Rhode Island sports betting

Rhode Island sports betting is a topic where we'd rather be upfront than guess: the state sources relied on here don't confirm which sportsbook apps are live, when betting launched or the minimum age. What is clear is that federal law has let states decide since 2018, that offshore sportsbooks aren't licensed by Rhode Island, and that winnings are taxable.

Key takeaways

  • The current Rhode Island sportsbook setup, launch date and age aren't confirmed in the sources used here; check with the Rhode Island Lottery.
  • Since Murphy v. NCAA (May 14, 2018), each state decides whether to legalize sports betting.
  • Bovada's own help page lists Rhode Island among its restricted states.
  • None of our partner casinos runs a sportsbook.
  • Sports wins of $2,000 or more that are also at least 300 times the stake trigger a W-2G.

Is Rhode Island sports betting legal?

State law decides, and the record we rely on doesn't settle the details. The Rhode Island Lottery runs the state's legal gambling: the lottery itself and, as trade press reports, the single online casino operated by Bally's since March 5, 2024. Whether and how sportsbooks operate under the same structure, and through which apps, isn't confirmed in the sources used for this page.

That gap is a reason for caution rather than a verdict either way. Before you download any sportsbook app or open an account, confirm with the Rhode Island Lottery that the operator is authorized in the state. The Rhode Island online casinos hub covers the agencies involved, and our national tracker answers is sports betting legal in my state.

For comparison, the Rhode Island Lottery sets the lottery age at 18, and a third-party source gives 21 for the online casino. Don't assume either applies to sports betting. Our gambling age by state table compares ages nationally.

How sports betting became a state decision

Until 2018, a federal law called PASPA barred most states from authorizing sports betting. On May 14, 2018, the US Supreme Court decided Murphy v. NCAA 6-3, with Justice Alito writing for the majority. It held that PASPA's ban on states authorizing sports gambling violated the Constitution's anticommandeering rule, and because no part of the law could be severed, the whole statute fell.

The result is the patchwork that exists today: each state chooses whether to allow sports betting, who can offer it and on what terms. Our PASPA and Murphy v. NCAA page explains the ruling, and sports betting laws compares state approaches.

The Wire Act and sports bets placed from Rhode Island

The federal Wire Act, 18 U.S.C. § 1084 (opens in a new tab), targets people "engaged in the business of betting or wagering" who knowingly use wire communications to transmit interstate or foreign bets, or information assisting bets, on sporting events. Its wording reaches operators rather than individual bettors, and it exempts transmissions between places where the betting is legal.

In New Hampshire Lottery Commission v. Rosen (opens in a new tab), decided January 20, 2021, the First Circuit held that the Act's prohibitions apply only to bets or wagers on sporting events or contests. A June 2021 letter from state attorneys general noted that the ruling directly binds the Justice Department only as to the parties in that case. For an offshore sportsbook taking bets from US states, the Wire Act is one of the main federal risks it carries. See our Wire Act explainer.

Sports betting next door: Connecticut and Massachusetts

Rhode Island's two neighbors both run legal sportsbooks, and their records are clearer. Connecticut's consumer protection department lists three operators, with a minimum age of 21. The Massachusetts Gaming Commission lists seven.

Offshore sportsbooks and Rhode Island bettors

Offshore sportsbooks aren't licensed by Rhode Island or any US state, so there's no state regulator to hear a dispute over a voided bet or a held payout. The best-known brand doesn't take the state anyway: Bovada's own help page on restricted locations lists Rhode Island among 20 excluded state codes.

Regulators have also gone after Bovada directly. The Michigan Gaming Control Board issued a cease-and-desist letter to Bovada's operator (opens in a new tab), Harp Media B.V. of Curaçao, on May 29, 2024, and other states followed with letters of their own. Our Bovada review and is Bovada legit pages have the full list, and cease-and-desist letters tracks the pattern.

None of our seven partners is a sportsbook. Each is an offshore online casino, so nothing on this page promotes sports betting.

Daily fantasy and prediction markets in Rhode Island

The sources used here don't record Rhode Island's position on paid daily fantasy contests. Connecticut, by comparison, allows paid-entry contests through DraftKings at 18. Check Rhode Island's current rules before you enter, and see our daily fantasy sports laws page for the national map.

Prediction markets are the newest gray area. A Congressional Research Service report dated August 17, 2026 lists several bills, including H.R. 7477 and the Prediction Markets Are Gambling Act (S. 4160 / H.R. 9856), that would bar sports contracts on CFTC-regulated exchanges. Separately, the SAFE Bet Act of 2025 (S. 1033 / H.R. 2087) would set federal minimum standards for state-regulated sports betting. None had become law in that report. Our prediction markets page tracks the debate.

How to check a sportsbook before betting from Rhode Island

  1. Ask the Rhode Island Lottery, or check its official site, whether the operator is authorized in the state.
  2. Match the app's company name to the one the state lists; copycat apps and unofficial mirror sites can imitate real brands.
  3. Read the age and location rules in the terms before you deposit.
  4. Check whether the operator appears in any state cease-and-desist releases.
  5. Set a deposit limit at sign-up, before you place a first bet.

Our how to spot a rogue casino guide applies just as well to sportsbooks, and the state regulators directory lists every agency.

Rhode Island sports betting taxes and the W-2G

Sports betting winnings are taxable federal income. Under the IRS instructions for Form W-2G (opens in a new tab), a sportsbook reports a win for payments made in 2026 when it is $2,000 or more and also at least 300 times the wager. Regular 24% withholding applies when the winnings minus the wager exceed $5,000 at that 300x level, and 24% backup withholding applies if you don't give a correct taxpayer ID.

When a sports win triggers a W-2G (2026 payments)
ExampleWinMultiple of stakeW-2G?
$5 parlay$2,500500xYes: over $2,000 and over 300x
$50 single bet$2,50050xNo form, but still taxable
$10 long shot$1,500150xNo form, but still taxable

From the 2026 tax year, the deduction for gambling losses is reported to be capped at 90% of losses and only up to your winnings; check IRS guidance. Offshore books may not issue a W-2G, but the income is reportable either way. See gambling taxes for the federal rules, and confirm Rhode Island income tax with the Division of Taxation.

Frequently asked questions

Is online sports betting legal in Rhode Island?

We can't confirm the current setup from the sources used here. Federal law has allowed states to legalize sports betting since Murphy v. NCAA in 2018, and the Rhode Island Lottery runs the state's other legal gambling, but which sportsbook apps operate in Rhode Island, if any, isn't recorded. Check with the Lottery before you bet. Our Rhode Island gambling laws page covers what state law does record.

How old do you have to be to bet on sports in Rhode Island?

The sports betting age isn't confirmed in the sources used here. The Rhode Island Lottery sets the lottery age at 18, and a third-party source gives 21 for the online casino, but neither figure necessarily applies to sportsbooks. Neighboring Connecticut sets sports betting at 21. Confirm with the Lottery or the operator. Our gambling age by state page compares ages.

Can I use Bovada in Rhode Island?

No. Bovada's own help page on restricted locations lists Rhode Island among the US states it doesn't serve, along with Connecticut, Massachusetts and others. Bovada is an offshore sportsbook and casino whose operator, Harp Media B.V., received a Michigan cease-and-desist letter on May 29, 2024. Our Bovada review covers its terms and regulator actions.

Can Rhode Island residents bet in Connecticut or Massachusetts?

Both neighbors run legal sportsbooks: Connecticut lists DraftKings, FanDuel and Fanatics, and Massachusetts lists seven operators, including Bally Bet. Each state's own rules apply to bets placed there; Connecticut's minimum age is 21. Read the operator's terms before you sign up, and check that the state's regulator lists the operator as licensed there. Our Connecticut page explains that state's market.

Do our partner casinos offer sports betting?

No. None of our seven partners is a sportsbook; each is an online casino built around slots, table games and video poker. They are offshore and not licensed by Rhode Island or any US state. If you're looking for casino games instead, our real money casinos in Rhode Island page explains the state-approved option alongside the offshore one.

Are sports betting winnings taxable in Rhode Island?

Yes. Sports winnings are taxable federal income. A W-2G is issued when a win is $2,000 or more and at least 300 times the wager, and 24% withholding applies when winnings minus the wager exceed $5,000 at that level. From 2026, the loss deduction is reported to be capped at 90% of losses. Our W-2G form page explains the thresholds.

Does the Wire Act make sports betting illegal for bettors?

Its wording targets those in the business of betting, not individual bettors. The Wire Act bars businesses from knowingly using wire communications to transmit interstate sports bets, with an exemption between places where betting is legal. The First Circuit confirmed in 2021 that its prohibitions cover sports betting only. State law still decides what's lawful for you. See our Wire Act page.

Can I bet on sports with crypto from Rhode Island?

Only through offshore sites, which Rhode Island doesn't license. Crypto payments generally can't be reversed, so there's no chargeback if a book refuses to pay, and the coin's value can fall before you sell. Some offshore brands, Bovada included, exclude Rhode Island entirely. Our crypto casinos in Rhode Island page explains crypto risks in detail.

Does Bally's run sports betting in Rhode Island?

That isn't confirmed in the sources used here. Bally's holds Rhode Island's single online casino right, working under the Rhode Island Lottery since March 5, 2024, and it runs both land-based casinos, in Lincoln and Tiverton. Whether it also operates the state's sportsbook, online or in person, isn't recorded, so ask the Lottery or the casino directly. Next door, Bally's does appear on the Massachusetts Gaming Commission's list of sportsbooks as Bally Bet. Our Massachusetts sports betting page lists all seven operators licensed there.

Are prediction markets legal for sports bets in Rhode Island?

The sources used here don't record Rhode Island's position, and the federal picture is unsettled. A Congressional Research Service report dated August 17, 2026 lists several bills, such as H.R. 7477 and the Prediction Markets Are Gambling Act, that would bar sports contracts on CFTC-regulated exchanges, but it lists none as enacted. The only measure agreed was S.Res. 708, a Senate rule barring senators and staff from trading on prediction markets. Check Rhode Island's rules before you trade. Our prediction markets page explains how event contracts differ from sports bets.

Why doesn't Bovada accept Rhode Island bettors?

Bovada doesn't explain its choices, but its own help page lists Rhode Island among 20 excluded state codes, along with Connecticut, Massachusetts, Pennsylvania and New Jersey. Several state regulators have acted against it. The Michigan Gaming Control Board sent its operator, Harp Media B.V., a cease-and-desist letter on May 29, 2024, Colorado followed on June 4, 2024, and West Virginia's Lottery sent one on June 26, 2024, after which Bovada reportedly restricted that state. Our is Bovada legit page lists every action on record.

Would the federal SAFE Bet Act change sports betting in Rhode Island?

Only if it passes, and the Congressional Research Service report of August 17, 2026 didn't list it as enacted. The SAFE Bet Act of 2025 (S. 1033 / H.R. 2087) would subject state-regulated sports betting to federal oversight and minimum standards, which would affect any sportsbook a state like Rhode Island licenses. For now, each state still sets its own rules under Murphy v. NCAA. Our sports betting laws page tracks federal and state proposals.

How do I report sports betting winnings in Rhode Island without a W-2G?

Report them anyway, because winnings are taxable federal income whether or not you get a form. A W-2G is issued only when a win reaches $2,000 and at least 300 times the stake, so most single bets never trigger one, and offshore books may not send a W-2G at all. Keep a dated log of every deposit, bet and withdrawal, plus statements, so you can show both winnings and losses. From the 2026 tax year, the loss deduction is reported to be capped at 90% of losses; check IRS guidance. Our keeping gambling records guide shows what to log.

Where can Rhode Island sports bettors get help?

The state also lists Problem Gambling Services at 1-401-499-2472 and the Rhode Island Council on Problem Gambling at 1-401-354-2877. Nationally, 1-800-MY-RESET (1-800-697-3738) offers free, confidential call, text and chat support around the clock, and in a crisis you can call or text 988. Blocking apps can stop access to betting sites on your phone. Our state problem gambling programs page lists services in every state.
