Real money online casinos in Kentucky are all offshore, because the state licenses sports betting and fantasy contests but not online casino games. If you play from Louisville or Lexington, you deposit with a foreign-run site, you rely on its own terms for withdrawals, and your winnings are still taxable federal income.
Kentucky licenses no real money online casinos; the AGA lists them as not legal.
Card deposits often fail or cost extra at offshore sites; crypto is the usual route in and out.
Published payout caps start at $2,500 a week at both partners on this page.
Winnings are taxable federal income, with a $2,000 W-2G threshold for slot wins paid in 2026.

Are real money online casinos legal in Kentucky?
Kentucky has not authorized real money online casino games. The American Gaming Association's State of the States 2026 (opens in a new tab) lists online casinos there as not legal, and the AGA counts no commercial casinos in the state either. What Kentucky does license online is sports betting, through HB 551 (2023), and fantasy contests, through HB 904 (2026).
That leaves offshore casinos, which are licensed, if at all, outside the US. They are not licensed by Kentucky or any other state, the Kentucky Horse Racing and Gaming Corporation does not oversee them, and we found no KHRGC statement about them. Our Kentucky gambling laws page covers each statute, and the Kentucky hub has the full overview.
We can't tell you that playing at an offshore casino is legal for you, or that you will be prosecuted. Read Kentucky's law as written, and decide with the risks in view.
Offshore real money casinos vs state-licensed sites
Seven states license real money online casinos: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. A Kentucky resident who visits one of them can play there under that state's rules, but cannot use those sites from home. The comparison below shows what changes for a Kentucky player at an offshore site.
What you get at a state-licensed casino vs an offshore one
Card payments to gambling sites use merchant category code 7995, and many US banks decline or flag it. Some treat a credit card gambling charge as a cash advance with extra fees. The UIGEA, which bars gambling businesses from accepting payments tied to unlawful internet gambling, is the legal background to those blocks. Our guide to card declines explains what happens.
Crypto avoids the card networks, which is why it dominates offshore cashiers. Silver Oak's banking page (opens in a new tab) shows the difference clearly: Bitcoin, Litecoin and Ethereum deposits run from $30 to $100,000 with no fee, while Visa, Mastercard, Amex and Discover deposits run from $30 to $1,000 with a 3–10% fee. On a $200 card deposit, that fee is $6 to $20 before you place a bet.

Withdrawals: how real money leaves an offshore casino
Getting money out is where offshore casinos differ most from licensed ones. Both partners here pay by Bitcoin, bank wire and check, with caps and review periods that stretch large wins over weeks.

Silver Oak's terms and conditions (opens in a new tab) add two rules worth knowing: an 8% fee (minimum $4) applies if a deposit has not been wagered once, and the monthly cap is $5,000 if your balance is at least 10 times your total deposits, otherwise $10,000. Planet 7's minimum withdrawal is listed as $50 by one reviewer and $100 by another. Read how to withdraw from an online casino and our explainer on withdrawal limits.
Worked example: a $6,000 win at Silver Oak
Suppose a Lexington player's balance reaches $6,000, with the weekly cap at its starting level of $2,500. The payout would come in three parts: $2,500, $2,500 and $1,000, over at least three weeks, and each part can sit in review for 7–10 business days before payment. A $40 Bitcoin fee on each of three payouts would cost up to $120, if the top of the published fee range applied.
ID checks before your first real money withdrawal
Both casinos verify your identity before paying out, and Silver Oak's terms block withdrawals until that is complete. Getting it done early saves days.
Register with your legal name, date of birth and Kentucky address exactly as they appear on your ID.
Prepare a government photo ID, such as a driver's license or passport.
Add a utility bill or bank statement from the last three months that shows your address.
For card deposits, photograph the front and back of each card used in the last three months, covering the middle digits.
Take a selfie holding your ID if asked, which both casinos' published rules or reviewers mention.
Send everything to the casino's documents address and wait for written confirmation before you request a payout.
Third-party reviews say Planet 7 completes checks in 0–3 days. Our verification guide covers rejected documents and how to fix them.
Taxes on real money casino winnings in Kentucky
Gambling winnings are taxable federal income, wherever you won them. Under the IRS's W-2G instructions (opens in a new tab), payers report slot winnings of $2,000 or more paid in 2026, with no regular withholding on slots. Offshore casinos may not send a form, but that does not change what you owe.
Losses can be deducted only up to your winnings for the year. From the 2026 tax year, the 2025 tax law is reported to cap that deduction at 90% of losses; check IRS guidance. In plain math: $10,000 of losses would allow up to $9,000 as a deduction under that rule, and only if you had at least $9,000 of winnings. Kentucky income tax questions belong with the Kentucky Department of Revenue or a tax preparer.
Every casino game carries a house edge, and over time it turns into an expected loss. A simple formula helps: total amount staked × house edge = expected loss. On a hypothetical slot with a 4% house edge, 400 spins at $1 an hour means $400 staked and about $16 of expected loss per hour. Short sessions can swing either way, but the edge always wins over enough spins.
No betting system changes that, and slots are never due to pay. Our guides to the house edge and a gambling budget show how to set limits that match what you can afford to lose.
Risks of offshore real money casinos for Kentucky players
Pros
Crypto deposits and withdrawals avoid card declines.
Silver Oak publishes its operator, Anjouan license, caps and KYC rules.
Browser play works on phones without an app.
Cons
No Kentucky or US regulator, and no state protection for balances.
Weekly caps and long review periods delay large payouts.
Third-party reviewers report slow payments and poor support at both brands.
Michigan's regulator ordered both Silver Oak and Planet 7 to stop serving Michigan residents in April 2025.
The Kentucky Council on Problem Gambling offers state-level support, and the KHRGC lists kyproblemgamblingassistance@ky.gov for help. The National Problem Gambling Helpline is 1-800-MY-RESET (1-800-697-3738), by call or text, free and confidential 24/7, with chat through the National Council on Problem Gambling (opens in a new tab). Silver Oak lists deposit limits, cool-off periods and self-exclusion through live chat; third-party reviewers found no such tools listed at Planet 7, so ask support directly.

The casino's own site advertises a different package, $10,000 as a 100% match on each of the first ten deposits with codes SILVEROAK1 to SILVEROAK10, no max withdrawal and deposits from $30; its promotion page says 30x wagering while its terms say 40x on slots and 60x on table games and video poker (primary, conflicting). The terms shown at sign-up apply. Silver Oak is run by Primrose Media Limited and licensed in Anjouan, per its terms; one reviewer lists no license.
Planet 7 Casino: $2,750 Welcome Bonus + 45 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews list a WELCOME200 code at 200% with 30x (deposit + bonus) on slots and a $1,000 max cashout; codes change, and the terms shown at sign-up apply. Reviewers disagree on its license (Costa Rica or none) and operator.

Frequently asked questions
Can you play real money online casinos in Kentucky?
Kentucky does not license any real money online casino, and the AGA lists online casinos as not legal there. Offshore sites still accept sign-ups from many states, but they are not licensed by Kentucky or any US state and offer no state protection. Kentucky does license online sports betting and fantasy contests. Our Kentucky gambling laws page explains each, and our offshore casino legality guide covers the general picture.
Why was my card declined at an online casino from Kentucky?
Most likely your bank or card issuer in Kentucky blocked a gambling transaction coded 7995. Many US issuers decline that code by default or add checks, and some treat credit card gambling as a cash advance with fees. Silver Oak also charges 3–10% on card deposits, per its banking page, while crypto deposits there carry no fee. Our answer on credit card declines at casinos and our credit card blocks guide explain the options.
How long do withdrawals take from offshore casinos?
Usually days to weeks, depending on the casino. Silver Oak's terms describe a 7–10 business day review followed by 7–10 business days for payment. For Planet 7, one reviewer reports 5–7 days pending and 7–9 days by bank, while another says payouts often take more than a month. Weekly caps can split big wins further. Our withdrawal times guide and withdrawal delays explainer cover what to expect.
Do I have to pay taxes on online casino winnings in Kentucky?
Yes, gambling winnings are federal taxable income even from an offshore casino that sends no tax form. The W-2G threshold for slot winnings paid in 2026 is $2,000. Losses are deductible only up to winnings, and from 2026 the deduction is reported to be capped at 90% of losses; check IRS guidance. Ask the Kentucky Department of Revenue about state tax. See our tax answer and W-2G form page.
Do offshore casinos report Kentucky players' winnings to the IRS?
Offshore casinos may not issue W-2G forms to Kentucky players, but that doesn't remove your duty to report winnings. Gambling income is taxable federal income whether or not a form arrives. Keep your own records of deposits, withdrawals and crypto transfers so you can support your figures. Our answer to whether offshore casinos report to the IRS and our gambling records guide explain how to keep track.
What is the minimum deposit at real money casinos for Kentucky players?
At the partners on this page, card deposits start at $30. Silver Oak lists $30 as the floor for cards and crypto, and third-party reviews report a $5 minimum for Bitcoin Lightning at Planet 7. Bonus offers may set their own higher minimums, so check the promotion terms. Our minimum deposit answer compares more casinos, and low deposit casinos lists the cheapest options.
Is Silver Oak Casino licensed for Kentucky players?
Not by Kentucky: Silver Oak's terms say it is run by Primrose Media Limited and licensed in Anjouan under the Computer Gaming Licensing Act 007 of 2005, with no separate license number shown. One third-party reviewer lists no license and mentions Costa Rica, so sources conflict. Either way, no US state licenses it, and Michigan's regulator named it in April 2025. Our Silver Oak legitimacy check and Anjouan license page explain more.
Are real money online casinos safe for Kentucky players?
They carry more risk than state-licensed casinos because no US regulator oversees them and balances have no state protection. Third-party reviewers report slow payments and support problems at both partners on this page. Using crypto, verifying early and withdrawing promptly can reduce some friction, but not the underlying risk. Read are offshore casinos safe and our player protections comparison before you deposit.
Can Kentucky residents play at legal online casinos in New Jersey or Pennsylvania?
Only while physically in a state that licenses them, not from home in Kentucky. New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island license real money online casinos, and those sites follow that state's rules for players located there. A Louisville resident visiting Philadelphia, for example, plays under Pennsylvania's rules for the visit. Back in Kentucky, the same sites aren't available. Our states with legal online casinos page lists the seven, and traveling and online casinos explains how location checks work.
Is Planet 7 legit for Kentucky players?
Planet 7's credentials are hard to pin down, because its own site couldn't be checked and reviewers disagree on both license and operator, listing Costa Rica or none. The Michigan Gaming Control Board named it in its April 9, 2025 cease-and-desist release on illegal offshore operators. Reviewers report payouts that range from 5–7 days pending to more than a month, and no listed responsible gambling tools. It isn't licensed by Kentucky or any US state. Read is Planet 7 legit and the Planet 7 withdrawals page before you deposit.
How much can Kentucky players withdraw from Silver Oak each week?
Silver Oak's weekly withdrawal limit starts at $2,500, and its banking page caps each Bitcoin, wire or check payout at $2,500 too. Its terms then set a monthly cap of $5,000 if your balance is at least 10 times your total deposits, or $10,000 otherwise. So a $6,000 balance would leave in three payments over at least three weeks, each with a review of 7–10 business days. Fees run $0–$40 for Bitcoin, $0–$20 for wires and $0–$25 for checks. See Silver Oak withdrawals and our weekly withdrawal limits guide.
What can a Kentucky player do if an offshore casino won't pay?
Work through the casino first, because the Kentucky Horse Racing and Gaming Corporation doesn't oversee offshore casinos. Ask support in writing which term or document is holding the payout, and keep screenshots of your balance, request and chats. Check whether the delay is simply the published review period or weekly cap. If the casino names a license, such as Silver Oak's Anjouan license, that licensing body is a possible next step, though it offers far less than a US regulator. Our casino ADR and complaints guide and the Anjouan license page explain the routes.
How do I close an offshore casino account from Kentucky?
Withdraw any balance first, then ask support in writing to close the account, and keep the confirmation. If you're closing it because gambling has become a problem, ask for self-exclusion rather than a simple closure, since it is meant to stop you reopening it. Silver Oak lists self-exclusion through live chat, while reviewers found no such tools listed at Planet 7, so ask support directly. A blocker such as Gamban adds a second barrier. Our closing a casino account guide and self-exclusion at offshore casinos page explain the steps.
