Is Bovada legit? It’s a real, long-running offshore casino and sportsbook that publishes its payout rules, but it isn’t licensed by any US state, its terms name no operating company, and officials in a dozen states have ordered it to stop serving their residents, according to official releases and news reports. Here’s what the record shows and what it means for you.
No US state licenses Bovada; the Michigan Gaming Control Board named Harp Media B.V. of Curaçao as its operator.
Bovada’s terms claim a license from “the Union of the Comoros and the Central Reserve Authority of Western Sahara” but give no license number.
Michigan, Colorado, West Virginia, Mississippi, Massachusetts, Florida, Washington and Minnesota officials, among others, have sent cease-and-desist letters.
Bovada lists 19 states plus DC as restricted; several states that acted against it aren’t on that list.
With no state regulator behind it, disputes over bonuses or payouts depend on Bovada’s own terms.
Is Bovada legit? The short answer for US players
Bovada is legit in the narrow sense that it’s an established brand with published banking rules, crypto withdrawal minimums and stated payout times. It isn’t legit in the sense most Americans mean when they ask: it holds no US state license, and state regulators treat it as an illegal offshore operator.
That gap matters in practice. If a withdrawal stalls or a bonus is voided, there is no state gaming board to hear your complaint, no state rule protecting your balance, and no US court the terms point you to. You rely on the operator’s goodwill and its own terms. Our main Bovada review covers games, bonuses and banking; this page focuses on the license, the owner and the legal record.
Who owns Bovada? Harp Media B.V. and the unnamed operator
Bovada’s own terms of service don’t name a legal entity. The clearest official answer comes from the Michigan Gaming Control Board (opens in a new tab), whose May 2024 release names Harp Media B.V. of Curaçao as the operator of Bovada.com and Bovada.lv.
A casino that won’t name its company in its own terms makes it harder for you to know who holds your money or where to send a formal complaint. Compare that with partners that do publish an operator, covered in the comparison below, and with our guide on how to spot a rogue casino.
Bovada license: what the terms claim and what’s missing
Bovada’s terms of service, checked October 28, 2026, say the site is “licensed and regulated by the Union of the Comoros and the Central Reserve Authority of Western Sahara.” No license number is given, and no regulator register is cited where you could look the license up.
There’s also a mismatch worth noticing. Michigan and Washington both tie Bovada to Curaçao, yet the terms don’t claim a Curaçao license. Curaçao has its own regulator, the Curaçao Gaming Authority, which runs direct licensing under a law in force since December 24, 2024. Our pages on the Curaçao license and the Anjouan license explain how these offshore regimes work.

No state lists Bovada as licensed
Whatever the offshore paperwork, a foreign license is not a US state license. Under the federal UIGEA, whether internet gambling is unlawful turns on the law of the state where the bet is made.
Bovada cease-and-desist letters by state
Bovada has drawn more US enforcement letters than most offshore brands. The table lists the actions on record with dates. Where only news coverage reports an action, it’s marked third-party.
State actions against Bovada (as recorded October 28, 2026)
Bovada’s help page lists 20 restricted entries: Arizona, Colorado, Connecticut, Delaware, Kansas, Louisiana, Maryland, Massachusetts, Michigan, Nevada, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Tennessee, Vermont, West Virginia and Washington, DC. The help page lists DC twice, under two names, and the terms updated January 3, 2024, give the same codes.
Several states that have acted against Bovada don’t appear on that list as checked on October 28, 2026, including Mississippi, Florida, Washington, Minnesota and Illinois. A missing state doesn’t mean playing there is lawful. In Washington, for example, RCW 9.46.240 makes knowingly transmitting or receiving gambling information over the internet a class C felony, and the commission cited that statute in its letter.
Don’t try to get around a restriction with location-masking tools or false details. Casinos can void winnings for it, and it doesn’t change what your state’s law says. Check your state on our states hub or the Michigan page for one state that acted early.
Is Bovada legal in the US? What the law says
Seven states license real-money online casinos: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. Bovada isn’t licensed in any of them, and it lists all seven as restricted. Maine legalized tribal online casinos in January 2026, but nothing had launched by October 2026. Our list of states with legal online casinos has the details.
At the federal level, UIGEA targets the payment processing behind unlawful internet gambling; it doesn’t make placing a bet a federal crime for the player. State law decides the question for players, and states differ. We can’t tell you it’s legal for you to play at Bovada, and we won’t tell you you’ll be prosecuted. Read whether it’s illegal to play at offshore casinos and our page on offshore casino legality.
How to check whether Bovada is legit for you
Use these checks before you deposit at Bovada or any offshore casino:
Look up your state’s law and regulator on our states pages, and check whether your state has issued warnings or letters about offshore sites.
Read the casino’s restricted list and its terms of service, including the governing-law clause.
Find the operating company and license number. Bovada’s terms give neither a company name nor a number.
Read the withdrawal rules: minimums, review time and payout methods. Our Bovada withdrawals page lists them.
Read the bonus terms in full; the Bovada bonus page shows what the published summary leaves out.
Deposit only what you could afford to lose if a payout never arrived, and keep records for tax purposes.
What to do if Bovada restricts your account or voids winnings
Because no US regulator oversees Bovada, a restricted account or voided win has to be settled with the operator. A clear, documented approach gives you the best chance.
Ask support, in writing, which clause of the terms was applied and request the clause number.
Save screenshots of your balance, bet history and the terms as they stood when you played.
If your state was added to the restricted list, ask how your remaining balance will be returned.
Request a withdrawal of any undisputed funds by the method with the lowest minimum, such as $10 for Litecoin.
Publishes crypto withdrawal minimums and stated review and payout times
Publishes a restricted-state list and removed West Virginia after that state’s letter, according to news reports
Offers seven crypto options for deposits and withdrawals
Cons
No US state license; regulators call it illegal offshore gambling
Terms name no operating company and no license number
Cease-and-desist letters from a dozen states, per official and news reports
No state regulator or US complaint route for disputes
Restricted list omits some states that have acted against it
Third-party reviews and forums carry player reports in both directions, but we don’t repeat ratings or anecdotes here. Treat single reports with caution and look for patterns across several sources.

Frequently asked questions
Is Bovada legit or a scam?
Bovada is an established offshore brand, not a fly-by-night site, but it isn’t licensed by any US state and regulators treat it as illegal offshore gambling. It publishes withdrawal minimums and payout times, yet its terms name no operating company and give no license number. If a dispute arises, there’s no state regulator to step in. See our Bovada review and how to spot a rogue casino.
Is Bovada legal in the US?
Bovada isn’t licensed in any US state, and several states have ordered it to stop serving residents. Only seven states license real-money online casinos, and Bovada lists all seven as restricted. Federal UIGEA targets payment processing, not players, so the answer for you depends on your state’s law. Read is it illegal to play at offshore casinos and check your state on our states hub.
Which company have regulators named as Bovada's operator?
The Michigan Gaming Control Board names Harp Media B.V., a Curaçao company, as the operator of Bovada.com and Bovada.lv. Bovada’s own terms don’t name any legal entity. The Massachusetts Attorney General’s 2024 letter refers to Harp Media B.V./Hove Media. No ownership details beyond these official references are confirmed. Our page on cease-and-desist letters explains where these names come from.
What license does Bovada have?
Bovada’s terms say it is “licensed and regulated by the Union of the Comoros and the Central Reserve Authority of Western Sahara,” with no license number. No register is cited for checking it, and the claim doesn’t match Michigan’s and Washington’s description of a Curaçao-registered operator. In any case, an offshore license isn’t a US state license. See our Curaçao license explainer.
Which states has Bovada received cease-and-desist letters from?
Official sources record letters or orders from Michigan (2024), Mississippi (2024), Massachusetts (October 3, 2024), Florida (February 3, 2025), Washington (September 19, 2025), Minnesota (November 5, 2025) and Illinois (February 4, 2026). News reports add Colorado, West Virginia, Pennsylvania, Kansas and Louisiana in 2024. See the dated table on this page and our Michigan page for that state’s wider crackdown.
Which US states does Bovada block from signing up?
Bovada lists 19 states plus DC as restricted: Arizona, Colorado, Connecticut, Delaware, Kansas, Louisiana, Maryland, Massachusetts, Michigan, Nevada, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Tennessee, Vermont and West Virginia. Some states that have acted against it, such as Washington and Florida, aren’t listed. A missing state doesn’t make play lawful; check our Washington page for one example.
Can I get my money back from Bovada if something goes wrong?
Only through Bovada itself, in most cases. Because no US state licenses Bovada, there’s no state gaming regulator to take a payout or bonus complaint, and its terms name no company you could pursue. Crypto payments also generally can’t be reversed. Keep records, use the casino’s complaint process, and read our guide on filing a casino complaint before you deposit.
Is Bovada safer than Silver Oak or Planet 7?
None of the three is licensed by a US state, so none carries state protections. Silver Oak publishes an operator and an Anjouan license in its terms; Bovada names no company and gives no license number; Planet 7 shows neither on its site, according to third parties. Michigan has acted against all three. See Silver Oak vs Bovada for a fuller side-by-side.
Will I get in trouble for playing at Bovada?
We can’t tell you that you will or won’t; it depends on your state’s law. Federal UIGEA aims at payment processing, not individual bettors, while state laws vary, and Washington treats knowingly transmitting or receiving gambling information online as a class C felony. Regulators’ letters so far have targeted operators. Read can I get in trouble for playing online casinos.
Is Bovada legal in Texas?
No Texas law authorizes online casinos, so Bovada has no legal standing there, even though Texas isn't on its restricted list. Since September 1, 2025, the Texas Department of Licensing and Regulation has run the state lottery, and SB 3070 bars facilitating lottery play by internet or app. Online sports betting isn't authorized either. A missing state on Bovada's list is a business choice, not a legal green light. Our Texas gambling guide covers the law for players in Houston, San Antonio and Dallas, and are online casinos legal in the US gives the national picture.
Why did Bovada stop accepting West Virginia players?
Bovada added West Virginia to its restricted list after the West Virginia Lottery sent it a cease-and-desist letter on June 26, 2024, according to news reports, with the restriction taking effect around July 15, 2024. West Virginia is one of the seven states that license real-money online casinos, so residents there have state-licensed options with regulator oversight. The same reports cover Colorado's June 4, 2024 letter. See our West Virginia gambling guide and the states with legal online casinos list.
Is Bovada owned by the same company as Ignition or Cafe Casino?
No common owner is confirmed in the record, and the names on file differ. Michigan's regulator names Harp Media B.V. of Curaçao as Bovada's operator. Ignition's terms name Bamboo Media of Anjouan and Arachis Media Ltd, while Cafe Casino's name Arbol Media B.V. of Curaçao and also Arachis Media. Shared entity names among the other two brands suggest links, but Bovada's own terms name no company at all. Compare the details on our Ignition legitimacy check and Cafe Casino legitimacy check.
Does Bovada actually pay out?
Bovada publishes clear payout rules, though no US regulator enforces them. Its help pages describe a review of about 24 to 48 hours, then Bitcoin in up to 24 hours, other coins in up to an hour and vouchers in about 24 hours. Crypto minimums run from $10 for Litecoin and several other coins to $75 for Bitcoin. Published rules show intent, not a promise, and independent payout data isn't part of the record. Our Bovada withdrawals page covers each method, and do offshore casinos pay out explains the risks.
Does Bovada report my winnings to the IRS?
Bovada doesn't say whether it issues tax forms, and an offshore operator may never send a W-2G. That doesn't change what you owe: gambling winnings are taxable federal income either way. For 2026 payments, the W-2G threshold for slot, keno and bingo wins is $2,000, and from the 2026 tax year the loss deduction is reported to be capped at 90% of losses, so check IRS guidance. Keep your own record of deposits, withdrawals and dates. See do offshore casinos report to the IRS and our W-2G form explainer.
Is Bovada safe to deposit crypto with?
Bovada accepts seven crypto options, but crypto deposits carry their own risks because transfers generally can't be reversed. If you send coins to the wrong address or a dispute arises, there's no card chargeback and no US regulator to step in. Bovada lists Bitcoin, Ethereum, Tether, Litecoin, Bitcoin Cash, Bitcoin SV and Bitcoin Lightning. Send a small test amount first and keep balances low. Our guides to whether Bitcoin is safe for casinos and crypto casino scams cover the precautions.
