Can I use PayPal at online casinos?

Can I use PayPal at online casinos? Not at the offshore casinos most US players are offered: none of our seven partner casinos lists PayPal for deposits or withdrawals. Their cashiers run on cards, crypto, bank wire and check instead. State-licensed casinos in the few states that allow them set their own options, so check the operator's banking page.

Key takeaways

  • None of our partner casinos lists PayPal in its cashier.
  • Offshore cashiers lean on cards, Bitcoin and other crypto, wire and check.
  • Withdrawals usually go out by Bitcoin, wire or check, with weekly caps.
  • Only seven states license real-money online casinos; offshore sites aren't among them.
  • Ignore anyone offering to 'route' a PayPal deposit for you.

Can I use PayPal at online casinos? The short answer

No, not at the offshore sites that market to most of the country. The published banking details for all seven casinos we work with leave PayPal out entirely, either as a way to pay in or as a way to cash out. That includes Silver Oak Casino, Planet 7 Casino and Royal Ace Casino, which reviewers describe as sister brands.

The picture is different inside the seven states that license real-money online casinos. Those operators answer to a state regulator and pick their own payment partners, so whether PayPal is offered depends on the operator. If you live in one of those states, the state-licensed casino's own banking page is the place to check. Our state-by-state guide shows which states those are.

PayPal in this article means the PayPal account and wallet. A Visa or Mastercard that happens to be linked to PayPal is still a card, and offshore casinos treat it as one.

Why offshore casinos don't take PayPal

Offshore casinos are licensed, if at all, outside the US. Federal law shapes how money can reach them. The Unlawful Internet Gambling Enforcement Act payment rule (opens in a new tab) bars gambling businesses from knowingly accepting credit, electronic fund transfers, checks and similar payments in connection with unlawful internet gambling. It targets the payment side, not the person placing the bet; our UIGEA explainer covers the detail.

Large US payment companies run their own compliance programs on top of that law, and an offshore operator that no state licenses is a poor fit for them. The result is the cashier you see at offshore sites: cards that may or may not go through, plus cryptocurrency, wires and paper checks. Payment apps also publish their own rules on gambling, so read PayPal's user agreement rather than relying on a casino's sign-up page.

Card payments to gambling merchants carry merchant category code 7995. Some banks block that code or treat the charge as a cash advance with extra fees, which is why card declines are common. Our MCC 7995 definition explains the code in plain terms.

What our partner casinos list instead of PayPal

Here is what each partner publishes, or what third-party reviewers report where the casino's own page is silent. Treat the third-party rows as reported, not settled, and check the cashier before you deposit.

The SlotoCash Casino banking page also lists Interac and AstroPay, and some reviewers list Neteller at the Royal Ace network. One major review site says Neteller is not available to US players at Slot Madness and Royal Ace, so don't count on any e-wallet.

PayPal withdrawals: how offshore casinos pay out instead

Players who search for PayPal usually care most about getting paid quickly. Offshore payouts move by Bitcoin, bank wire or check, and every partner caps how much you can take out per week. Plan for this before you deposit, because a payout can't go back to a PayPal balance.

Fees and timings differ by method. Silver Oak's banking page lists Bitcoin payout fees of $0–$40, while SlotoCash's pages list free Bitcoin payouts but conflict on wire and check fees ($50 or $60 for a wire). Our withdrawal limits guide shows how caps stretch out a large win.

How to pay at an offshore casino without PayPal

If you decide to play at an offshore site after checking your state's law, this order keeps surprises to a minimum.

  1. Read the casino's banking page and note which methods work for both deposits and withdrawals.
  2. Pick your payout route first (often Bitcoin), then choose a deposit method that suits it.
  3. If you use crypto, set up a wallet you control; our guide to buying Bitcoin for casinos covers it.
  4. Send your ID and proof of address early so verification doesn't hold up a payout.
  5. Deposit only what you've budgeted for entertainment, and screenshot the terms of any bonus you take.

Is PayPal casino gambling legal in the USA?

Legality depends on your state, not on the payment method. New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island license real-money online casinos. Maine legalized tribal-run online casinos in January 2026, but nothing had launched by October 2026. Our list of states that allow online casinos has the detail.

No US state licenses or regulates our partners. Regulators have acted against them: the Michigan Gaming Control Board named Silver Oak and Planet 7 in cease-and-desist letters announced on April 9, 2025, and called the recipients illegal offshore operators (Michigan's April 2025 release (opens in a new tab)). In Washington, RCW 9.46.240 makes knowingly sending or receiving gambling information over the internet a class C felony. Read our page on offshore casino legality before you sign up anywhere.

PayPal casino red flags to avoid

Because PayPal is popular, some sites and social media accounts use it as bait. Be wary of these signs:

  • A 'cashier agent' who asks you to send PayPal to a personal account and promises to credit your casino balance.
  • A site that shows a PayPal logo but has no licensing, operator or terms details anywhere.
  • Requests to describe a gambling payment as something else, which can break the payment app's rules.
  • Copycat or mirror sites using a known casino's name on an unfamiliar domain.

Our checklist on how to spot a rogue casino goes further. If you've already sent money, keep the receipts and contact PayPal directly.

PayPal vs other payment apps at casinos

PayPal isn't the only app players ask about. We answer the same question for Venmo, Cash App and Zelle. None of them shows up in our partners' cashiers either, and the reasons overlap: payment rules, bank policies and the offshore status of the casino.

For the broader picture of what does work, see our casino banking hub, browse more online casino questions answered, and the dedicated page on PayPal casinos.

Casinos with an offer via our links (no PayPal)

We still show three partner offers here, and we want to be plain about it: none of them takes PayPal, and none of our live partners does, so no better fit exists. Each is an offshore casino, not licensed by any US state, with no state regulator to complain to and no state protection of your balance. Check your state's law first. Offers are for new players, 21+ or 18+ where allowed, and terms apply.

  • Silver Oak Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). The casino's own site advertises a different package, a 100% match on each of its first ten deposits; its offer page says 30x wagering (60x for blackjack and video poker) while its general terms say 40x, with no max withdrawal stated.
  • Planet 7 Casino: $2,750 Welcome Bonus + 45 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews report 30x (bonus plus deposit) on slots, a $1,000 max cashout and a $30 card minimum; the official terms weren't verified.
  • Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews report 30x on slots, 60x on blackjack and video poker, and a max cashout of 10x the deposit.

These bonuses are slot-focused; table games are often excluded or weighted lower. The terms shown at sign-up are the ones that apply, so read them, and see how wagering requirements work. If gambling stops being fun, call or text 1-800-MY-RESET (1-800-697-3738) or visit the National Council on Problem Gambling (opens in a new tab).

Frequently asked questions

Do any offshore casinos accept PayPal?

None of the offshore casinos we partner with lists PayPal for deposits or withdrawals. Their published cashiers rely on cards, Bitcoin and other cryptocurrencies, bank wire and check. A site that claims to take PayPal but shows no operator, license or terms deserves extra caution. Compare the options that are actually listed on our casino banking hub, and read how to spot a rogue casino before you send money anywhere unfamiliar.

Can I cash out winnings from Silver Oak or Planet 7 to PayPal?

No, not at Silver Oak, Planet 7 or any of our other partner casinos. They pay out by Bitcoin, bank wire or check, and each sets weekly caps, from about $2,500 a week at the Silver Oak network to $5,000 a week at SlotoCash under its published terms. Fees vary by method, so check the banking page before requesting a payout. Our guide on how to withdraw from an online casino walks through verification and timing.

Why does my PayPal card get declined at a casino?

A card linked to PayPal is still processed as a card payment, and gambling charges carry merchant category code 7995. Some issuers block that code or treat the charge as a cash advance with extra fees, depending on bank policy. Trying the same card repeatedly rarely helps. See our explainer on why cards get declined at casinos for the usual causes and the practical alternatives.

Is it legal to use PayPal for online gambling?

That depends on where you are and who runs the casino, not on PayPal itself. Seven states license real-money online casinos, and those operators choose their own payment partners. Offshore casinos aren't licensed by any state, and state law decides what applies to players. UIGEA targets payment processing rather than players. Our page on whether online casinos are legal in the US explains the federal and state picture.

What is the closest thing to PayPal at an offshore casino?

There isn't a true equivalent. Crypto is the most common alternative because the casino lists it for both deposits and withdrawals, but it works differently: transfers generally can't be reversed and prices move. Some casinos list services such as Changelly or Coindraw, at fees of up to 5% for Coindraw at Silver Oak. Read our Bitcoin banking guide and the question on whether Bitcoin is safe for casinos.

Can someone deposit to a casino for me through PayPal?

Don't do it. Paying a stranger who promises to fund your casino account is a common way to lose money, and casinos generally require deposits from methods in your own name. Using another person's payment method can also break the casino's terms and void winnings. If you've already paid someone, keep the records and contact PayPal. Our page on phishing scams lists the warning signs.

Does Silver Oak Casino take PayPal?

No. Silver Oak's own banking page lists Bitcoin, Litecoin and Ethereum deposits from $30 to $100,000 with no fee, cards from $30 to $1,000 with a 3–10% fee, and Changelly from $60 to $200. Withdrawals go by Bitcoin, wire, check or Coindraw. It's an offshore casino whose terms name an Anjouan license, and Michigan's regulator named it in April 2025. Our full Silver Oak banking page has the detail.

Are e-wallets like Neteller an option instead?

Don't plan on it. Some reviewers list Neteller as a payout option at Royal Ace and Slot Madness, but another major review site says it isn't available to US players there, and one says it isn't available to Ohio players at Planet 7. When sources conflict like this, the casino's live cashier is the final word. Our Royal Ace banking page tracks the reported methods.

Do Pennsylvania’s licensed online casinos take PayPal?

Possibly, because Pennsylvania licenses real-money online casinos and each licensed operator chooses its own payment partners. The Pennsylvania Gaming Control Board listed 12 certificateholders running 25 authorized online casino brands as of February 13, 2026, so check the banking page of the specific licensed brand you plan to use. Licensed play only works while you are physically in Pennsylvania. Offshore casinos, including our partners, aren’t among those licensees and don’t list PayPal. Our Pennsylvania online casino guide and can I play online casinos in Pennsylvania answer explain the licensed market.

Does Planet 7 Casino accept PayPal?

No, PayPal isn’t among the payment methods third-party reviewers list for Planet 7 Casino. Reviews list Visa, Mastercard, Amex and Discover, Bitcoin and several other coins, Changelly, Coindraw, bank transfer and check, with a $30 card minimum and $5 by Bitcoin Lightning. Payouts are reported by bank wire, check or Bitcoin, with a $2,500 weekly cap and minimums reported at $50 or $100. Michigan’s regulator named Planet 7 in its April 9, 2025 release. Our Planet 7 banking page and Planet 7 withdrawals page track the reported details.

Can I use Apple Pay instead of PayPal at an online casino?

Don’t count on it at offshore sites. SlotoCash’s own banking page doesn’t list Apple Pay, although one third-party review site lists Apple Pay and Google Pay among its methods, so the cashier you see at sign-up is the final word. None of our other partners’ published or reported lists includes it. Where a wallet payment runs on a linked card, it may still be treated as a card charge under gambling code MCC 7995, with the same decline risk. Our Apple Pay casino banking page and debit card guide cover the options.

Do sweepstakes casinos pay prizes to PayPal?

PayPal doesn’t appear in the redemption methods recorded for the sweepstakes brands we track. Their published or reported routes are bank transfers, Skrill, Trustly, gift cards and Prizeout: High 5 Casino is reported to pay Skrill in one to two business days and Trustly in three to five, and WOW Vegas is reported to set a $25 gift card minimum or 100 SC for cash. Sweepstakes casinos are banned in states including New York, California, New Jersey and, from November 1, 2026, Oklahoma. Read sweepstakes vs real-money casinos and our sweepstakes casino laws page.

How long do offshore casino payouts take without PayPal?

Expect days rather than hours, with crypto usually the quickest listed route. SlotoCash’s own pages say Bitcoin payouts are processed within 48 business hours, and Silver Oak’s terms allow a review of seven to ten business days before payment time is added. Third-party reviews report pending periods of five to seven days at Planet 7 and seven to ten days at Royal Ace, with no weekend cashouts. Verifying early helps. See how long casino withdrawals take and why a withdrawal stays pending.

Does Royal Ace Casino take PayPal?

No, Royal Ace Casino isn’t reported to accept PayPal for deposits or payouts. Third-party reviews list cards from $30, Bitcoin Lightning from $5, a long list of coins including Tether, Ethereum and Litecoin, plus Changelly, Coindraw, bank transfer and check. Payouts are reported by bank wire, check and Bitcoin, from a $20 minimum, capped at $2,500 a week and $5,000 a month. Royal Ace isn’t named in the Michigan releases that listed its sister brands, but it is offshore and not licensed by any US state. See our Royal Ace review and Royal Ace withdrawals page.
