Is Raging Bull Slots legit? It's a real, operating offshore casino that names its operator and an Anjouan license number in its terms, but no US state licenses it, and Michigan's regulator named it as an illegal offshore operator on October 8, 2026. Here's what the license means, what the terms say and what US law says.
Operator: Primrose Media Limited (registration 15804), Anjouan, Union of Comoros, per the casino's own terms.
License: Anjouan, under the Computer Gaming Licensing Act 007 of 2005, No. ALSI-202409021-F12. No US state license.
Michigan's Gaming Control Board named Raging Bull Slots in its October 8, 2026 cease-and-desist release.
Its terms allow 7–10 business days to review a withdrawal plus 7–10 more to pay it.
State law decides what's lawful for players; only seven states license online casinos.
Is Raging Bull Slots legit? The short answer
Raging Bull Slots is legit in the narrow sense that it's an established brand with a named company and a stated license behind it. It isn't legit in the sense many US readers mean: it holds no license from any US state, so no state regulator supervises its games, its terms or its payouts.
There's also a regulator action to weigh. The Michigan Gaming Control Board listed Raging Bull Slots among the illegal offshore operators that received cease-and-desist letters in October 2026. This page sets out those facts calmly so you can make your own call. For bonus and game details, start with our main Raging Bull Slots review.
Who owns Raging Bull Slots: operator and Anjouan license
The casino's terms name Primrose Media Limited, registration number 15804, with an address in Hamchako, Mutsamudu, on the Autonomous Island of Anjouan in the Union of Comoros. They cite a license under Anjouan's Computer Gaming Licensing Act 007 of 2005, with license number ALSI-202409021-F12.
That's more disclosure than many offshore brands give. Several casinos US players search for show no operator or license on their own sites at all, leaving players to rely on conflicting reports from review sites.
The same company name appears in the terms of Silver Oak Casino, one of our partners, which also cites an Anjouan license. Third-party reviewers also link Primrose Media Limited to Royal Ace and Slot Madness, though other reviewers name different companies for those two.
What an Anjouan license means for US players
An Anjouan license is issued under the law of one island in the Comoros. It doesn't authorize gambling in any US state, and it gives a US player no state regulator to complain to. Our explainers on the Anjouan license and what an Anjouan license is go into detail.
In practice, a dispute over a bonus or a withdrawal is settled under the casino's own terms. There's no state-backed protection of balances, no state-run testing lab sign-off you can look up, and no state self-exclusion scheme that binds the casino. Compare that with the protections in states that license online casinos, set out in our page on player protections offshore vs licensed.
Michigan licenses its own online casinos, so the board treats unlicensed sites as illegal operators. We don't show casino offers on our Michigan page for that reason. Raging Bull isn't alone; the board has named other brands US players know, including several of our partners.

No US state licenses Raging Bull Slots. Real-money online casinos are licensed only in New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island, and offshore brands aren't among those licensees. Maine legalized tribal online casinos in January 2026, but nothing had launched by October 2026.
At the federal level, the Unlawful Internet Gambling Enforcement Act targets payment processing for unlawful internet gambling under 31 U.S.C. § 5363 (opens in a new tab). It doesn't make placing a bet a federal crime for the player. Whether play is lawful for you depends on your state's law; see our UIGEA explainer and offshore casino legality guide.
Raging Bull Slots terms: payouts, exclusions and gaps
A casino's terms are where legitimacy shows up in dollars. Raging Bull's say withdrawal requests are reviewed within 7 to 10 business days and then paid within 7 to 10 business days of approval. That's 14 to 20 business days end to end, or roughly three to four working weeks.
The usual withdrawal minimum is $100 per transaction, falling to $20 for some methods or offers. The terms, updated October 27, 2026, list excluded countries including Australia, France, Germany, the Netherlands and the UK, but no US states. Crypto withdrawal options, weekly caps and a launch year aren't published. Our page on Raging Bull Slots withdrawals covers the banking side.
Raging Bull Slots vs similar offshore casinos: who discloses what
Raging Bull's best legitimacy point is disclosure. The table shows how it compares with partner and non-partner casinos on the two checks you can do yourself: does the casino's own site name its operator and license, and has Michigan's regulator named it?

Disclosure and enforcement don't line up neatly. The three brands that print a license number have all been named in Michigan, while Royal Ace, which discloses least, appears in none of the three releases. A license number tells you who to complain to offshore; a Michigan release tells you a US regulator considers the site illegal. Weigh both. See Red Dog Casino, SlotoCash vs Raging Bull Slots and Royal Ace vs Raging Bull Slots.
How to check if an offshore casino is legit before you deposit
Read your state's law and regulator statements on our state pages before anything else.
Find the operator and license in the casino's terms; note whether a license number is given.
Search the regulator releases in your state and in Michigan, which publishes named cease-and-desist letters.
Read the withdrawal terms: review and payment times, minimums, weekly caps and fees.
Check the bonus terms for wagering, eligible games and any max cashout before you take an offer.
Use only the casino's own site. Unofficial mirror sites that copy brand names aren't the casino.
Set a budget and a deposit limit first, and stop if it stops being entertainment.
If gambling is causing harm, the National Problem Gambling Helpline is 1-800-MY-RESET (1-800-697-3738), with call, text and chat through NCPG (opens in a new tab). Our responsible gambling hub lists blockers such as Gamban and BetBlocker.

Frequently asked questions
Is Raging Bull Slots a real casino?
Yes, Raging Bull Slots is a real, operating offshore casino. Its terms name Primrose Media Limited of Anjouan as operator and cite Anjouan license ALSI-202409021-F12, and it runs RealTime Gaming software. Being real isn't the same as being licensed in the US, though; no state licenses it. Our Raging Bull Slots review covers its games, bonus and banking.
Which company is behind Raging Bull Slots?
The casino's terms name Primrose Media Limited, registration number 15804, based in Hamchako, Mutsamudu, on Anjouan in the Union of Comoros. The same company appears in the terms of Silver Oak Casino, and some reviewers link it to Royal Ace and Slot Madness too. Our Silver Oak review shows how that sister brand compares.
What license does Raging Bull Slots hold?
It cites an Anjouan license under the Computer Gaming Licensing Act 007 of 2005, number ALSI-202409021-F12. That license comes from the Comoros, not from any US state, so it gives you no US regulator to complain to. Read our guide to the Anjouan license to see what it does and doesn't cover for American players.
Has Raging Bull Slots been banned in Michigan?
Michigan's Gaming Control Board named Raging Bull Slots in its October 8, 2026 release announcing 33 cease-and-desist letters to illegal online gambling operators. The board orders such operators to stop offering gambling to Michigan residents. Michigan licenses its own online casinos, and Raging Bull isn't one of them. See our Michigan online casinos page for the licensed picture.
Is it legal to play at Raging Bull Slots in the US?
That depends on your state's law, not on the casino. No state licenses Raging Bull, and some states, such as Washington under RCW 9.46.240, have explicit laws against internet gambling. Federal UIGEA targets payment processing rather than players placing bets. Our page on whether it's illegal to play at offshore casinos summarizes the state picture.
Does Raging Bull Slots pay out?
Its terms describe a payout process: requests are reviewed within 7 to 10 business days and then paid within 7 to 10 business days of approval. The usual minimum is $100 per transaction, or $20 for some methods. Up to 20 business days is slow by any standard. See Raging Bull Slots withdrawals and do offshore casinos pay out.
Which US states does Raging Bull Slots exclude?
Its terms, updated October 27, 2026, list no excluded US states, only countries such as Australia, France, Germany, the Netherlands and the UK. That isn't a statement that play is lawful in every state; state law still applies to you. Check your state on our states hub before signing up anywhere offshore.
Is Raging Bull Slots safer than other offshore casinos?
It discloses more than many, naming its operator and a license number, but it carries the same core risks as any offshore casino: no state regulator, no state protection of balances and terms the casino sets. It has also been named by Michigan's regulator. Our guide on offshore vs state-licensed casinos explains the differences.
Can Raging Bull Slots be trusted with my money?
Raging Bull publishes more than many offshore casinos, including its operator, an Anjouan license number and a written payout timeline, but trust has limits when no US state oversees it. Its own terms allow up to 20 business days from a withdrawal request to payment, and Michigan's regulator named it as an illegal offshore operator on October 8, 2026. Deposit only what you could afford to have tied up for weeks. The do offshore casinos pay out explainer covers the wider risks.
What can I do if Raging Bull Slots won't pay my withdrawal?
Start with the casino's support in writing, quoting the review and payment windows in its terms, and keep copies of every message. If that fails, your options are limited: no US state regulator covers Raging Bull, so complaints would go to the Anjouan licensing authority named in its terms or to independent complaint sites. Keep in mind that crypto payments generally can't be reversed. Our guide to casino ADR and complaints sets out each route.
Does Raging Bull Slots ask for ID before paying out?
Expect identity checks before your first Raging Bull withdrawal, as is standard at offshore casinos, although the specific documents aren't listed in the terms we cite. A photo ID, proof of address and sometimes proof of payment method are the usual requests. Sending them early keeps them from adding to the 7 to 10 business day review the terms already allow. Make sure your account details match your documents exactly. The KYC documents guide explains what each document proves.
Can players in Texas sign up at Raging Bull Slots?
Raging Bull's terms list no excluded US states, so the casino's own rules won't block a Texas sign-up, but that says nothing about Texas law. Texas doesn't license any online casinos, and no state authorization for them was found. Players in Houston, San Antonio, Dallas or anywhere else in the state would be using an offshore site with no state protection. Read what Texas law says before you deposit. Our Texas gambling laws page covers the state's position.
How does Raging Bull Slots compare with Silver Oak on legitimacy?
They look almost identical on paper, because both casinos' terms name Primrose Media Limited and cite an Anjouan license. Both have been named by Michigan's regulator too: Silver Oak on April 9, 2025 and Raging Bull on October 8, 2026. The differences are commercial. Raging Bull publishes 10x welcome wagering, while Silver Oak's offer page says 30x and its terms 40x on slots. Silver Oak publishes more banking detail. Our is Silver Oak legit page covers the partner side.
Are Raging Bull Slots games fair?
Raging Bull runs RealTime Gaming software, and third-party sources say RTG games are tested by Technical Systems Testing (TST). That's a lab certification of the game software, not a US state approval, and individual game RTPs at Raging Bull aren't published in the sources we cite. Fair math still means a house edge, so losses are likely over time. Mighty Drums, the slot tied to the welcome spins, has no published RTP. See are RTG games fair for what testing covers.
Do I pay tax on Raging Bull Slots winnings?
Yes, gambling winnings are taxable federal income whether they come from a licensed casino or an offshore site like Raging Bull, and whether or not you get a tax form. The Raging Bull terms we cite say nothing about tax forms, so keep your own records of deposits, withdrawals and wins. From tax year 2026, the loss deduction is reported to be capped at 90% of losses; check IRS guidance. Read do offshore casinos report to the IRS for the reporting picture.
