Can I play online casinos in Texas?

Can I play online casinos in Texas? Not at any casino licensed by Texas, because the state hasn't authorized online casino games or online sports betting. Offshore casinos and sweepstakes sites still reach players in Houston, San Antonio and Dallas, and neither is overseen by a Texas regulator. Here's what the law allows and what that means for you.

Key takeaways

  • Texas licenses no online casinos and has no legal online sports betting.
  • The Texas Lottery Commission was abolished; TDLR has run the lottery since September 1, 2025, and online lottery sales are prohibited.
  • Texas has no sweepstakes casino ban: SB 517 passed the Senate in 2025 but stalled in the House.
  • Neighbors Louisiana and Oklahoma banned dual-currency sweepstakes in 2026, so the Texas position stands out.

Can I play online casinos in Texas? The direct answer

No Texas law authorizes online casinos, so there is no Texas-licensed site to join. That puts Texas among the 43 states and DC without licensed online casinos; only seven states license them, as our states with legal online casinos page lists. The real-money casino sites that accept Texans are offshore.

Texas has also kept online sports betting illegal and tightened its lottery rules. The one area where it has held back is sweepstakes casinos, which no Texas law yet bans. The full state picture is on our online casinos in Texas hub, and more state answers sit in our questions hub.

Who regulates gambling in Texas now?

Texas changed regulators in 2025. Under SB 3070, the legislature abolished the Texas Lottery Commission and moved the lottery and charitable bingo to the Texas Department of Licensing and Regulation (TDLR) from September 1, 2025, according to a news report. The same law prohibits facilitating lottery play by telephone, internet or mobile app, which ended lottery courier services.

That matters for online casinos in a simple way: Texas has no agency that licenses them, and its newest gambling law moved in the opposite direction, pulling lottery sales offline. Our Texas gambling laws page goes into the statutes.

Is online sports betting legal in Texas?

No. No law authorizing sports betting was found, online or in person. Since the Supreme Court's 2018 ruling in Murphy v. NCAA, states have been free to legalize sports betting, and Texas simply hasn't.

Offshore sportsbooks raise the federal Wire Act too. The First Circuit held in New Hampshire Lottery Commission v. Rosen (opens in a new tab) (January 20, 2021) that the Act's prohibitions apply to bets on sporting events or contests, and the statute is aimed at those in the business of betting. See Texas sports betting for the details.

Sweepstakes casinos in Texas: no ban, for now

Texas is one of the larger states where dual-currency sweepstakes casinos still operate. SB 517 would have banned them; it passed the Texas Senate and was received in the House on May 8, 2025, but didn't advance, according to a third-party tracker. As of October 2026, Texas wasn't on the restricted-state lists recorded for Chumba or Stake.us.

No ban isn't the same as approval. No Texas agency licenses sweepstakes casinos or checks their games, and the sites write their own rules. Next door, the picture is shifting fast: Louisiana's HB 883 (Act 182) (opens in a new tab) took effect August 1, 2026, and Oklahoma's SB 1589, passed over the governor's veto on May 14, 2026, took effect on November 1, 2026.

Federal law and online casinos in Texas

Federal law leaves the player question to Texas. The UIGEA bars gambling businesses from accepting payments for unlawful internet gambling, and “unlawful” is defined by the law of the state where the bet is made, per 31 U.S.C. § 5362 (opens in a new tab). It doesn't make placing a bet a federal crime for the player.

The Illegal Gambling Business Act targets people who run gambling businesses that break state law, not their customers. We don't tell readers that offshore play is legal for them, and we don't say they'll be prosecuted; Texas law is the deciding factor. For the general picture, read is it illegal to play at offshore casinos.

What offshore casinos mean for Texas players

Players in Houston, San Antonio and Dallas see the same offshore sites as everyone else in the state. None is licensed by Texas, so the protections a state regulator would give don't exist. Here's what that looks like in practice.

  • Disputes: you deal with the casino's support and terms; SlotoCash's terms, for example, give you 14 days to raise a dispute and treat its server records as final.
  • Withdrawal caps: weekly limits run from $2,500 (Royal Ace and Slot Madness, per third-party reviews) to $5,000 (SlotoCash, per its own terms).
  • Card deposits: banks often decline gambling transactions coded MCC 7995; see why was my credit card declined at a casino.
  • Crypto: Bitcoin is the common payout route, and transfers can't be reversed; our Texas crypto casinos page covers the trade-offs.

How to vet an online casino from Texas

  1. Start from the fact that no online casino holds a Texas license, so any such claim is false.
  2. Find the operator and license in the casino's terms; if they're missing, note it, and compare with independent reviewers.
  3. Read the banking page for weekly caps, minimum withdrawals, fees and pending times before depositing.
  4. Look for regulator actions in other states, such as Michigan's published cease-and-desist letters.
  5. Decide your budget in advance and use any deposit limits the casino offers.

Taxes and gambling help for Texans

Federal tax applies whatever Texas law says: gambling winnings are taxable federal income wherever you win them, offshore included. The IRS W-2G threshold for slot winnings is $2,000 for 2026 payments, and from tax year 2026 the loss deduction is reportedly capped at 90% of losses; check IRS guidance. See gambling taxes.

A Texas-specific helpline wasn't found in our sources. The national helpline, run by NCPG, is 1-800-MY-RESET (1-800-697-3738), by call or text, with online chat at NCPG (opens in a new tab), free and around the clock. Gamblers Anonymous meetings and blocking tools such as Gamban are also available.

Frequently asked questions

What online gambling is legal in Texas?

Very little of it. Texas has no law authorizing online casinos or online sports betting, and SB 3070 prohibits selling lottery tickets online or through couriers. The lottery itself is legal and now run by TDLR. Sweepstakes casinos haven't been banned, but no Texas agency licenses them. Our Texas gambling laws page sets out the statutes.

Are there any Texas-licensed online casinos?

No. Texas has no law that lets any agency license online casinos, so none exists. Real-money casino sites that accept Texans are offshore, licensed abroad if at all, and outside Texas oversight. Only seven states license online casinos. Our guide to offshore vs state-licensed casinos explains what that difference means for your money.

Can Texans still play sweepstakes casinos?

Yes, for now, because Texas hasn't banned them. SB 517, which would have, passed the state Senate but didn't advance after reaching the House on May 8, 2025, according to a third-party tracker, and Texas wasn't on Chumba's or Stake.us's restricted lists as of October 2026. That's an absence of a ban, not state approval. See are sweepstakes casinos legal.

Is there any legal sports betting app in Texas?

No, none is legal within Texas. No law authorizing sports betting was found, online or at retail. Offshore sportsbooks aren't licensed by the state, and the federal Wire Act applies to businesses taking interstate sports bets, per the 2021 First Circuit ruling. Our sports betting laws page compares the states that have legalized it.

Can Texans buy lottery tickets online or through a courier?

No. SB 3070, which abolished the Texas Lottery Commission and moved the lottery to TDLR from September 1, 2025, prohibits facilitating lottery play by telephone, internet or mobile app, and lottery couriers are banned, according to a news report. Our Texas online casinos hub covers the lottery change in more detail.

Will Texas ban online casinos or sweepstakes sites?

Texas already lacks any law authorizing online casinos. On sweepstakes, SB 517 shows a ban has support in the Senate, and neighboring Louisiana and Oklahoma both passed bans that took effect in 2026. Whether Texas follows is up to its next legislative session. Track every state on our sweepstakes casino bans page.

Do Texans pay tax on online casino winnings?

Yes, at the federal level. Gambling winnings are federal taxable income wherever you win them, including at offshore casinos and sweepstakes sites. The IRS W-2G threshold for slot winnings is $2,000 for 2026 payments, and you owe tax even without a form. From 2026, the loss deduction is reportedly capped at 90%. See do offshore casinos report to the IRS.

Where can I get help with gambling in Texas?

Call or text 1-800-MY-RESET (1-800-697-3738), the National Problem Gambling Helpline run by NCPG, or use its online chat. It's free, confidential and open 24/7. A Texas-specific program wasn't confirmed in our sources. Gamblers Anonymous and blocking software are good next steps. Our national helpline page explains what happens when you call.

Can I play online slots for real money in Texas?

Not at any Texas-licensed site, because no Texas law authorizes online casino games. Real-money online slots reach Texans only through offshore casinos, which no state agency licenses or checks. Many of those run RealTime Gaming titles, including Texan Tycoon, a high-volatility 2010 release with a progressive jackpot according to a third-party catalog; check each lobby rather than assuming it's there. Read the RTP disclosures and withdrawal caps before depositing. Our Texas online slots page covers the market, and real money casinos in Texas explains the risks.

Is Chumba Casino available to Texas players?

It appears so: as of October 2026, Texas wasn't on the restricted-state list recorded for Chumba, and Texas has passed no sweepstakes ban. That isn't state approval. Chumba runs the dual-currency model, with Gold Coins for play and Sweeps Coins that can be redeemed for prizes, and no Texas agency licenses it or checks its games. SB 517 would have banned the model but stalled in the House in 2025. Our Chumba Casino review covers the brand, and is Chumba legal lists its status in other states.

Is it legal to use Bitcoin at online casinos in Texas?

Paying with Bitcoin doesn't make an online casino legal or licensed in Texas, and no Texas law authorizes online casino games however they're funded. Offshore casinos favor crypto because banks often decline gambling card payments coded MCC 7995. SlotoCash's own banking page lists Bitcoin deposits from $25, Lightning from $5 and free Bitcoin withdrawals from $100. Crypto transfers can't be reversed, so check every address and amount. Our Texas crypto casinos page weighs the trade-offs, and how to deposit with Bitcoin walks through a payment.

Can I play online casinos in Houston or Dallas?

The law is the same in every Texas city: no online casino holds a Texas license. Players in Houston, San Antonio and Dallas see the same offshore and sweepstakes sites as the rest of the state, and none answers to a Texas regulator. Playing on a phone changes nothing about that, since the device doesn't decide which law applies. If you look at an offshore site anyway, read its terms for excluded locations before registering. Our Texas mobile casinos page covers phone play, and the Texas online casino guide has the full state picture.

How long do offshore casino withdrawals take in Texas?

Often a week or more, plus weekly caps on large wins. Third-party reviewers report pending times of 7 to 10 days and a $2,500 weekly cap at Royal Ace, and AskGamblers lists a 7–10 day pending period with no weekend cashouts at Slot Madness. SlotoCash's own banking page shows Bitcoin withdrawals within two business days and a $5,000 weekly limit. Verification on your first payout adds time. See fast payout casinos in Texas and our guide on how to withdraw from an online casino.

What can I do if an offshore casino won't pay me in Texas?

Work through the casino's own process quickly, because no Texas regulator can step in. SlotoCash's terms, for example, give players 14 days to raise a dispute and treat the casino's server records as final, so late complaints may be refused. Ask live chat for the reason in writing, send any requested documents, then escalate by email with dates and amounts. If the casino names a license, check whether that body takes player complaints. Our guide on filing a casino complaint and how do I complain about an online casino cover the routes.

Can Texans get a no deposit bonus at online casinos?

Some offshore casinos offer free chips or spins to Texas sign-ups, but the winnings you can withdraw are capped. SlotoCash's own bonus terms say free bonuses carry a minimum cashout of $25 and a maximum of $200, and claiming free bonuses back to back may void winnings. Wagering still applies, usually on slots only. Codes change, so read the current terms before claiming. These casinos aren't licensed by Texas or any US state. Our Texas no deposit bonuses page and the max cashout explained guide show how the caps work.
