Mobile casinos in Minnesota face the same law as desktop sites: no online casino is licensed by the state, and DPS-AGE says real-money online casino play is illegal for sites and players. Offshore casinos that reach Minnesota phones mostly run in the browser rather than through store apps. Here's how that works, what each casino publishes, and how to keep your phone and budget under control.
Playing on a phone doesn't change Minnesota law; DPS-AGE says online casinos are illegal in the state.
None of our partner casinos lists a native app on its own site; play runs in the phone's browser.
SlotoCash's support page says no app or software is needed and suggests a home-screen shortcut.
Phone play makes spending fast, so set deposit and time limits before you start.

Are mobile casinos legal in Minnesota?
No. Minnesota law doesn't treat a phone differently from a laptop. The state licenses no online casino of any kind, and DPS-AGE's August 20, 2025 guidance says online casinos, sweepstakes casinos and sports betting sites are illegal, for the sites and for Minnesotans who play. The DPS-AGE guidance (opens in a new tab) applies wherever the screen is.
That's true in Minneapolis, Saint Paul, Rochester and every other part of the state. Our Minnesota gambling laws page explains the statutes behind it, and the Minnesota online casinos hub covers tribal casinos, the lottery and taxes.
Seven states license real-money online casinos with mobile apps: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. Minnesota isn't one of them. See states with legal online casinos.
Casino apps vs browser play on Minnesota phones
Offshore casinos that accept Minnesotans mostly don't offer a store app. You open the casino's website in your phone's browser and play there, a format usually called instant play. Some also offer a Windows download for desktops, which doesn't help on a phone.

If an app in a store claims to be one of these casinos, be careful, because none of them lists such an app on its own site. Copycat sites are a related risk; our guide to unofficial mirror sites explains how to tell them apart. For background, see instant play vs download.
Why there's no Minnesota casino app in the App Store
Real-money casino apps from US operators are tied to state licenses, and Minnesota hasn't issued any. Offshore casinos don't hold a US state license, and none of our partners lists a store app. Any real-money casino app aimed at Minnesota players is therefore operating without a state license.
Sweepstakes apps carry their own legal problem here: Minnesota's Attorney General says selling sweeps coins to play games of chance for prizes makes those sites illegal gambling. Our Minnesota sweepstakes casinos page covers that, and why there's no casino app in the App Store explains the national picture.
How a browser casino shortcut works on iPhone and Android
SlotoCash's support page (opens in a new tab) says no app is needed and suggests adding a shortcut to your home screen instead. The shortcut is just a bookmark with an icon; it doesn't install software or change how the site works.
Type the casino's address yourself rather than tapping an ad or a link in a message, so you don't land on a copycat site.
Check the address bar shows the casino's real domain before you log in.
Open your browser's share or menu options and choose the option to add the page to your home screen.
Name the shortcut so it's clearly a gambling site, which helps anyone else who uses the phone.
Delete the shortcut if you decide to take a break; blocking software works better than willpower alone.
Most slots from RealTime Gaming and SpinLogic are built to run in a phone browser. Silver Oak's mobile casino page (opens in a new tab) says more than 200 games are available on mobile and names titles such as 777, T-Rex II, Storm Lords, Cash Bandits 3 and Fortunate Zeus. Other casinos don't publish a mobile game list, so check the lobby on your own device.
Third-party reviews report no live dealer games at Silver Oak, Planet 7, Royal Ace, Slot Madness or Decode; reviewers disagree about SlotoCash. Our RTG software guide covers what the platform includes.
Smaller screen, same house edge: budgeting on mobile
A phone makes it easy to play in short bursts that add up. The cost per spin doesn't change with the screen, though. Expected loss is total stake multiplied by the house edge, so the math below holds on any device.

Short-run results swing widely around those averages. Set a limit before you open the site: SlotoCash offers deposit and time limits on request, Silver Oak lists deposit limits, cool-off periods and self-exclusion, and Miami Club lists deposit and time limits. Our deposit limits page explains how to ask for them.
Deposits, verification and withdrawals from your phone
Card deposits from US banks are often declined at gambling sites, so phone players at offshore casinos tend to use crypto wallets. Those payments generally can't be reversed, which matters more when a tap is all it takes. Our crypto casinos in Minnesota page covers fees, caps and price swings.
Verification documents are usually photographed on the phone. SlotoCash asks for photo ID and a recent utility bill before any payout, according to its support page. Silver Oak's terms list government photo ID, both sides of cards used in the last three months, a selfie with ID and a utility bill from the last three months. See how to verify your casino account.
Phone security for Minnesota casino players
Use a unique password for any casino account and store it in a password manager.
Avoid public Wi-Fi for logins and payments, or use your mobile data.
Watch for phishing texts offering bonuses or warning about your account; log in by typing the address yourself.
Lock the phone so nobody else, including anyone under 21, can open a saved casino session.
Blocking casino sites on your phone and getting help
Blocking apps work well on phones. Gamban lists apps on the Apple App Store and Google Play at $6.99 a month or $41.99 a year after a 7-day trial, according to its pricing page (opens in a new tab). BetBlocker is another option.
Mobile-friendly offshore casino offers for Minnesota readers
Both casinos below run in a phone browser without an app. They're offshore and not licensed by Minnesota or any US state, Minnesota officials say online casinos are illegal for sites and players, and no state regulator can help with a dispute or a slow payout. Check your state's law before deciding anything. We earn a commission through our links and rank partners commercially.
Slot Madness Casino: $2,500 Welcome Bonus + 50 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Slot Madness's own site couldn't be checked. Third-party reviews report a 275% match with 30x wagering on bonus plus deposit for slots, a $30 minimum deposit and no max cashout; one source caps the match at $2,750 and another calls it unlimited. Reviewers report weekly withdrawal caps of $2,500 and slow payouts, and say the casino refuses Ohio players. Michigan's regulator named Slot Madness in an August 14, 2025 cease-and-desist release. See the Slot Madness review and Slot Madness on mobile.
SlotoCash Casino: $6,000 Welcome Bonus + 60 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). The casino's own site lists a different package, $7,777 plus 300 spins over five deposits, so the terms shown at sign-up apply. Its published terms say 25x wagering on deposit plus bonus, a $20 minimum deposit per bonus and no max cashout, for slots, keno and scratch cards, with a $10 maximum bet while a bonus is active. Michigan's regulator named SlotoCash in an October 8, 2026 cease-and-desist release. See the SlotoCash review.

Frequently asked questions
Are mobile casino apps legal in Minnesota?
No. Minnesota doesn't license online casinos, so there are no state-approved casino apps, and DPS-AGE says online casinos are illegal for sites and players. Using a phone rather than a computer doesn't change that. Offshore casinos may still load in your phone's browser, but no Minnesota regulator stands behind them. Our real money casinos in Minnesota page explains the risks.
Can I play online casino games on my phone in Minnesota?
Offshore sites may load and accept you, but the state's position is that online casino play is illegal. If you're weighing it anyway, know that these sites run in your browser, set their own terms and payout caps, and answer to no US regulator. The can I play on my phone answer covers the technical side.
Do offshore casinos have an iPhone or Android app?
Our partner casinos don't list one on their own sites. SlotoCash says no app or software is required, Silver Oak lists a browser mobile casino plus a Windows download, and reviewers report browser play for the others. One reviewer lists a Miami Club app, which its own site doesn't mention. Our is there a casino app answer goes further.
Is instant play safe on a phone?
Instant play is just the casino's website running in your browser, so its safety depends on the site and your phone habits. Type the address yourself, check the domain, use a unique password and two-factor login where offered, and avoid public Wi-Fi for payments. None of that changes Minnesota law or the casino's terms. See what instant play is.
Are Minnesota sports betting apps legal?
No. Sports betting isn't legal in Minnesota, online or in person, so there are no licensed betting apps. A 2026 bill was considered and not enacted. DPS-AGE lists sports betting sites among illegal online gambling, and the Attorney General has written to offshore sportsbooks telling them to stop serving residents. Our Minnesota sports betting page has the details.
Can I deposit with Apple Pay at mobile casinos?
The published banking pages of SlotoCash, Miami Club and Silver Oak don't list Apple Pay. One third-party reviewer lists Apple Pay at SlotoCash, but its banking page shows cards, several cryptocurrencies, AstroPay and Interac instead. Check the cashier before relying on any method. Our Apple Pay page explains why it's rare at offshore casinos.
How do I block casino sites on my phone in Minnesota?
Install blocking software such as Gamban, which lists apps on the Apple App Store and Google Play at $6.99 a month or $41.99 a year after a 7-day trial. You can also ask each casino for self-exclusion and delete any home-screen shortcuts. Blocking works best alongside support from a helpline. Our Gamban page walks through setup.
Where can I get help with phone gambling in Minnesota?
Call 800-333-HOPE (4673) or text HOPE to 53342 to reach the Minnesota Alliance on Problem Gambling. The national helpline, 1-800-MY-RESET (1-800-697-3738), takes calls and texts around the clock, with chat online. Both are free and confidential. Our help and support page lists more options, including Gamblers Anonymous.
Is Slot Madness available on mobile in Minnesota?
Slot Madness runs in a phone browser on Android and iPhone, according to third-party reviews, with no store app reported, though one reviewer lists a download version. No review lists Minnesota as a refused state, while Ohio is reported as refused. That isn't the same as legal: Slot Madness is offshore and unlicensed, and DPS-AGE says online casinos are illegal for Minnesotans to play. Reviewers also report a $2,500 weekly withdrawal cap and slow payouts, and the Michigan Gaming Control Board named it on August 14, 2025. Our Slot Madness mobile page covers phone play, and the Slot Madness review has its full record.
Does SlotoCash work on an iPhone in Minnesota?
Yes, SlotoCash runs as instant play in the iPhone's browser, and its support page says no app or software is required. It suggests adding a home-screen shortcut, which is just a bookmark with an icon. Working on a phone doesn't change the legal position: SlotoCash isn't licensed by Minnesota or any US state, and DPS-AGE describes online casino play as illegal for Minnesotans. Its published terms list 25x wagering on deposit plus bonus and a $10 max bet while a bonus is active. The Michigan Gaming Control Board named it on October 8, 2026. Our SlotoCash mobile page and playing on iPhone guide cover the details.
Can I verify a casino account with my phone camera in Minnesota?
Usually yes, since offshore casinos accept photos of documents, and most players take them on a phone. Silver Oak's terms, for example, list government photo ID, both sides of any card used in the last three months, a selfie holding your ID and a utility bill from the last three months. SlotoCash asks for photo ID and a recent utility bill before any payout. Shoot each document in good light with all four corners visible, and make sure the name and address match your profile. Upload only through the casino's own site, never in reply to a text. Our do I need ID to play answer and KYC documents guide explain each check.
Can I play live dealer games on my phone in Minnesota?
Live dealer tables are mostly missing at the offshore casinos covered here, so a phone won't open that option. Third-party reviews report no live dealer games at Silver Oak, Planet 7, Royal Ace, Slot Madness or Decode, and reviewers disagree about SlotoCash. Minnesota's tribal casinos are the in-person alternative for table games with a real dealer. Where an offshore site does stream tables, the stream still runs under the casino's own terms, with no Minnesota oversight. Check the lobby on your own device before depositing for a specific game. Our live dealer guide explains how streamed tables work, and Minnesota online slots covers what the lobbies do carry.
How much can a mobile casino session cost a Minnesota player?
A phone session costs your total stake times the house edge, on average, and short bursts add up faster than they feel. Four quick sessions of 100 spins at $0.50 each is $200 staked; at an illustrative 4% house edge, that's an expected loss of $8 for the day, or about $56 over a week of the same habit. Raise the stake to $2 a spin and the weekly figure becomes about $224. Results swing well above and below those averages. Setting a deposit limit before you open the site is the simplest control. Our gambling budget guide shows how to size a limit, and house edge explained covers the formula.
Are mobile casino bonuses different from desktop bonuses in Minnesota?
The terms recorded for the partner casinos on this page make no distinction between phone and desktop, so the same wagering, max bet and cashout rules follow you to the browser. SlotoCash's published terms, for instance, list 25x deposit plus bonus with a $20 minimum per bonus, while third-party reports put Slot Madness at 30x bonus plus deposit on slots. If a casino advertises a mobile-only promotion, read its terms separately, since it may carry its own conditions. Bonuses remain slot-focused, with table games often excluded or weighted lower. Our mobile bonus page explains the format, and Minnesota casino bonuses works through the math.
