Illinois gambling laws allow casinos, sports betting and the lottery under state license, but not online casinos. The Illinois Gaming Board says state law prohibits operating internet sites that allow gambling, and in February 2026 it sent more than 60 cease-and-desist letters to online casino and sweepstakes operators. Here is every form of gambling, the statute behind it and what is pending.
Online casinos are not legal in Illinois; the Gaming Board says state law prohibits operating internet gambling sites.
Sports betting has been legal online and in person since March 2020, with 10 online and 12 retail licensees listed by the board.
The Gaming Board oversees 17 casinos; the Illinois Lottery sells tickets online as well as in stores.
Sweepstakes casinos are not banned by statute, but the February 2026 letters cited the Criminal Code and the Prizes and Gifts Act.
An online casino bill, HB 0007, is reported to be in committee; nothing has passed.

The online casino gap matters most for readers of this site. It means that every real money casino app or website open to Illinois players today is offshore and outside the Gaming Board’s licensing system.
The Illinois Criminal Code on gambling: 720 ILCS 5/28-1
The core ban sits in Article 28 of the Illinois Criminal Code. The Gaming Board’s cease-and-desist letter to JuicyPopSlots (opens in a new tab), a site the board links to Bovada, cites 720 ILCS 5/28-1(a)(12) as the provision that unlicensed internet casino and sports sites breach. On its cease-and-desist page (opens in a new tab) the board puts it plainly: Illinois law further prohibits the operation of internet sites that allow gambling.
Those letters tell operators to block Illinois or face civil or criminal penalties. They are addressed to the businesses running the sites, not to players. The exact penalty classes in Article 28 aren’t set out in the board’s letters; read the statute itself if you need them, or ask an Illinois attorney.

The Illinois Gambling Act and the Gaming Board
The Illinois Gambling Act (230 ILCS 10) is the framework for licensed casinos, and the Illinois Gaming Board is the agency that applies it. Its published figures list 17 casinos under its oversight, along with sports wagering licensees. That same agency issued the 2026 cease-and-desist letters, so it acts both as licensing body and enforcer.
Because online casinos sit outside the Gambling Act, the board has no license to offer them and no complaint process for players at offshore sites. That is the practical cost of the law as it stands: a dispute with an offshore casino has no Illinois forum. Our page on state regulators compares the Gaming Board with agencies in states that do license online casinos.
Illinois sports betting law since 2020
Sports betting became possible nationwide after the Supreme Court struck down the federal ban in Murphy v. NCAA in May 2018. Illinois launched in March 2020. The board’s list of authorized sportsbooks (opens in a new tab) shows 10 online operators: bet365, BetMGM, BetRivers, Caesars, Circa Sports, DraftKings, theScore Bet, Fanatics, FanDuel and Hard Rock Bet, plus 12 retail licensees.
Those sportsbooks are state-licensed, which means their terms, geolocation and complaint handling fall under the board. Many of the same brands run online casinos in other states, but not in Illinois. Read more on Illinois sports betting.
The Illinois Lottery and online ticket sales
The Illinois Lottery runs the state lottery and sells tickets online as well as at retailers; its responsible-play pages include a self-exclusion option for online purchases. Illinois has a footnote in federal gambling history too. A 2011 Justice Department legal opinion on the Wire Act was prompted by Illinois and New York plans to sell lottery tickets online through out-of-state processors, and it concluded the Act was limited to sports betting.
The department reversed course in 2018, and in January 2021 the First Circuit held that the Wire Act applies only to sports-related bets. Online lottery sales in Illinois sit on that federal background.
Sweepstakes casinos and the Prizes and Gifts Act
Illinois has no statute that names and bans dual-currency sweepstakes casinos, unlike New York, New Jersey or California. State officials used existing law instead. The state’s February 5, 2026 press release (opens in a new tab) describes more than 60 cease-and-desist letters to online casino and sweepstakes platforms; SportsLine reported the figure as 65 operators. Letters dated February 4, 2026 went to Stake.us, RealPrize, Sportzino and JuicyPopSlots, among others.
Several sweepstakes brands then stopped Sweeps Coins play in Illinois, according to trade reports: WOW Vegas from May 1, 2026, and seven Blazesoft brands including Zula, Sportzino and Fortune Wins, with redemptions open until June 7, 2026. A sweepstakes bill is reported to be in committee. Our Illinois sweepstakes casino guide and the national sweepstakes casino bans tracker follow the details.
Gambling ages in Illinois
The official pages cited here don’t publish Illinois’ minimum ages for casinos, sports betting or the lottery, so we don’t quote figures. Check the rules shown by each licensed operator or the Illinois Lottery, and see our gambling age by state overview for context.
For offshore sites, the casino’s own terms set the age. This site applies 21+ to every offer it shows, even where a casino’s terms allow 18.
Penalties and enforcement: operators versus players
Illinois enforcement so far has aimed at operators. The 2026 letters went to the companies running sites and warned of civil or criminal penalties if they kept serving Illinois. Federal law follows the same pattern: the UIGEA targets gambling businesses that accept payments for unlawful internet gambling, and it does not make placing a bet a federal crime for the player.

Legal online casinos would need new legislation. HB 0007, an iGaming bill, is reported by a third-party tracker to be in committee. A separate sweepstakes bill is also reported in committee. Neither had passed as of October 28, 2026.

Illinois’ Gaming Board runs a self-exclusion program (opens in a new tab) covering its licensed venues, and the Illinois Lottery offers self-exclusion from online ticket purchases. Neither reaches offshore casinos, which run their own tools, if any.
Because Illinois licenses no online casinos, the partner offers below come from offshore casinos that no US state licenses. The Gaming Board describes unlicensed online casinos as illegal gambling, so weigh that before you sign up. There is no Illinois regulator to hear a complaint and no state protection for your balance. We earn a commission through these links, and our order is commercial.
Planet 7 Casino: $2,750 Welcome Bonus + 45 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews report a 200% match with code WELCOME200, 30x (bonus plus deposit) wagering on slots and a $1,000 max cashout; the casino’s own terms could not be read, so check the terms at sign-up. Michigan’s regulator named Planet 7 in an April 9, 2025 cease-and-desist release. Read the Planet 7 review first.
Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party sources disagree on the casino’s own package: LCB lists 200% up to $4,000 at 30x (bonus plus deposit) on slots, 60x on blackjack and video poker, with max cashout of 10 times the deposit, while casino.guru lists 250% up to $2,500 plus 35 spins. See the Royal Ace review.
Bonuses are slot-focused; table games are often excluded or weighted lower. Wagering means you play the house edge many times over, so expect the bonus to cost money on average.

Frequently asked questions
Is online gambling legal in Illinois?
Some online gambling is legal in Illinois, but not online casinos. Online sports betting has been licensed since March 2020 and the Illinois Lottery sells tickets online. Online casino games have no license, and the Gaming Board says state law prohibits operating internet sites that allow gambling. Any real money casino site open to Illinois today is offshore. See our Illinois online casino guide and can I play online casinos in Illinois.
What law makes online casinos illegal in Illinois?
The Gaming Board cites 720 ILCS 5/28-1(a)(12) of the Criminal Code, together with sections 3 and 18(a)(1) of the Illinois Gambling Act, in its 2026 cease-and-desist letters. The board summarizes the position as Illinois law prohibiting the operation of internet sites that allow gambling. The letters were sent to operators and demanded that they block Illinois users. Our page on cease-and-desist letters explains how these orders work across states.
Who regulates gambling in Illinois?
The Illinois Gaming Board regulates casinos and sports wagering in Illinois. It oversees 17 casinos and lists 10 online and 12 retail sportsbook licensees. The Illinois Lottery runs the lottery separately. No online casino license exists because state law doesn’t authorize them, and it issued the February 2026 letters to unlicensed online and sweepstakes platforms. Compare it with other agencies on our state regulators page.
Does Illinois law ban sweepstakes casinos?
Illinois has no statute that specifically bans sweepstakes casinos, but the state treats many of them as illegal gambling. In February 2026 the Gaming Board and Attorney General sent more than 60 cease-and-desist letters to online casino and sweepstakes platforms, citing the Criminal Code and the Prizes and Gifts Act. Several brands then ended Sweeps Coins play in Illinois. Details are on our Illinois sweepstakes casinos page.
When will Illinois legalize online casinos?
No date is set, because no online casino bill has passed. HB 0007, an iGaming bill, is reported by a third-party tracker to be in committee as of late 2026. Even after a bill passes, licensing and launch usually take months. Until then, the only real money casino sites reachable from Illinois are offshore. Follow the national picture on our states with legal online casinos page.
What is the gambling age in Illinois?
The official Illinois pages cited on this site don’t state the minimum ages, so we don’t quote a number. Licensed casinos, sportsbooks and the Illinois Lottery each publish their own age rules, and you should check those directly. Offshore casinos set ages in their own terms; this site applies 21+ to every offer it shows. See our national gambling age by state guide for context.
Can I get in trouble for playing at offshore casinos in Illinois?
Illinois law treats unlicensed online gambling sites as illegal, and that is what the state has recorded. The Gaming Board’s 2026 enforcement targeted operators, warning them of civil or criminal penalties unless they blocked Illinois. Federal UIGEA rules also target businesses, not players. We can’t tell you how a prosecutor would act in a given case. Read is it illegal to play at offshore casinos for the general position.
Is daily fantasy sports legal in Illinois?
The official sources used for this page don’t confirm the status of daily fantasy sports in Illinois, so we don’t state it. Daily fantasy contests are treated differently from sports betting in many states, and Illinois sports betting itself has been licensed since 2020. Check the Gaming Board’s current guidance or the operator’s state list before entering paid contests. Our daily fantasy sports laws page covers the national picture.
How many legal casinos are there in Illinois?
The Illinois Gaming Board lists 17 casinos under its oversight, all land-based and licensed under the Illinois Gambling Act (230 ILCS 10). Those venues are the only legal places in Illinois to play casino games for money, because no online casino license exists. Disputes at a licensed casino can go to the board, which isn't possible with offshore sites. Our riverboat casinos guide explains how this style of licensed casino developed.
Does the Illinois Lottery sell tickets online?
Yes, the Illinois Lottery sells tickets online as well as through retailers, and its responsible-play pages offer self-exclusion from online purchases. Illinois has a notable place in that history: a 2011 Justice Department opinion on the Wire Act, prompted by Illinois and New York plans to sell lottery tickets online, concluded the Act covers only sports betting. The First Circuit reached the same view in 2021. Our state lotteries online guide compares Illinois with other states.
Are Planet 7 and Royal Ace legal in Illinois?
Neither holds an Illinois license, because Illinois licenses no online casinos, and the Gaming Board treats unlicensed online casinos as illegal gambling. Both are offshore. Reviewers report Planet 7's license as Costa Rica or none, and Michigan's Gaming Control Board named it in an April 9, 2025 cease-and-desist release. Royal Ace doesn't show its license on its own site and isn't named in Michigan's releases covering our partners. Read is Planet 7 legit and is Royal Ace legit.
Do I pay tax on gambling winnings in Illinois?
Yes for federal tax: winnings from Illinois casinos, sportsbooks, the lottery and offshore sites are all taxable income. For 2026 payments, a W-2G is issued for slot wins of $2,000 or more, and for sports bets when a win reaches $2,000 and at least 300 times the stake. From tax year 2026, the loss deduction is reported to be capped at 90% of losses; check IRS guidance. Illinois state tax isn't covered here. Our gambling taxes page explains the federal rules.
How do I self-exclude from gambling in Illinois?
Enroll in the Illinois Gaming Board's self-exclusion program, which covers its licensed casinos, and use the Illinois Lottery's separate option to block online ticket purchases. Neither reaches offshore casinos, so you'd also need to ask each offshore site to close or exclude your account and install a blocking tool such as Gamban. For confidential support at any hour, call or text 1-800-MY-RESET (1-800-697-3738). Our self-exclusion guide walks through each step.
