance with extra fees and interest. The card package also carries a smaller match than the crypto one. See why a credit card is declined at a casino and credit card gambling blocks.
What's the smallest Bovada crypto withdrawal?
It depends on the coin. Bovada's help pages set $75 for Bitcoin, $50 for Ethereum and Tether, and $10 for Litecoin, Bitcoin Cash, Bitcoin SV and Bitcoin Lightning. That means a $40 balance can only leave through one of the $10 coins, and a $60 balance can't go out as Bitcoin. Litecoin and Lightning also arrive faster after review, within about an hour against up to 24 hours for Bitcoin. A voucher minimum isn't stated. See Litecoin casino banking and our answer on whether Litecoin is faster than Bitcoin.
Bovada vs SlotoCash: which is better for US players?
They suit different players, and neither is licensed by any US state. Bovada adds a sportsbook, low $10 crypto minimums and fast crypto payouts after a 24 to 48 hour review, but it excludes 19 states plus DC and faces more state actions. SlotoCash, a slots-focused partner, publishes 25x welcome wagering, a $5,000 weekly cap and a 48-business-hour processing window, and Michigan named it in October 2026. Bovada's crypto bonus jumps to 50x on later deposits. Read our SlotoCash vs Bovada comparison and the SlotoCash review.
What happens if I sign up for Bovada from a restricted state?
Bovada's terms list 19 states plus DC where it won't accept players, so an account opened from one of them breaks its own rules. The record doesn't spell out the penalty, but offshore terms let the casino close accounts at its discretion, and there's no state regulator to appeal to if a balance is held. Hiding your location with a VPN or false address can also fail at identity checks before a payout. If you live in a licensing state like New Jersey or Pennsylvania, regulated apps are the protected route. See whether a VPN is allowed and the VPN and online casinos guide.
