This penny slots guide explains the first surprise most players meet: a one-cent coin rarely means a one-cent spin. Multiply the coin by the number of lines and a typical 25-line game costs $0.25 a spin, so here is how to read the bet, compare RTP across RTG slots and work out what an hour really costs.
A penny slot's real cost is coin value × lines: 25 lines at $0.01 is $0.25 a spin.
RTP still matters at a penny: 96.25% vs 94% is $4.69 vs $7.50 an hour at $0.25 spins and 500 spins an hour.
Bonuses on small deposits usually cost more to clear than they're worth.

What are penny slots?
Penny slots are slot machines that let you set a coin value as low as one cent. The name comes from land-based casinos, where the cabinet's denomination was a penny. Online, the term is looser: it usually means any slot where you can bet a cent per line or play for well under a dollar a spin.
The catch is in the word "per". Most slots charge for every active line, so a one-cent coin value multiplies quickly. This guide, part of our wider casino guides, shows how to read the real bet, which RTG slots give more back on average, and what penny play costs over an evening.
Online casinos are state-licensed only in New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. The casinos featured here are offshore and not licensed or regulated by any US state.
Penny slot bet math: coin value × lines
The total bet on a line-based slot is the coin value multiplied by the number of paylines you play. Some games fix the line count; others let you change it. Games that pay on ways to win instead of lines price a spin differently, so read the bet panel.
What a one-cent coin costs per spin on popular RTG slots
The catalog behind these line counts labels them "betways" without saying whether each is a payline or a way, so treat the spin costs as a guide and confirm in the game. If a slot lets you play fewer lines, the bet drops, but so does the number of winning combinations you're covering, and the published RTP usually assumes all lines are active.
Best penny slots by published RTP
Return to player is the share of total stakes a slot pays back over a very long run. It doesn't predict a session, but it sets the average cost. Our slot RTP guide explains the concept; the figures below come from a third-party catalog, SlotCatalog, and from PokerListings where noted.
RTP and volatility of RTG slots often played at low stakes
Sources disagree on Aladdin's Wishes, so both figures are shown. RTG doesn't publish these numbers on a site we could check, and a casino can run a different setting from the catalog's figure. Check the game's own help screen where it shows an RTP. RTP for Cash Bandits 3 wasn't found in our sources.
What penny slots cost per hour
Expected loss = total stake × house edge, and the house edge is 100% minus the RTP. The table assumes 500 spins an hour, an illustrative pace. Real sessions swing well above and below these averages.

Two points come out of this. First, RTP differences are worth real money even at a penny: at $0.25 spins, the gap between 96.25% and 94% is about $2.81 an hour. Second, spin speed matters as much as bet size. Fast play or autoplay at $0.25 can cost more per hour than slow play at $0.50.
Volatility shapes the ride. A high-volatility slot like Panda's Gold or Aztec's Millions has longer dry spells and rarer, larger wins, so a $20 balance can disappear faster than the averages suggest. A medium-volatility slot gives a smoother session for the same RTP.
Penny slots and progressive jackpots
Many penny players hope for a jackpot, so it's worth knowing how bet size interacts with it. Rules differ by game. PokerListings' RTG overview (opens in a new tab) reports that Aladdin's Wishes has a randomly triggered progressive that can be won without maximum bets. Other progressive titles may require a qualifying bet, which the help screen will state.
Jackpot games often carry a lower base RTP because part of each stake funds the jackpot; Aztec's Millions at 94% sits below Sweet 16's 96.25%, for example. The odds of hitting a progressive aren't published for RTG games. Our jackpot odds guide explains what is and isn't known.
Penny slots and bonuses: the math
A deposit bonus seems a natural fit for a penny player, since small bets help you avoid max bet rules. The problem is the volume of wagering. Here is one reported offer worked through.

The expected cost of clearing ($135) is larger than the whole $90 balance, so the most likely result is losing the balance before wagering ends. Penny bets stretch the time, but they don't change that ratio. Our guide to the best bonus for slots shows how to compare offers. LCB also reports that Banana Jones and Fish Catch can't be played with coupon funds at Planet 7.
How to play penny slots online, step by step
Check your state's gambling law before you open any offshore account.

Open the paytable and note the minimum bet, line count and any jackpot qualifying bet.
Set the coin value and lines, and check the total bet shown before spinning.
Turn off autoplay or set a low spin count, so you control the pace.
Stop at your budget or time limit, whichever comes first.

Penny slot myths to ignore
"Penny slots are tighter." A slot's RTP is set by the game's math, not by your bet size. Some land-based machines differ by denomination, but an online slot's RTP doesn't change with the coin you pick unless its help screen says so.
"A slot is due to pay." Each spin is independent. No slot is hot, cold or due; our hot and cold slots myth page explains why.
"Fewer lines means better odds." Fewer lines lowers the bet but covers fewer winning combinations.
"Low bets can't hurt." Small bets at high speed add up; the hourly table above shows how.
Penny slots at our RTG partners
Planet 7, Royal Ace and Slot Madness are all reported to run RealTime Gaming slots, which is the catalog the RTP table above comes from. None of their official sites could be checked directly, so the details below come from third-party reviews.
Royal Ace's software listing conflicts: Casinos.com names only Big Time Gaming, which looks doubtful for a casino every other source places on RTG. Titles change, so check each casino's lobby before depositing for a particular game. Unofficial mirror sites publish other game lists and codes for these brands, and we don't treat those claims as confirmed.

Frequently asked questions
Do penny slots really cost a penny?
Rarely. A penny slot lets you set a one-cent coin, but most games charge for every line, so 25 lines at $0.01 is $0.25 a spin. Bubble Bubble, listed with 50 betways, would be $0.50 at a penny a line, while Shopping Spree's 9 betways would be $0.09. Ways-based slots like Sweet 16 price spins differently. Our paylines glossary entry explains how lines are counted.
What is the best penny slot to play online?
No slot is best for everyone, but a higher RTP lowers the average cost. Third-party catalogs list RTG's 777 at 97%, Sweet 16 at 96.25% and Panda's Gold at 96%, compared with 94% for Aztec's Millions. Volatility matters too: Panda's Gold is high volatility, so swings are larger. Check RTP in the game's help screen where shown. See our Sweet 16 review for one example.
Can you win a jackpot on penny slots?
On some games, yes, though the odds aren't published for RTG progressives. PokerListings reports that Aladdin's Wishes has a random progressive that can be won without maximum bets. Other jackpot slots may need a qualifying bet, which the help screen states. Jackpot games often have lower base RTP, such as 94% for Aztec's Millions. Our jackpot odds guide explains what's known about hit chances.
How much do penny slots cost per hour?
At $0.25 a spin and an assumed 500 spins an hour, you'd stake $125. On a 96.25% RTP slot that's an average loss of about $4.69 an hour; on a 94% slot it's about $7.50. Real sessions swing widely, and high volatility can drain a small balance faster. Slower play cuts the hourly cost as much as smaller bets. See our house edge guide for the formula.
Should I play fewer lines on penny slots?
Playing fewer lines lowers your bet but also covers fewer winning combinations. The published RTP usually assumes all lines are active, so fewer lines doesn't improve your odds. Some RTG slots fix the line count anyway. If you want a cheaper spin, a slot with fewer lines by design, such as Shopping Spree's 9 betways, does the job more cleanly. Our ways to win entry explains the alternatives.
Are penny slots a good way to clear a bonus?
They keep you under max bet rules but don't make clearing cheaper. Planet 7's reported WELCOME200 turns a $30 deposit into $90 with 30x wagering, or $2,700 of play. At $0.25 spins that's 10,800 spins, and the expected cost at 95% RTP is about $135, more than the balance. Our wagering requirements guide explains how to judge any offer.
Are online penny slots rigged?
There's no evidence in our sources that RTG penny slots are rigged, but offshore casinos aren't audited by any US state regulator. Each spin is decided by a random number generator, and RTP figures come from third-party catalogs, not state testing. That means less outside oversight than at a state-licensed casino. Our are RTG games fair page covers what's known about testing.
Where can US players play penny slots online?
State-licensed online casinos operate only in New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. Elsewhere, US players searching for penny slots find offshore casinos such as our RTG partners, which no US state licenses or regulates. Check your state's law before playing anywhere. Our best slots casinos list ranks partners commercially and explains the risks.
How long will $20 last on penny slots?
On average, roughly four hours at $0.25 spins, but many sessions end far sooner. The math: at an assumed 500 spins an hour, $0.25 spins put $125 an hour through a slot, and at 96.25% RTP the average loss is about $4.69 an hour, so $20 ÷ $4.69 ≈ 4.3 hours. That's only an average across huge numbers of sessions. On a high-volatility game such as Panda's Gold or Aztec's Millions, a run of losing spins can empty $20 in well under an hour, while a lucky feature can stretch it. Our guides to bankroll management and the low-stakes guide show how to plan a session.
What is the minimum deposit to play penny slots at Planet 7?
Third-party listings report $5 by Bitcoin Lightning and $30 by credit or debit card at Planet 7, and the same two minimums are reported for Royal Ace and Slot Madness. A deposit bonus can raise the practical minimum, since Planet 7's reported WELCOME200 match is worked from a $30 card deposit. Withdrawal minimums are higher: LCB lists $50 for Planet 7, while another reviewer gives $100, so a small penny-slot balance may not be withdrawable until it grows. Check the cashier before you deposit. See minimum deposits and our Planet 7 banking page.
Do penny slots have free spins and bonus rounds?
Yes, many do, and the features work the same at a one-cent coin as at a dollar, with wins scaled to your bet. Among the RTG slots on this page, third-party catalogs list free spins with a multiplier on Sweet 16, free spins and respins on Panda's Gold, and free spins plus a bonus game on Bubble Bubble. Shopping Spree has a bonus game and pays both ways. A feature win at $0.25 a spin is a quarter of the same win at $1, so smaller bets mean smaller feature payouts. Our Panda's Gold review and slot volatility explained cover how features affect swings.
Can I play penny slots on my phone?
Yes, at the RTG partners featured here you play through the mobile browser rather than an app. Third-party reviews describe Planet 7 as instant play in Android and iOS browsers with no downloadable app, Slot Madness as browser play on Android and iPhone, and Royal Ace with instant play, mobile and download versions. Small screens make the bet panel easy to misread, so check the total bet, not only the coin value, before each session. Phone play also tends to be faster, which raises the hourly cost. See our mobile casino guide and best casinos for Android.
Do I pay tax on penny slot winnings?
Yes, all gambling winnings are taxable federal income, however small the bet that produced them. For 2026, payers file Form W-2G when slot winnings reach $2,000 or more, and there's no regular withholding on slot wins, but income below that threshold is still reportable. From the 2026 tax year, the loss deduction is reported to be limited to 90% of losses and only up to your winnings, so check IRS guidance. Penny players rarely hit the W-2G line, but a progressive jackpot could. Keep dated records of deposits and withdrawals. See do I pay tax on casino winnings and gambling taxes.
