Can I play online casinos in California?

Can I play online casinos in California? Not at any site licensed by the state, because California licenses no online casinos. Sweepstakes casinos have been banned since January 1, 2026, daily fantasy sports were declared illegal in 2025, and offshore casinos that accept Californians are licensed abroad, if at all. Here's what that leaves.

Key takeaways

  • California licenses no real-money online casinos and has no legal sports betting.
  • AB 831 banned dual-currency sweepstakes casinos from January 1, 2026.
  • The Attorney General's July 2025 opinion says daily fantasy sports violate Penal Code 337a.
  • In person, Californians have about 60 tribal casinos, 91 cardrooms and the state lottery.
  • Offshore casinos aren't licensed by California, so there's no state regulator to help if a payout goes wrong.

Can I play online casinos in California? The short answer

There is no legal, state-licensed online casino in California. The state has never authorized online casino games, which leaves Californians outside the seven states with licensed online casinos. If you see a real-money casino site accepting players in Los Angeles, San Diego or San Jose, it's an offshore operator, not one approved by Sacramento.

The other online options have narrowed too. California banned dual-currency sweepstakes casinos from January 1, 2026, and the Attorney General concluded in July 2025 that daily fantasy sports count as illegal sports wagering. That's a tighter picture than in most states, and it's set out in full on our California online casinos hub.

Who regulates gambling in California?

Two state bodies oversee gambling: the California Gambling Control Commission (opens in a new tab) and the Department of Justice's Bureau of Gambling Control. The bureau's enforcement page (opens in a new tab) says its northern and southern units cover 91 cardrooms and 60 tribal casinos between them.

Neither body licenses online casinos, because no California law lets them. That's the crucial point for anyone weighing a website: there is no state list of approved online casinos to check, and no state complaint process for an online casino dispute. Our California gambling laws page goes through the statutes.

California's sweepstakes casino ban (AB 831)

Until 2026, many Californians played at sweepstakes sites such as Chumba and Stake.us. AB 831 (opens in a new tab), signed by Governor Gavin Newsom on October 11, 2025 after a 79–0 Assembly vote, ended that from January 1, 2026. It makes it illegal to knowingly and willfully engage in, promote or facilitate dual-currency sweepstakes casinos, and it reaches payment processors, geolocation providers and affiliates, with criminal penalties. Whether players themselves face penalties wasn't found in the sources.

The major brands responded. Stake.us lists California as restricted on its help center, and an October 2026 third-party list of Chumba's restricted states includes it. Read our California sweepstakes casinos page for brand-by-brand status, or is Chumba legal for one brand in detail.

Daily fantasy sports and the Attorney General's opinion

On July 3, 2025, the Attorney General issued Opinion No. 23-1001 (opens in a new tab), concluding that daily fantasy sports “constitute wagering on sports in violation of Penal Code section 337a”, regardless of where the operators are located. The opinion is about fantasy contests, not casinos, but its reasoning is telling: offering the contests to players in California is prohibited even when the operator and its technology are outside the state.

Sports betting itself remains unlegalized, with bills inactive in 2026, according to a third-party tracker. See California sports betting and our national daily fantasy sports laws page.

Legal gambling in California: tribal casinos, cardrooms and the lottery

California's legal gambling happens in person. The DOJ's enforcement figures, split by its two field units, appear in the table below. Tribal gaming runs under the federal Indian Gaming Regulatory Act and tribal-state compacts.

The California Lottery is legal for players 18 and older. Whether it sells tickets online wasn't confirmed in the sources. A minimum age for casino gambling wasn't found either, so check the venue's own rules.

Playing at offshore online casinos from California: the risks

Offshore casinos accept players from many states, California included, but no California agency licenses or oversees them. We don't tell readers that playing offshore is legal for them, and we don't say they'll be prosecuted. California's own law and the AG's reasoning are the starting point; read is it illegal to play at offshore casinos for how state and federal law fit together.

  • No state complaint route. If a withdrawal stalls, the casino's own support and terms are your only formal option.
  • Caps and slow payouts. Weekly withdrawal limits of $2,500 to $5,000 are common among our partners, and third-party reviewers report pending periods of 7 to 10 days at some.
  • Card declines. Many US banks block gambling transactions coded MCC 7995, so card deposits often fail; see card declines.
  • Crypto can't be reversed. Bitcoin is the usual withdrawal route, and a mistaken transfer is gone for good.

Online casinos for players in Los Angeles, San Diego and San Jose

The law is the same statewide. A player in Los Angeles (population about 3.87 million, per Census Bureau 2025 estimates), San Diego (about 1.41 million) or San Jose (about 990,000) has the same choices as one in a small town: tribal casinos and cardrooms in person, the lottery, and no state-licensed online casino.

Local differences come down to distance from a tribal casino or cardroom, not the rules. Online, every Californian faces the same offshore-only market, described on our real money online casinos in California page.

How to check a casino before playing from California

  1. Accept that no online casino is licensed by California, so treat any claim of a “California license” as false.
  2. Find the casino's license and operator in its terms, then compare with what independent reviewers say; conflicts are common.
  3. Read the withdrawal page: weekly caps, minimums, fees and pending times.
  4. Search for regulator actions; Michigan's regulator, for example, publishes cease-and-desist letters naming offshore brands.
  5. Set a deposit budget you can afford to lose, and use deposit limits if the casino offers them.

Taxes and problem gambling help in California

Winnings from any source, offshore included, are taxable federal income, and the IRS's W-2G threshold for slot winnings is $2,000 for 2026 payments. From tax year 2026, the 2025 tax law reportedly limits the loss deduction to 90% of losses; check IRS guidance. Our gambling taxes page explains the rules.

For help, the California Department of Public Health runs an Office of Problem Gambling (opens in a new tab), and you can text SUPPORT to 53342. The national helpline, run by NCPG, is 1-800-MY-RESET (1-800-697-3738) by call or text.

Frequently asked questions

Is any form of online gambling legal in California?

Mostly no. California licenses no online casinos and no sports betting, banned sweepstakes casinos from January 1, 2026, and its Attorney General says daily fantasy sports are illegal. The state lottery is legal for players 18 and older. Legal casino gambling happens in person at tribal casinos and cardrooms. Our California gambling laws page has the statutes.

Are there any legal online casinos in California?

No. No California law authorizes online casino games, so neither the Gambling Control Commission nor the Bureau of Gambling Control licenses any. Real-money sites that accept Californians are offshore and licensed abroad, if at all. Only seven states license online casinos, listed on our states with legal online casinos page.

Can I play Chumba or Stake.us in California?

Not for prizes. AB 831 banned dual-currency sweepstakes casinos from January 1, 2026, Stake.us lists California as restricted, and an October 2026 third-party list of Chumba's restricted states includes California. Any remaining access would be social play without redeemable coins. See is Stake.us legal for that brand's full state list.

Will I get in trouble for playing at an offshore casino in California?

We can't promise either way, and no source recorded here describes California prosecuting individual online players. What's recorded is that California licenses no online casinos, and its AG has said fantasy contests offered to Californians are prohibited even when the operator is outside the state. The practical risks are payout disputes with no state regulator to help. Read can I get in trouble for playing online casinos.

Can I bet on sports in California, online or in person?

No. Sports betting isn't legal in California, online or in person, and a third-party tracker reports that bills were inactive in 2026, with an outlook of 2028. Daily fantasy sports were also declared illegal sports wagering by the Attorney General in July 2025. See California sports betting for the latest.

How many tribal casinos and cardrooms does California have?

About 60, according to the DOJ Bureau of Gambling Control, alongside 91 cardrooms. Its northern unit covers 35 tribal casinos and 65 cardrooms, and the southern unit 25 tribal casinos and 26 cardrooms. These are in-person venues; none offers state-licensed online casino play. Our tribal gaming page explains how tribal compacts work.

How old do you have to be to gamble in California?

The California Lottery requires players to be 18 or older. A minimum age for casino gambling wasn't found in the sources, so check each tribal casino's or cardroom's rules. Offshore sites set their own age rules in their terms; SlotoCash's, for example, say 18+. Our gambling age by state page compares the states.

Who can Californians call for help with problem gambling?

The California Department of Public Health's Office of Problem Gambling offers state support, and you can text SUPPORT to 53342. Nationally, call or text 1-800-MY-RESET (1-800-697-3738), the NCPG's free, confidential helpline, which is open 24/7. Gamblers Anonymous and blocking tools help too. See our state problem gambling programs page.

Is it illegal for players to use sweepstakes casinos in California?

AB 831 is aimed at the businesses, and whether it penalizes players wasn't found in the sources. From January 1, 2026, the law makes it illegal to knowingly and willfully engage in, promote or facilitate dual-currency sweepstakes casinos, and it reaches payment processors, geolocation providers and affiliates, with criminal penalties. In practice, major brands such as Stake.us now list California as restricted, so prize play has largely closed. Our sweepstakes casino bans page tracks every state, and which states ban sweepstakes casinos gives the short list.

When will California legalize online casinos?

No date exists, because no bill to authorize online casino games is recorded as moving in California. Even sports betting, which has drawn more attention, isn't legal: a third-party tracker says bills were inactive in 2026 and points to 2028 as the earliest outlook. The state has moved the other way on online products, banning sweepstakes casinos and declaring daily fantasy illegal. Until a law passes, there is no California license to look for. Our is online gambling legal in the US page explains how states legalize, and the California online casinos hub will track changes.

Can I play real money online slots in California?

Not at any site licensed by California, since the state authorizes no online casino games. Real-money online slots reach Californians only through offshore casinos, which no state agency oversees, and through tribal casinos in person. The DOJ counts about 60 tribal casinos statewide, where slots are legal and supervised under tribal-state compacts. If you weigh an offshore slot site, check its RTP disclosures, weekly withdrawal caps and bonus terms first. Our pages on online slots in California and how slot RTP works explain what to look for.

Are offshore casino winnings taxable for California players?

Yes, at federal level: gambling winnings are taxable income, including wins from offshore casinos. Payers file Form W-2G for slot wins of $2,000 or more on 2026 payments, but tax is owed whether or not a form arrives. Losses can be deducted only up to your winnings, and from tax year 2026 that deduction is reported to be capped at 90% of losses; check IRS guidance. California's own income tax treatment isn't covered in our sources, so ask a tax professional. See what is a W-2G and do I pay tax on casino winnings.

Can I use Bitcoin at online casinos in California?

Offshore casinos that take Californians accept Bitcoin, but paying in crypto doesn't make the site legal or licensed in California. SlotoCash's own banking page lists Bitcoin deposits from $25, Lightning from $5, and Bitcoin withdrawals from $100 with no fee. Crypto payments generally can't be reversed, so a mistake or a dispute leaves little recourse, and prices move between deposit and payout. Our crypto casinos in California page covers the state angle, and how to buy Bitcoin for casinos explains wallets and fees.

Can I play online casinos on my phone in California?

Only offshore ones, since no California-licensed casino app exists. Offshore casinos run in phone browsers such as Safari and Chrome, so players in Los Angeles or San Diego can open them without a download, but the same legal position applies as on a computer. App stores don't carry these real-money casinos, so treat any downloadable 'California casino app' file with suspicion. Type the official address yourself and avoid links in texts. Our mobile casinos in California page and the national mobile casino guide cover phone play in detail.

How long do offshore casino withdrawals take for California players?

Expect days rather than hours, with weekly caps limiting large wins. Third-party reviewers report a $2,500 weekly cap and pending times of 7 to 10 days at Royal Ace. SlotoCash's own terms set a $5,000 weekly cap, with Bitcoin payouts listed within two business days. Verification checks often add time to the first withdrawal, and no California agency can step in if a payout stalls. Our fast payout casinos in California page compares speeds, and pending withdrawals explains why requests sit in a queue.
