Curacao license meaning: a Curaçao license is permission to run online gambling issued under the law of Curaçao, now by the Curaçao Gaming Authority under the National Ordinance on Games of Chance (LOK) in force since December 24, 2024. It's a foreign license. It is not a US state license, and it doesn't make an offshore casino legal in any US state.
Curaçao licenses are issued by the Curaçao Gaming Authority (CGA) under the LOK, in force since December 24, 2024.
The reform replaced the old sublicense system with direct licensing; 604 provisional licenses had been granted by December 17, 2025.
A Curaçao license is not a US state license: US legality turns on federal and state law.
SlotoCash, Miami Club and Decode publish no license number; third parties list Curaçao for all three.

Curacao license meaning: the short version
A Curaçao license lets a company offer online gambling under Curaçao law. The Curaçao Gaming Authority's online gaming page (opens in a new tab) explains that the authority acts on behalf of the Minister of Finance with licensing, supervision and enforcement powers. It succeeded the Gaming Control Board, founded in 1999, and set up an Enforcement Unit in 2025.
Many offshore casinos that serve US players cite Curaçao, so you'll see the term on review pages, in casino footers and in our own casino reviews. What it doesn't mean is just as important: it's not permission from any US state, and it gives you no access to a US regulator. Compare it with an Anjouan license and a Costa Rica casino license.
How the Curaçao license changed: old system vs LOK
Under the old regime, casino operators typically worked under sublicenses rather than holding a license of their own. The LOK replaced that with direct licensing, so every operator now falls under CGA supervision itself.

So a casino citing an old-style sublicense may not hold a current CGA license at all. Look for a license number in the new format, as some brands show: Slots.lv and Cafe Casino both cite OGL/2024/670/0711 on their own pages.
What a Curacao license means for US players
In the US, whether gambling is lawful depends on US federal and state law, not on a foreign license. UIGEA's definitions (opens in a new tab) call internet gambling unlawful where it breaks the federal or state law of the place the bet is made, and the federal Illegal Gambling Business Act also turns on state law. Only seven states license real-money online casinos; see states with legal online casinos.
In practice, a Curaçao-licensed casino offers none of the state protections you'd get from a licensed site in New Jersey or Pennsylvania. Say a $500 withdrawal stalls. With a state-licensed casino you can complain to the state regulator. With an offshore casino you complain to the casino, then possibly to the CGA under its Complaints Policy; how well that works for US players isn't published. Our player protections comparison covers the gap.
If nothing matches, treat the license claim as unverified and read our rogue casino checklist.

Frequently asked questions
What does a Curacao license mean?
It means a gambling company is licensed under the law of Curaçao, today by the Curaçao Gaming Authority under the LOK, in force since December 24, 2024. It's a foreign license that sets rules on things like anti-money-laundering and complaints. It's not a US state license and doesn't make play legal in any state. Our Curaçao license law page has the details.
Is a Curacao license legit?
A real CGA license is a genuine foreign license, but it's not proof a casino is safe for US players. The reform only started in November 2023, many licenses granted were provisional, and enforcement for US customers isn't published. Check the number on the CGA's site and read third-party reviews. Our guide to whether offshore casinos are safe covers the risks.
Is a Curacao-licensed casino legal in the US?
A Curaçao license doesn't decide that. US legality depends on federal and state law, and UIGEA defines unlawful internet gambling by the law of the state where the bet is made. Only seven states license online casinos, and a Curaçao license is not one of their licenses. Check your state; see is it illegal to play at offshore casinos.
How do I verify a Curacao license number?
Find the number and company name in the casino's footer or terms, then check them against the license register linked from the CGA's website and its Public Warnings page. LOK-era numbers look like OGL/2024/670/0711. If no number is shown, the license can't be verified. Our rogue casino guide lists other warning signs.
What changed with the Curacao licensing reform?
The LOK replaced the old sublicense system with direct CGA licensing, created B2C and B2B license types and added policies on anti-money-laundering, responsible gaming, complaints and dispute resolution. By December 17, 2025, 604 provisional licenses had been granted and 139 applications rejected. See our Curaçao license law page for the timeline.
Can I complain to Curacao about an offshore casino?
Possibly, if the casino holds a real CGA license. The CGA has an updated Complaints Policy (June 18, 2025) and ADR guidelines (September 8, 2025), but how it handles US players' complaints isn't published. Start with the casino's own complaints process and keep records. Our casino complaint guide walks through the steps.
Does SlotoCash have a Curacao license?
SlotoCash doesn’t show a Curaçao license on its own site, so its license status is reported rather than confirmed. Its terms, fair-gaming page and footer name no license or number. LCB lists Curaçao (CGA) with no number, while an affiliate-program listing says the Central Government of the Netherlands Antilles, the old pre-reform wording. SlotoCash is widely reported as a Deckmedia N.V. brand. Michigan’s Gaming Control Board named it in an October 8, 2026 cease-and-desist release. See who owns SlotoCash for the ownership reports.
Is Miami Club Casino licensed in Curacao?
Miami Club Casino doesn’t display a Curaçao license; its Terms of Use v2.1 and footer name no license at all. LCB lists Curaçao (CGA) but notes the license isn’t shown on the site, and an affiliate-program listing names the Netherlands Antilles under Deckmedia. Section 1.6 of those terms lists the United States as a prohibited jurisdiction, while the site owner’s affiliate program confirms US players are accepted, so confirm eligibility at sign-up. Michigan named Miami Club on August 14, 2025. Read is Miami Club legit for more.
Does Decode Casino hold a Curaçao license?
Decode Casino shows no license in its site footer, so its Curaçao status can’t be checked against the register. LCB’s listing says Curaçao (CGA) while its review text says no licensing information was found, and VegasSlotsOnline names the Curaçao Gaming Control Board with no number. That older name was replaced by the CGA under the LOK. Decode also doesn’t name its owner. Third-party reviews report it refuses players from Maryland, New Jersey, New York and Washington. Our who owns Decode Casino answer covers what is known.
What is the difference between a Curacao license and an Anjouan license?
Both are foreign offshore gambling licenses, issued under the law of Curaçao and of Anjouan in the Comoros, and neither is a US state license. Curaçao’s system was reformed under the LOK from December 24, 2024, with direct licensing by the CGA and published complaint and ADR policies. Silver Oak is the only partner that names its license: its terms say Primrose Media Limited is licensed in Anjouan under the Computer Gaming Licensing Act 007 of 2005. Neither license gives you a US regulator. Compare them in our Anjouan license explainer.
Is a Curacao-licensed casino legal in North Carolina?
No, a Curaçao license doesn’t make an online casino legal in North Carolina, which licenses only sports wagering online. The North Carolina State Lottery Commission lists seven licensed sportsbook operators, with online sports wagering live since March 11, 2024, and says wagering outside the legal channels is unsafe and illegal. No online casino authorization exists there, and retail casino play is limited to tribal casinos such as Harrah’s Cherokee. Players in Charlotte, Raleigh or Greensboro should read our North Carolina gambling laws page.
