  • Legal actionsMinnesota AG letter; S.D.N.Y. class action

Is Zula Casino legit? It is a real, named business, SCPS LLC, running a sweepstakes site that its rules say is closed in 16 states, but legitimacy is not the same as legality. In November 2025 the Minnesota Attorney General called it an illegal gambling site; it is also a named defendant in a New York class action, and several states have banned its model outright.

Key takeaways

  • Zula's sweeps rules name SCPS LLC as operator; third parties and a court complaint place it in the Ontario-based Blazesoft group.
  • It runs a dual-currency sweepstakes model, not a state-licensed casino, and no state regulator licenses it.
  • Rules v2.7 (October 27, 2026) exclude 16 states, and Florida is restricted with a per-play win cap.
  • The Minnesota Attorney General named Zula among 14 illegal gambling sites on November 5, 2025.
  • A 2025 class action in New York federal court names SCPS LLC d/b/a Zula Casino; its claims are allegations, not findings.

Is Zula Casino legit? The short answer

Zula is a functioning sweepstakes brand with a named operator, published rules and a public list of excluded states. Those are basic signs of a real business rather than a fly-by-night site. They don't make it legal everywhere, and they don't make it a regulated casino.

The concerns are legal rather than technical. Regulators in several states treat dual-currency sweepstakes as illegal gambling, a growing list of states has banned the model, and Zula faces a consumer class action. Whether it is a sensible choice depends heavily on where you live.

Our main Zula Casino review covers games, apps and the coin offer. This page focuses on the trust questions: who runs it, how the model works, where it is blocked and which authorities have acted.

Who owns Zula Casino? SCPS LLC and the Blazesoft group

Zula's own sweeps rules name SCPS LLC as the operator. Third-party industry listings and a 2025 court complaint place SCPS LLC within the Blazesoft group, based in Ontario. Blazesoft brands include Fortune Coins and Sportzino, which share parts of Zula's legal history.

Named studios such as NetEnt and Big Time Gaming are established suppliers, but their presence says nothing about the operator's legal status. It tells you the games come from known developers, not that any regulator oversees Zula's prize payments.

How Zula's sweepstakes model claims to stay legal

Zula sells Gold Coins, which are for play only, and gives away Sweeps Coins with purchases and promotions. Sweeps Coins can be redeemed for prizes under the rules, with a 50 SC minimum. A free entry route, such as the 10 SC sign-up coins, is what the model relies on to call itself a promotion rather than gambling.

That argument is contested. New York's law targets online casino-style games that use two currencies and pay cash or cash equivalents, which describes the model directly. The state Attorney General in Minnesota has said selling sweeps coins to play games of chance for real prizes turns these sites into illegal gambling. A sweepstakes casino is therefore not a real-money casino in the legal sense its operators claim, nor a licensed one; it sits in a gray area that states are closing one by one.

Zula Casino excluded states: the 16-state list

Version 2.7 of Zula's sweeps rules, dated October 27, 2026, excludes 16 states. Ten of them have recorded sweepstakes bans; the other six are excluded under the operator's own reading of state law. Florida is a restricted jurisdiction rather than an excluded one, with a cap on how much can be won per play.

Regulator actions involving Zula Casino

Zula's clearest regulator conflict is in Minnesota. On November 5, 2025, Attorney General Keith Ellison sent letters to 14 sites his office called illegal gambling websites, directing them to stop serving Minnesotans, and Zula Casino was on the list, per the Attorney General's release (opens in a new tab). Minnesota does not appear in Zula's v2.7 excluded list, so residents of Minnesota should take the AG's position seriously.

In Illinois, Blazesoft brands including Zula ended Sweeps Coin play after the Illinois Gaming Board's wave of cease-and-desist letters, according to a Lines.com report dated June 5, 2026 (opens in a new tab). That is a third-party report; the board's published letters we cite name other sweepstakes brands, not Zula. Background on the Illinois crackdown is on our Illinois sweepstakes casinos page.

Michigan's gaming board says gambling is generally illegal in the state unless state law specifically authorizes it, and it treats sweepstakes casinos as illegal gaming, as its legal vs illegal gaming guidance (opens in a new tab) sets out. Zula's rules exclude Michigan. How these letters work in general is covered in cease and desist letters.

The Zula Casino lawsuit: Boatner v. SSPS LLC

A class action filed on April 18, 2025, in the US District Court for the Southern District of New York, Boatner v. SSPS LLC et al., No. 1:25-cv-03251, names SCPS LLC doing business as Zula Casino as a defendant. Sister brands Sportzino and Fortune Coins are named too. You can read the complaint as filed (opens in a new tab).

A complaint sets out one side's allegations. Filing a lawsuit doesn't prove wrongdoing, and the outcome of this case is not recorded in the facts we rely on. What the case does show is that the legal status of the model is being tested in court as well as in state legislatures.

How to check whether Zula Casino is legit for you

A five-minute check covers most of the risk. Run through these steps before you buy any coins or chase a redemption:

  1. Find your state in the current sweeps rules. If it is excluded, don't play; Florida players should read the per-play win cap.
  2. Check your state's law and regulator statements, not just the operator's list. Minnesota is the example where the two disagree.
  3. Read the redemption section of the rules: the 50 SC minimum, accepted methods and any identity checks.
  4. Confirm you are on the operator's own site. Unofficial mirror sites and coupon pages are not the operator.
  5. Set a spending limit for Gold Coin packages before your first purchase.

Our guides to casino red flags and how to spot a rogue casino apply to sweepstakes sites as well as casinos.

People often use legit to mean three different things: is the company real, is it lawful where I am, and who protects me if something goes wrong. The table separates them for the three kinds of site US players meet.

Sweepstakes coins feel low-stakes because you buy Gold Coins rather than placing bets, but the spending is real money. If you are buying packages to chase a redemption, take a break.

Is Zula Casino legit compared with WOW Vegas?

WOW Vegas is another dual-currency sweepstakes brand, so it's a natural benchmark. Both exclude 16 states, but the trust signals differ: Zula's operator name comes from its own rules, while WOW Vegas's comes from a reviewer, and Zula's legal record is longer.

One third-party listing says it has no license, and Michigan's gaming board named Silver Oak in its April 9, 2025, cease-and-desist release (opens in a new tab). Its own site advertises a different package, with wagering of 30x on the offer page but 40x for slots in its terms.

Planet 7 Casino: $2,750 Welcome Bonus + 45 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews report a WELCOME200 code with 30x wagering on deposit plus bonus and a $1,000 max cashout. Reported operators differ (BTK Ltd Casinos or Ace Revenue Group), the license is reported as Costa Rica by one reviewer and as none by others, and Planet 7 appears in the same April 9, 2025, Michigan release.

Royal Ace Casino: $2,500 Welcome Bonus + 35 Free Spins, via our link (new players, 21+ or 18+ where allowed, terms apply). Third-party reviews disagree on its package (200% up to $4,000 with 30x wagering on slots and a 10x-deposit max cashout, or 250% up to $2,500 plus 35 spins), and on its operator. Royal Ace appears in none of the Michigan releases we track; one reviewer reports it doesn't accept Ohio players. Bonuses at all three are slot-focused, table games are often excluded or weighted lower, and the terms shown at sign-up apply.

Frequently asked questions

Is Zula Casino legit or a scam?

Zula is a real business with a named operator, SCPS LLC, published sweeps rules and a list of excluded states, so it isn't a scam in the usual sense. The open question is legality. Minnesota's Attorney General called it an illegal gambling website in November 2025, many states have banned its model, and it faces a New York class action. Our Zula Casino review covers the rest.

Which company is named in Zula Casino's sweeps rules?

Zula's sweeps rules name SCPS LLC as the operator. Third-party listings and the 2025 Boatner complaint place SCPS LLC in the Blazesoft group, which is based in Ontario and also runs Fortune Coins and Sportzino. Blazesoft's ownership details beyond that are not part of the facts we rely on. Compare the setup on our Fortune Coins legit check.

Can I legally play at Zula Casino in my state?

It depends on your state, and the operator's list is only a starting point. Zula's rules v2.7 exclude 16 states, and Florida is restricted with a per-play win cap. Some states not on that list have their own positions, such as Minnesota, where the Attorney General called Zula an illegal gambling site. Our explainer on whether sweepstakes casinos are legal walks through the main state approaches.

What is the Boatner lawsuit against Zula Casino?

It is a class action, Boatner v. SSPS LLC et al., filed April 18, 2025, in federal court in the Southern District of New York, case No. 1:25-cv-03251. It names SCPS LLC doing business as Zula Casino, along with Sportzino and Fortune Coins entities. A complaint contains allegations, not findings, and its outcome isn't recorded in our facts. See sweepstakes casino laws for the wider legal picture.

Did Zula Casino leave Illinois?

Reportedly, yes for Sweeps Coin play. A Lines.com report dated June 5, 2026, says Blazesoft brands including Zula ended Sweeps Coin play in Illinois after the Illinois Gaming Board's cease-and-desist wave, and Illinois appears in Zula's v2.7 excluded list. The report is third-party, and the board's published letters we cite name other brands. Our Illinois online casinos page has the state's rules.

Does Zula Casino hold a gambling license?

No, Zula isn't licensed as a casino by any US state. It runs as a sweepstakes promotion, a model that operates without a gambling license and relies on a free entry route. States that license online casinos, such as New Jersey and Michigan, exclude it, and both treat dual-currency sites as unlawful. Our states with legal online casinos page lists the seven licensing states.

Can Zula Casino close my account or refuse a redemption?

Yes, the operator's rules control redemptions, and players in excluded states can't take part at all. A redemption needs at least 50 SC, and the rules set the methods and any checks. Because no state regulator oversees Zula, disputes go to the operator first and then, if needed, to the courts or your state Attorney General. The Zula redemption guide covers the process.

Does Zula Casino accept players from Michigan?

No, Michigan is on Zula's v2.7 excluded list. Michigan's gaming board says gambling is generally illegal unless state law authorizes it, and it treats sweepstakes casinos as illegal gaming; it has sent cease-and-desist letters to other sweepstakes operators. Michigan does license real-money online casinos, which come with state protections. See online casinos in Michigan for the licensed options and the board's actions.

Is Zula Casino legal in Georgia?

Georgia hasn't passed a statewide sweepstakes casino ban, according to a third-party tracker, and Georgia isn't on Zula's v2.7 excluded list. That doesn't make Zula a regulated option there. Georgia licenses no online casinos and has no casino regulator at all; the Georgia Lottery Corporation runs only the lottery. With no state body overseeing sweepstakes sites, a dispute with Zula would go to the operator or the courts. Our Georgia sweepstakes casinos page tracks any new bills.

Are there limits for Florida players at Zula Casino?

Zula's rules don't exclude Florida, but they treat it as a restricted jurisdiction with a cap on how much can be won per play. Large single wins may therefore be limited for Florida players. Florida's own law is strict on casino-style gaming: unauthorized casino games are criminal under Florida Statutes 849.08 and 849.15, and the state's gaming commission has demanded that overseas operators stop serving residents. Read the rules' Florida section before you buy coins. Our Florida sweepstakes casinos page explains the state's game-promotion rules.

Can I get the Zula Casino app on iOS or Android?

Yes, third-party reviewers report Zula apps on iOS and Android as well as browser play. Download only through the official app stores or links on Zula's own site, because unofficial copies and mirror pages can collect logins and payment details. An app doesn't change the legal picture: the same excluded states and Florida limits apply however you play. Our answer on whether there's a casino app explains how sweepstakes and casino apps differ.

Does Zula Casino actually pay out prizes?

Zula's sweeps rules allow Sweeps Coin redemptions from a 50 SC minimum, and third-party reviewers report bank transfer prizes typically arriving in 2–7 business days. Zula's own published timing isn't part of the facts we rely on, so treat that range as a guide. Redemptions are only open to players in eligible states, and identity checks can apply. No state regulator reviews Zula's prize decisions, so keep records of every request. Our Zula Casino redemption page explains the process step by step.

Who makes the games at Zula Casino?

Third-party reviewers report about 70 game studios at Zula, including Relax Gaming, Booming Games, NetEnt, Nolimit City, Big Time Gaming, Evoplay, Hacksaw Gaming and ICONIC21. These are established suppliers, so the games themselves come from known developers. That tells you nothing about the operator's legal status or how its prize payments are handled, which no state regulator oversees. Check each game's information panel for its details. Our casino software providers guide explains what different studios are known for.

Is Zula Casino safer than an offshore real-money casino?

Neither comes with state protection, but the risks differ. Zula names its operator, SCPS LLC, publishes dated sweeps rules and excludes 16 states, while many offshore casinos don't show an operator on their sites. On the other hand, Zula faces a class action and a Minnesota Attorney General letter, and offshore casinos often appear in state cease-and-desist releases. In both cases, disputes go to the company first. Our guide to offshore vs state-licensed casinos explains what a state license adds.
