What is an Anjouan license? It's an online gaming license issued by the Autonomous Island of Anjouan, part of the Union of the Comoros, usually cited under its Computer Gaming Licensing Act 007 of 2005. Several offshore casinos that take US players cite one. It's a foreign license, not a US state license.
Anjouan licenses come from the Autonomous Island of Anjouan, Union of the Comoros, and are usually cited under the Computer Gaming Licensing Act 007 of 2005.
Silver Oak is the only partner that publishes its license: Primrose Media Limited, licensed in Anjouan, with no license number shown.
Some brands publish numbers in an ALSI format; many give none.
Michigan's regulator has named several Anjouan-licensed brands in cease-and-desist releases. An Anjouan license isn't a US state license.

What is an Anjouan license? The short answer
An Anjouan license is permission to run online gambling granted under the law of Anjouan, one of the islands of the Union of the Comoros. Casino terms that cite it usually name the Computer Gaming Licensing Act 007 of 2005 and give the operating company's address in Mutsamudu, Anjouan.
For a US player, it answers one question: which foreign jurisdiction the casino says it's licensed in. It doesn't answer whether online casino play is lawful where you live, because no foreign license can. Our Anjouan license glossary entry has the one-line version, our law page on the Anjouan license goes further, and the casino questions hub covers related questions.
How casinos cite an Anjouan gaming license
There's no single standard. The terms pages of casinos US players search for describe the same jurisdiction in several ways, and only some give a number.

Silver Oak's Anjouan license: what its terms say
Silver Oak is the only one of our seven partners that publishes a license in its own terms. Its terms and conditions (opens in a new tab) name Primrose Media Limited, registration number 15804, at Hamchako, Mutsamudu, the Autonomous Island of Anjouan, Union of Comoros, licensed in the State of Anjouan under the Computer Gaming Licensing Act 007 of 2005, with Anjouan as governing law. No separate license number is shown.
Conflict: a third-party listing shows Silver Oak with no license and its review text mentions Costa Rica. The casino's own terms are the stronger source, but the missing number means you can't look it up.
Disputes: the terms say disputes must be raised within 3 days of the wager, replies come within 28 days, and a Central Dispute System run by the software provider handles them.
Restricted places: the terms bar players from the Comoros itself, from FATF-blacklisted countries and from any jurisdiction barred by the Anjouan Offshore Financial Authority. No US states are listed.
Regulator action: Michigan's Gaming Control Board named Silver Oak in its April 9, 2025 cease-and-desist release.
How to check an Anjouan license before you deposit
Find the license wording in the casino's terms, usually near the top or in a section on governing law.
Note the company name and registration number. Silver Oak, Raging Bull and CoolCat all show Primrose Media Limited, registration 15804.
Look for a license number. Published numbers so far follow an ALSI pattern, such as ALSI-122310020-F16.
Check that the law named matches what the casino says elsewhere; Act 007 of 2005 is the wording most terms use.
Compare the company with what third-party reviewers report. Conflicts, as with Slot Madness and Royal Ace, are a reason to ask support in writing.
Check US regulator releases, such as Michigan's, for the brand name.
If there's no company, no number and no law named, treat the license as unverified.
No public Anjouan license register is cited in the casino terms covered on this page, so a number you can't check against an official source is still only the casino's claim.
Is an Anjouan license legal in the US?
An Anjouan license is a foreign license. It isn't a US state license, and it doesn't make online casino play lawful anywhere in the US. Under federal law, UIGEA defines unlawful internet gambling by reference to the law of the state where a bet is made, as its statutory definitions (opens in a new tab) set out. Only New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island license online casinos.
US regulators have acted against Anjouan-licensed brands. Michigan's board named Silver Oak and Red Dog in its April 9, 2025 release (opens in a new tab), which described the operators as based in Curaçao, Costa Rica and Anjouan; Slot Madness on August 14, 2025; and Raging Bull Slots in its October 8, 2026 release (opens in a new tab). Third-party reports say Mississippi's Gaming Commission named Ignition and Las Atlantis on June 17, 2025. Our cease-and-desist letters page and Michigan page track these actions.
What an Anjouan license does and doesn't give US players
Pros
Names a jurisdiction and, often, a registered company you can identify
Some brands publish a license number
Terms usually set out a dispute process, such as Silver Oak's Central Dispute System
Cons
Not a US state license; no US state regulator to complain to
No state-backed protection of balances
Many claims carry no number, and no public register is cited
Dispute routes, where published, can run through the casino's own provider
In dollar terms, the gap shows up at payout. Silver Oak's terms set a weekly withdrawal limit from $2,500, so a $6,000 win would take at least three weeks to leave, and if a payout stalls, the route is the casino's own dispute process, not a state regulator. Our offshore vs licensed protections page and how to file a casino complaint explain the options.

Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Royal Ace isn't named in any of the three Michigan releases cited here. See the Royal Ace review.

Frequently asked questions
Where is Anjouan?
Anjouan is an autonomous island of the Union of the Comoros, which casino terms call the Autonomous Island of Anjouan. Terms that cite an Anjouan license usually give an address in Mutsamudu, often Hamchako, Mutsamudu, as Silver Oak's terms do. Silver Oak also bars residents of the Comoros. Read our Anjouan license law page for more on the jurisdiction.
Can US players trust a casino with an Anjouan license?
It's a real foreign license regime, but how much it tells you depends on what the casino publishes. A company name, registration number, the law cited and a license number give you something to check; a bare claim gives you nothing. Many brands show no number, and no public register is cited in their terms. It's never a US state license. Our is Silver Oak legit answer applies these checks to one casino.
Which US-facing casinos cite an Anjouan license?
Among brands US players search for, the terms of Silver Oak, Raging Bull Slots, CoolCat, Red Dog, Cherry Jackpot, Ignition and Las Atlantis cite Anjouan, and Cafe Casino names an Anjouan entity alongside its Curaçao license. Among our partners, only Silver Oak publishes one; a review site reports Anjouan for Slot Madness. See our Silver Oak vs Raging Bull comparison for two brands under the same company.
What does an Anjouan license number look like?
Published numbers follow an ALSI pattern: Raging Bull Slots shows ALSI-202409021-F12, Red Dog shows ALSI-122310020-F16 and Cherry Jackpot shows ALSI-192407055-FI3. Silver Oak, CoolCat, Ignition and Las Atlantis show no number. A number is useful only if you can check it against an official source, and none is cited in these casinos' terms. Our Red Dog review shows one in context.
Does an Anjouan license make a casino legal in the US?
No. It's a foreign license and not a US state license. Whether online casino play is lawful for you depends on your state's law; UIGEA ties unlawful internet gambling to the law where the bet is made. Michigan's regulator has named Anjouan-linked brands such as Silver Oak, Red Dog, Raging Bull and (by one report) Slot Madness in cease-and-desist releases. Our offshore casinos legality page explains the position.
Who is Primrose Media Limited?
Primrose Media Limited is a company registered in Anjouan under number 15804, with an address at Hamchako, Mutsamudu. Silver Oak, Raging Bull Slots and CoolCat name it in their own terms, and review sites name it as operator of Slot Madness and Royal Ace, though other reviewers name different companies for those two. Treat third-party links as reported, not confirmed. Our who owns Slot Madness answer covers the conflicts.
Can I complain to an Anjouan regulator?
No public complaint route to an Anjouan authority is cited in the casino terms covered here. Silver Oak's terms point instead to a Central Dispute System run by its software provider, with disputes raised within 3 days of the wager and replies within 28 days. No US state regulator handles complaints about offshore casinos. Keep records and complain to the casino first; see how to file a casino complaint.
Is Anjouan better or worse than Curaçao?
They're both foreign licenses and neither is a US state license. Curaçao's regulator has a reformed law in force since December 24, 2024, dated policies and a license register on its site. The Anjouan claims covered here cite a 2005 act, often without a number or a cited register. Either way, the real test is whether you can verify the specific license. Compare them in our Curaçao license answer.
Does Slot Madness hold an Anjouan license?
It isn't confirmed, because Slot Madness doesn't show a license on any page we could check and reviewers disagree. esports.gg reports an Anjouan Gaming Board license with no number, AskGamblers reports Costa Rica with no number, and Casino Guru and LCB list no license at all, with LCB's text mentioning Curaçao. Two review sites name Primrose Media Limited, the Anjouan company behind Silver Oak, as its operator. The Michigan Gaming Control Board named Slot Madness on August 14, 2025. Read is Slot Madness legit and the Slot Madness legit check.
Are Anjouan-licensed casinos allowed in Michigan?
No. Michigan licenses its own online casinos through the Michigan Gaming Control Board, and a foreign license from Anjouan doesn't count. The board has named several Anjouan-linked brands as illegal offshore operators: Silver Oak and Red Dog on April 9, 2025, Slot Madness on August 14, 2025 and Raging Bull Slots on October 8, 2026. Michigan residents who want regulated play can use the board's list of 15 authorized online casino platform providers. That's why this site shows no offers on its Michigan pages. See online casinos in Michigan and Michigan gambling laws.
Does an Anjouan license protect my casino balance?
Not in the way a US state license does. No US state backs balances held at an Anjouan-licensed casino, and the terms covered here cite no public Anjouan complaint route. Your protection is whatever the casino's terms promise. Silver Oak's terms, for example, set withdrawals from $2,500 a week, a monthly cap of $5,000 or $10,000 and 7 to 10 business days of review before payment, and LCB warns of slow payments there. Withdraw winnings promptly rather than storing them. Our pages on what happens if a casino closes and weekly withdrawal limits explain the risk.
Is Raging Bull Slots licensed in Anjouan?
Yes, by its own account. Raging Bull's terms name Primrose Media Limited, registration 15804, in Mutsamudu, licensed in Anjouan under the Computer Gaming Licensing Act 007 of 2005, with license number ALSI-202409021-F12. That makes it one of the few brands here to print a number, though no public register is cited to check it against. The license didn't stop US action: the Michigan Gaming Control Board named Raging Bull Slots in its October 8, 2026 cease-and-desist release. Read is Raging Bull Slots legit and our Raging Bull Slots review.
Why do some reviews say Costa Rica instead of Anjouan?
Because many offshore brands don't publish a license, so reviewers fill the gap with what they've found, and they don't always agree. For Silver Oak, the casino's own terms cite Anjouan, yet LCB's listing shows no license and its text mentions Costa Rica. AskGamblers reports Costa Rica, with no number, for Planet 7, Royal Ace and Slot Madness, while other reviewers report Anjouan, Curaçao or none. Some groups have moved companies over the years, which adds to the confusion. Trust the casino's own terms first. Compare our pages on the Costa Rica casino license and the Curaçao license.
Does Ignition Casino have an Anjouan license?
Ignition's own terms say yes: they name Bamboo Media, registration 11548, at Hamchako, Mutsamudu, and Arachis Media Ltd as the licensed and regulated entity, under the Anjouan Gaming Board. No license number is stated. The terms, last updated January 3, 2024, exclude players in Delaware, Maryland, Nevada, New Jersey and New York. A third-party report says Mississippi's Gaming Commission named Ignition in cease-and-desist orders on June 17, 2025. Ignition isn't one of our partners. Read is Ignition Casino legit and our Ignition Casino review.
